AMENDMENT 0002
Bidder Questions & Government Reply:
1. Question 1 - The overhead gantry frame and vertical support structure is discussed in several areas of the specification. Below are some sections we would like to highlight:
a. Contractors have been provided Drawing 822-B330-01 Gantry Arrangement and Foundation showing the current gantry frame structure design.
b. Section C099 states “Tie Gantry (Sections)” to be GFE, but this description is unclear of what is intended to be GFE, and what is to be contractor furnished.
c. Section C330.F Overhead Gantry Supports states “The overhead gantry vertical supports shall be provided and installed as shown as shown on the Gantry Arrangement and Foundation contract drawing.”
d. Section C399 Overhead Gantry Structure appears to indicate that all items shown on Drawing 822-B330-03 are to be contractor furnished and installed.
e. Section C598.D GFE Robotics states that “The Government will provide the GFE automated tying gantry to the Contractor for assembly and installation” as well as “Due to the overall length of the gantry structure, the main gantry structure is to be delivered to the Contractor in six (6) 25’ long individual sections. The Contractor shall be responsible for welding these box truss sections together to form the full-length gantry structure.”
QUESTION 1 (Continued) - Can the USACE clarify what items shown on Drawing 822-B330- 01 will be GFE and/or what items are to be contractor furnished and installed? Any additional information regarding these gantry system scope of work would be appreciated.
ANSWER:
a) – The drawing number for the Gantry Arrangement and Foundation drawing should be 822-B330-03, not 822-B330-01. This is an error on the drawing in the title block. The corrected drawing has been attached with this amendment.
b) - The “Tie Gantry (Sections)” is referring to the automated tying gantry. The entire automated tying gantry is government furnished equipment (GFE). See Contract Clause C598 D. AUTOMATED TYING GANTRY SYSTEMS for more details.
c) – The vertical supports which are part of the overhead gantry structure are to be contractor furnished and installed, along with the rest of the overhead gantry structure shown on drawing 822-B330-03.
d) – Yes the Overhead Gantry Structure is to be contractor furnished and installed.
e) Yes- final assembly of the GFE automated tying gantry sections is to be performed by the Contractor. The design of the automated tying gantry is not yet complete and details will be provided at a later date.
f) Question 1 - The entire structure shown on the Gantry Arrangement and Foundation drawing is to be contractor furnished.
Installation of the GFE gantry crane systems onto the overhead gantry crane structure is discussed in C598 (C). The Government is not able to provide any further details at this time.
Note that the overhead gantry and the automated tying gantry are two separate items.
2. Question 2 – Section E05.F Page 178 – Overhead Gantry Load Tests – please specify what weight the OFE gantry cranes need to be tested with.
ANSWER: For the purposes of bidding, the contractor shall assume the test weight to be 15,000 lbs.
3. Question 3 – Light ship weight estimate - 200 Superstructure specified 8" sch 80 stanchions - Deckhouse Construction drawing (822-B315-01 Rev. F) specified 6" sec. 80 stanchions - please clarify.
ANSWER: The deckhouse stanchions are 6” SCH 80 as shown on the Deckhouse Construction drawing.
4. Question 4 – Drawing 822-B305-01 shows the reel alley floor as 3/8" plate - take-off and drawing 822-B301-01 shows at 1/4" plate - please clarify.
ANSWER: The reel alley floors should be ¼” plate.
5. Question 5 – Two (2) HPU's are specified in specification (page 93) and two (2) are shown on the hydraulic drawing 822-B655-01 - the electrical drawing reference four HPU's - please clarify
ANSWER: The HPU’s on the electrical drawing are shown as the motors and not the units themselves. The design shall include 2 motors per HPU, which is why the electrical drawing shows 4 “HPU’s.” Each HPU is to be supplied w dual motors.
While the Contract Drawing 822-B710-01 Electrical Load Analysis shows the load for the HPU’s as 200 HP for each HPU, the Government is requiring the actual motor size for each motor to be 300HP for HPU #1, and 150HP for HPU #2. The Government is requiring each HPU to have a dual, redundant motor. Therefore HPU #1 shall have two
(2) 300HP motors, and HPU #2 shall have two (2) 150 HP motors. Note that the HPU motor sizes listed in Contract Clause C655 (J) are not correct.
