The base period is 6 months (November 1, 2026 through April 30, 2027), followed by three 12-month option periods, with cleaning services performed weekly and billing conducted monthly. The incumbent contractor is KALI SELLERS ENTERPRISES (9TDJ1), with the previous contract W9128F24P0063 valued at $11,250.00 in its final year; options were not exercised on that contract. The Government's estimated budget is not releasable. Questions and Government Responses – Solicitation W9128F27QA003

6 October 2026

The current or previous incumbent contractor: KALI SELLERS ENTERPRISES (9TDJ1)

The previous contract number: W9128F24P0063

The previous award/contract value: $11,250.00 (last year of the contract)

Question: Could you please clarify whether the contractor may use a 1099 independent contractor or subcontractor to perform the recurring janitorial services while the prime contractor remains responsible for contract management, quality control, supplies, and overall performance?

Government Response: Subcontracting of the custodial service is allowed. However, quality control must be accomplished by the prime contractor. The proposed subcontractor should be identified and the contractual relationship and responsibilities should be clearly explained in the Factor 2 submittal. The Government’s approval would be the award of the contract.

Question: Clarify if the base year is for a 6-month term instead of 12-month term?

Government Response: The base period is 6 months. This abbreviated period is a conscious decision that will adjust the contract renewal period away from fiscal year end and the new fiscal year when continuing resolutions impact the agency’s budget.

Question: What identification and background documentation is required for each worker performing on site (e.g., REAL ID, background vetting)? Is base access handled through DBIDS or an Entry Authorization List?

Government Response: All contractors performing the work at F.E. Warren AFB will be required to obtain a DBIDS card through 90 SFS IAW AFMAN 31-101.

Question: Are consumables (toilet paper, hand soap, trash liners) government-furnished or contractor-furnished?

Government Response: The PWS states that all consumables (toilet paper, paper towels, air freshener, hand soap, glass cleaner, all-purpose cleaner, and trash can liners [small & large] are required to be furnished by the contractor.

Question: What are the insurance minimums for this contract, and is a performance or payment bond required?

Government Response: Since performance is on a government installation, insurance is required as shown below and per FAR 28.307-2. These amounts and FAR Clause 52.228-5 “Insurance-Work on a Government Installation” will be included in a solicitation amendment.

Performance and payment bonds are not required.

Workman's Compensation and Employer's Liability Insurance $100,000

General Liability Insurance $1,000,000 per occurrence

And, when automobiles are used in connection with performing the contract:

Automobile Liability Insurance $200,000 per person

Bodily Injury $500,000 per occurrence

Property Damage $20,000 per occurrence

Question: What past performance is required (years, number of references), and may the offeror cite subcontractor past performance?

Government Response: FAR 52.212-2 contains evaluation factors for three examples of relevant experience, not past performance. Subcontractor experience may be cited.

Question: Which Service Contract Labor Standards wage determination applies for Laramie County, WY?

Government Response: SCA Wage Determination Number is 2015-5405, Revision 30 dated 27 August 2026 for Laramie County, Wyoming

Question: What is the deadline for submitting questions?

Government Response: Deadline for submitting questions will be 12:00 PM CDT on 12 October 2026.

Question: What are the evaluation factors and basis of award (lowest-price technically acceptable vs. best value)?

Government Response: Evaluation Factors are found on page 63 of the solicitation.

Experience, Technical, & Price. See FAR 52.212-2

Question: Subcontracting and supervision: Subject to the contracting officer’s written approval under PWS Section 1.4.2, may a qualified local janitorial subcontractor perform the on-site cleaning while the prime manages the contract and oversees quality? May the subcontractor’s supervisor serve as the designated on-site quality contact under Section 1.5.1?

Government Response: No. Subcontracting quality control will not be approved.

Question: Experience requirements: Section M, Factor 1, requests three examples of “gate attendant services.” Should these be examples of comparable janitorial services? We understand this section allows experience from qualified subcontractors; please confirm that remains applicable.

Government Response: Yes, experience should be for janitorial services. This will be corrected in an amendment.

Question: Pricing and performance period: Should we follow the bid sheet and submit monthly pricing for November 1, 2026–April 30, 2027, followed by three 12-month option periods?

Section M requests daily pricing, and PWS Section 1.3 also references a 12-month base period.

Government Response: Cleaning services are weekly and billing is monthly. The bid sheet requests monthly unit price and total based on duration. An amendment is being issued that will delete daily bidding references and correct PWS paragraph 1.3.

Question: October 9 site visit: Is attendance mandatory, and may our proposed subcontractor attend as prime contractor’s representative? Please let us know whether advance registration or base-access arrangements are needed.

Government Response: Yes, a subcontractor can attend the site visit. No advance notification is required. Attendance is not mandatory.

Question: Period of performance: the solicitation narrative (Section A, PWS 1.3) describes a 12-month base year, but the CLIN schedule and bid sheet price the base as 6 months (Nov 1, 2026 – Apr 30, 2027) with option years on May–April cycles. Which period should govern our pricing for the base year?

Government Response: The base period is 6-months. PWS paragraph 1.3 will be corrected in an amendment.

