Dwg Sheet/Spec Section Comment Response
1 02490 What is the required steel grade and corrosion protection for the rock anchors? See Section 02490.
2 02490
Depending on the bar grade it may be very difficult to weld bearing plates to the rock anchors. Can securing the bearing plate to the rock anchor be accomplished by using a hex nut above and below the bearing plate instead of welding?
See Para 2.2.1 of Section 02490.
3 02490 Is there any required unbonded length for the rock anchors?
There is no unbonded length for the anchors.
4 G4 to G10 No existing elevations are noted. Can CAD files be relesed of Existing Grades and/or design elevations See Sheets C1 through C4.
Would the past experience of proposed subcontracts satisfy the “pre award survey submittal requirement” for the this project? This was noted in Amendment No. 2 pg. 00610, items 1-3 please advise.
See Para A.(1) of Section 00610.
Section 01010
Paragraph 1.2.L indicates that the existing Fuse Plug material will be stockpiled (for reuse). However, Section 01025 1.1.6 states ‘…removal and disposal of existing fuse plug…’ Please clarify. See Amendment No. 0005.
Will trench rock, if encountered during construction of Section 1b - Storm Drainage, be paid for under Item 2b? See Amendment No. 0005.
8 C53 Scour apron section detail 2/C53 does not specify length of drilled & grouted #11 rebar. Please specify.
Anchor bar depths are shown. Also, see note on right side of drawing.
9 C53 Scour Apron section detail 2/53, does scour apron rebar tie into soil nail CIP concrete facing wall rebar?
No they area constructed separately.
10 C53 Scour Apron section detail 2/53 does 4' deep by 2' wide haunch extend around both ends of scour pad?
No the left side of the scour apron is the Soil Nail toe drain shown on the same sheet.
11 02335
Section 3.3.3, 1st paragraph, of the Soil Nail wall specification accurately elaborates on the fact that close coordination is required between the soil nail wall contractor and the excavation contractor. However, the last line of this paragraph states “rock blasting for the wall face shall occur before the construction of the soil nail wall” without much further elaboration. Section 1.4.3, 3rd paragraph, of the Rock Excavation specification mentions the use of controlled blasting techniques such as “presplitting and cushion (trim) blasting”. Section 3.11, 2nd paragraph, states that before drilling the presplitting holes, all overburden soils need to be removed, which is not possible at the soil nail wall location as shown.
As a soil nail wall contractor bidding on this work, we agree that controlling the rock break line is extremely important at the soil nail wall location.
However, since the majority of the soil nail wall height is soil overlying bedrock, it is not possible to line drill at the back of the proposed shotcrete face unless it is done through the overburden before the start of the soil nail
The Government will not elaborate on construction methods or scheduling. It is the resposibility of the Contractor to coordinate specialty contractors.
12 02490
This specification does not appear to be applicable to the item of work actually shown on the drawings, which appears to be more like Rock Bolting or Rock Doweling. For example, Rock Anchors require a free stressing length and a bonded length, which according to the referenced Post-Tensioning Institute’s “Recommendations for Prestressed Rock and Soil Anchors” would require a minimum 10 ft unbonded length and presumably a minimum 10 ft bonded length whereas the length of the elements shown on the drawing are generally 11 or 12 feet in length and have no unbonded length. It appears to us that the designer’s intent is indeed rock bolts wherein a representative number of bolts would be proof-tested to verify the installation (not every element as indicated by the specifications). Please clarify. See Amendment No. 0005.

Bid item includes all costs associated with all common excavation required for the contract, as specified in Section 02300. The work specified for common excavation will be measured for payment by the cubic yard of material excavated. The cubic yardage will be computed by the average end-area method from cross sections taken by a licensed Surveyor, before and after the common excavation, as specified in Section 01720 SURVEY REQUIREMENTS. The yardage paid for common excavation will be the number of cubic yards of material, measured from existing grade (determined from "before excavation" surveys) to required subgrade or to top of rock (determined from "after excavation" surveys). Payment will be made at the contract unit price for the item. The vertical pay limit for common excavation shall be the specified subgrade elevation or top of rock. The horizontal pay limit shall be to the specified offset from the spillway or construction baseline as indicated on the contract drawings. The measurement will not include the volume of any excavation performed prior to the taking of elevations and measurements of the existing grade.
1.2.2 Item 2b, Rock Excavation

The vertical pay limit for rock excavation shall be the specified subgrade elevation. The horizontal pay limit shall be to the specified offset from the spillway or construction baseline as indicated on the contract drawings. The measurement will only include authorized excavation of rock, and will not include over excavation or unauthorized excavation. Failure on the part of the Contractor to notify the Contracting Officer (CO) and obtain the CO's approval of the classification of the material as rock will cause the forfeiture of the Contractor's right of claim to payment for rock excavation. The pre- and post-excavation survey must be approved by the CO prior to payment
Section 01025 Page 3 authorization. The measurement will not include the volume of any rock excavation performed prior to the taking of elevations and measurements of the condition before rock excavation.
1.2.3 Item 2c, Select Fill
The work specified in Section 02300 for select fill will be measured for payment by the cubic yard of select fill placed. This unit price item includes all costs in connection with placing, compacting, and testing select fill, as well as, any required processing of common and/or rock excavation materials to meet the requirements of select fill for reuse.
Payment will be made at the contract unit price for this item. The cubic yardage will be computed by the average end-area method from cross sections taken by a licensed Surveyor, before and after the select fill operations, as specified in Section 01720 SURVEY REQUIREMENTS. The limit of fill to be measured includes only that select fill required per the contract drawings.
The measurement will include the filling of any excavation of unsatisfactory material with select fill, below grade, where ordered. The measurement will not include the yardage to fill unauthorized excavations, such as excavations beyond the specified pay limits, or the yardage of any material used for other than directed purposes.