6. Question 6 – Section C550 Spuds references drawing “822-B550-01 SPUDS”. This drawing is not included in bid package. A reference drawing is included titled “550-D550-01 Rev.(-)” from CEORD HENRY M SHREVE As-built drawings. Please clarify if contractors are to assume same spuds as shown in the included drawing 550-D550-01 Rev.(-).
ANSWER: For the purposes of bidding, the contractor shall assume the same spuds as shown on Drawing 550-D550-01 shall be used for the mat sinking unit.
7. Question 7 – Section C456 Mooring Winches, please specify what layer the line pull, line speed, and holding capacity are to be rated.
ANSWER:
• Mooring Winch: 40,000 lbs at 50 fpm (top layer)
• Barge Handling Winch: 33,480 LBS @ 9.9 fpm (first layer)
• Spud Winch: 33,480 LBS @ 9.9 fpm (first layer)
Holding capacity for each winch shall be as indicated in Section C of the Contract.
8. Question 8 – Regarding the Finger Details
* On dwg 822-B298-02, Sht 1 of 2; Elevation 8-A does not include the required material specification for the 3-1/2”OD rollers (Detail 3-A also).
ANSWER: The Contractor shall develop material specifications on the rollers. The Contract drawing was provided as a preliminary design to be used as the basis for the final design.
* Are we required to install bushings on all rollers similar to detail 5-A? If required, can you provide info on required bushings?
ANSWER: Yes. The type of bushing is called out on the drawing (Lubrite Bushing), as well as the size. Other specifics such as material shall be determined by the Contractor.
* Sht 2 of 2 does not provide any details on the material, OD, and assembly of the finger drive shafts (Need pinion details also).
ANSWER: These details are to be developed by the Contractor and included in Drawing 822-C298-02 FINGER DETAILS. See C698 (B).
* Spud Cradle
* The GA Dwg 822-B215-01 is the only location that shows the spud cradle. Please provide details on the cradle and hinge assembly.
ANSWER: The hinge/cradle itself will be added to the Contract at a later date by Contract Modification. The hinge/cradle design details will be provided by the Government at that time.
* Floor Plating
* Section C430 Deck flooring Coverings - states EOS Rooms, machinery spaces, and reel alley shall have diamond plate. Aluminum or steel plating preferred?
ANSWER: Steel plating is preferred.
9. Question 9 - On page 71 section E of the solicitation it states that there will be 36 GFE electric traction winches. The one line and load analysis shows the traction winches as a 200kW load, the single line only shows two VFDs. Can you clarify this requirement?
ANSWER:
While the Contract Drawing 822-B710-01 Electrical Load Analysis shows the load for the traction winches as 200 kW, the Government currently estimates the actual load to be 400 kW.
The 400kW load is meant to indicate the sum of the 36 traction winch loads. Half of the traction winches shall be fed power through each distribution panel as specified in C745 E.
10. Question 10 - Can Bidders contact SIA Solutions, LLC with questions regarding the installation for the GFE robotics package?
ANSWER: All questions regarding the robotics systems should be directed to the contract specialist and contracting officer in writing. The Government will coordinate a response with SIA and can provide future responses through this announcement.
11. Question 11 - Section C568-I Sonar Transducer – This section has conflicting information.
One paragraph states “The contractor shall install…. The transducer in transducer well”. The last paragraph states that the transducer well is reserved for a later date. Please clarify if contractors are to bid the transducer well scope of work.
ANSWER: Since the sonar system is yet to be designed, the construction of the well is not included in the current scope of work and will be included by contract modification at a later date. However, the final installation of the transducer, (install transducer device, provide and run cabling, etc.) is included in the scope of work.
12. Question 12 - The USACE has provided labor hours for several GFE systems for bidding purposes, including the Traction Winches, Clamping and Cutting Assemblies, and CCH electrical equipment. Although this is helpful, there are numerous systems that budgets for bidding purposes have not been provided. Can the USACE elaborate further on the following questions?
Can the USACE provide budgets (or allotment for bidding purposes) for bidding purposes for the other GFE systems equipment?