Question: Subcontracting approval: PWS 1.4.2 requires written Contracting Officer approval before subcontracting any work. What is the preferred timing for requesting that approval — with our quotation or after award? Related to Evaluation Factor 1 (Experience), which permits subcontractor project examples — is there a required documentation format for demonstrating a subcontractor's qualifications?

Government Response: Subcontracting should be requested with the quotation. The proposed subcontractor should be identified and the contractual relationship and responsibilities should be clearly explained in the Factor 2 submittal. The Government’s approval would be the award of the contract. In regard to Factor 1 (Experience), a subcontractor’s experience may be cited. There is no prescribed format.

Question: Site visit (Oct 9, 10:30 AM MDT): may a representative of our subcontracting partner attend in place of, or in addition to, our own representative?

Government Response: Yes

Question: Submission: please confirm the single PDF (10-page limit) should be emailed to both you and Mr. McCormick, and that email submission is the only accepted method.

Government Response: Yes, emailed submission to Clinton Russell and Lee McCormick are the only accepted method.

Question: Subcontracted Performance (PWS 1.4.1, 1.4.2, 1.5.1; Factor 1): Will the Government consider approving, under PWS 1.4.2, an offeror that performs on-site cleaning through a local small-business janitorial subcontractor while the prime contractor retains contract management, quality control, safety submittals, supply provision, and all Government communications?

Government Response: Yes, this approach will be considered when the quotation clearly articulates the experience, qualifications, and responsibilities of both the prime contractor and subcontractor. Quality control should not be proposed to be accomplished by the subcontractor.

Question: Current Contract and Estimate Details:

a. Could you provide the incumbent contractor's name and current contract number (we noted W9128F23Q0055 in 2023 and an April 2024 RFQ with options through May 2028)?

b. What is the current monthly or annual contract value?

c. If releasable, is this requirement being re-competed because prior options were not exercised?

d. What is the Government's estimated budget range for this requirement?

e. Have there been any scope changes compared to the current contract?

Government Response:

a. KALI SELLERS ENTERPRISES (9TDJ1)

b. $11,250.00 (last year of the contract)

c. Options were not exercised on W9128F24P0063

d. Not releasable

e. Scope is the same as the previous contract.

Question: Subcontracting: PWS 1.4.1 states that the contractor will use its own forces, and

1.4.2 requires the Contracting Officer's written approval to subcontract. Evaluation Factor 1 says experience may come from qualified subcontractors. May an offeror propose a subcontractor to perform part of the janitorial work? If so, how and when is approval requested, and what limitation on subcontracting percentage applies under FAR 52.219-6?

Government Response: The Limitation on Subcontracting clause is not included in this solicitation. Subcontracting may be approved, but only if the quotation clearly articulates the relationship and responsibilities between the prime and subcontractor.

Question: Factor 2 (Technical) refers to the "janitorial service location in paragraph 1.4.2.3," which does not appear in the PWS (1.4.2 is Subcontracting), and to local-area knowledge of "Laramie, Wyoming." Please confirm that the location is Buildings 305 and 306 at F.E. Warren AFB, Cheyenne, and that the references will be corrected.

Government Response: Factor 2 should read “… Describe the quality assurance you propose to implement for the janitorial services provided at Buildings 305 & 306 located at F.E. Warren AFB in Laramie County, WY.”

Question: Access: What are the base access and background-check requirements and expected processing time for contractor staff, and may cleaning be done after hours?

Government Response: All contractors performing work at F.E. Warren AFB will be required to obtain a DBIDS card through 90 SFS IAW AFMAN 31-101. Yes, services may be performed after hours with coordination with the Contracting Officer’s Representative.

Question: If the prime contractor utilizes an approved subcontractor to perform the janitorial services, may the subcontractor’s insurance coverage and certificate of insurance be utilized to satisfy the applicable insurance requirements for the performance of the subcontracted work, provided that the prime contractor maintains any insurance coverage independently required of the prime contractor under the solicitation?

Additionally, if the subcontractor’s policy names the prime contractor as an additional insured and provides coverage applicable to the subcontracted operations, would that satisfy any portion of the solicitation’s insurance requirements applicable to those operations?

Government Response: FAR Clause 52.228-5 “Insurance-Work on a Government Installation” will be incorporated into the solicitation by amendment. The clause requires both prime contractor and subcontractor to maintain insurance coverage in FAR 28.307-2.

Question: Re-performance time: PWS 1.6.2.1 allows one business day to re-perform deficient services, while PRS #3–7 require re-performance within eight hours. Which standard applies, and does the eight-hour period run outside normal business hours?

Government Response: The requirement for re-performance should be 1 business day.

Question: Site Visit: Please confirm whether attendance at the October 9, 2026 site visit is mandatory for offer eligibility. If attendance is required, may a representative of a proposed subcontractor attend on the offeror’s behalf? Please also advise whether advance registration or attendee information is required for installation access.

Government Response: Attendance is not required. Yes a subcontractor can attend the site visit. No advance notification is required. Request only 1 visitor per firm.