• Can the USACE provide approximate durations (or allotment for bidding purposes) expected for installation of the GFE systems equipment. Example… SIA Solutions suggests approximate Five (5) working days to install the GFE Mat Conveyance System.
This question is posed for all GFE systems.
ANSWER: - For the GFE systems that are included in the solicitation (C598), the Government has provided estimated hours that Offerors shall bid on for certain components (Traction Winch Systems, Launch Wire Clamping & Cutting Systems, and Robotics Central Control Hub). The government has estimated that all other GFE components and systems that are included in C598, that are not identified in the previous statement, will require approximately 9,500 man hours to install.
• Can the USACE provide approximate durations (or allotment for bidding purposes) for the GFE Commissioning and Start-Up for the Robotics systems as described in Section E for Trials Level 3 testing. This includes a breakdown of testing scope/descriptions and an estimate of time (days) to complete each test
ANSWER: The government estimates that the Startup and testing of the Robotics system is part of the construction phase of the barge. Specific tests and durations have yet to be determined for the robotics.
• Can the USACE provide an estimate (or allotment for bidding purposes) for days required to complete the Level 3 testing/placement of mat utilizing the GFE assembled mats at 140’ x 100’ as described on RFP pages 178/179.
ANSWER: The government estimates that the Level 3 testing may take approximately 3000 man hours
• Can the USACE provide an estimate (or allotment for bidding purposes) for days required to complete the Level 4 testing/placement of mat as described in Section E-H on page 179/180.
ANSWER: The government estimates that the Level 4 testing may take approximately 9000 man hours.
13) Question 13 - Are we supplying liquid or air cooled components; not defined in section C750 ANSWER: Section C750 is a general requirements section. Refer to the contract for cooling requirements of specific equipment.
14) Question 14 - Is the 350VDC bus strictly DC or to be inverted to AC. If so what voltage 220
VAC?
ANSWER: Strictly DC
15) Question 15 - The 36 GFE traction motors; are shown to be 200HP on the “Load Analysis” is this total horsepower of all 36 motors? Are we supplying individual VFDs, 36?. Do the motors need to be controlled individually or in groups i.e. groups being 2,3,4 motors at once or as a group of 18 motors? (1 of 36 individual motors) What is the horse power of the motor, FLA, etc?
Spec shows they are 480 VAC, is this correct?
ANSWER:
While the Contract Drawing 822-B710-01 Electrical Load Analysis shows the load for the traction as 200 kW, the Government currently estimates the actual load to be 400 kW.
The 400 kW is the total sum of the traction winch loads. The traction winches are to be controlled individually. VFD’s for robotics GFE are to be supplied by the robotics integrator.
480 VAC is correct. The motors are approximately 100 HP. The government does not have information on the FLA of the motor.
16) Question 16 - Page 72 discusses resistor banks (3) @ 50kW; are we supplying these? is this peak or continuous power? If it’s continuous what’s the peak power? Are we quoting the water cooling system or is it shipyard supply?
ANSWER: Yes, the Contractor is to supply the resistor banks as required in C598 E. Yes the contractor is to supply the resistor bank cooling systems. See C641 for details on the cooling system. Assume continuous power. Peak power is unknown at this time.
17) Question 17 - The 350VDC bus is supplying 36 driven wheel deck conveyances; are these DC motors? DC drives to be quoted by us? How many motors? If so what is the horse power of the motor, FLA, etc?
ANSWER: Yes, DC motors. The deck conveyance systems are GFE. DC drives will be provided by the robotics integrator. There are 36 GFE motors, one that drives each of the 36 GFE deck conveyor assemblies.
The motors are each 2 HP. The government does not have information on the FLA of the motor.
18) Question 18 - What about “Tie Gantry” & “Placement Arms” are those required to have drives? If so, are these DC motors? DC drives to be quoted by us? How many motors? What is the horse power of the motor, FLA, etc?
ANSWER: The robotics integrator is providing all motors and drives for the robotics GFE equipment. Yes the equipment has DC motors.
The government does not have information on the HP or FLA of the motor. The # of motors should not be relevant, since the contract only requires power to the junction boxes for each system. The Load Analysis Contract Drawing should provide sufficient information for sizing cabling and breaker requirements for powering the junction boxes.
