About this file

This document is a Questions and Answers (Q&A) addendum to a federal janitorial services contract solicitation, along with building specifications for two structures requiring cleaning services.

The contract covers janitorial services for Building 305 (approximately 1,100 square feet with 1,000 sf carpeted and 100 sf tiled, occupied by 5 full-time employees) and Building 306 (approximately 2,200 square feet on the first floor with 2,000 sf carpeted and 200 sf tiled, occupied by 10 full-time employees, with an excluded basement). Both buildings feature large windows requiring specialized equipment for cleaning. The base period begins November 1, 2026, with Option Year 2 (CLIN 2001) running from May 1, 2028 to April 30, 2029. The government has clarified that a phase-in period of approximately two weeks is allowed after award for employee access processing, with a potential November 15, 2026 start date and first-month proration. Quotations must include annual escalation in labor and insurance costs already factored in, as FAR 52.222-43 will not be separately applied. A formal Quality Control Plan is not required, but award is unlikely without demonstrating a structured quality control approach. Contractor staff may not carry camera-enabled devices for photography inside the buildings; however, time-stamped checklists and periodic on-site inspections by company officers are acceptable. E-Verify cases may be created at hire with verified worker lists provided within three business days of award or before the first day of work, whichever is later. Consecutive years of experience with Corps of Engineers janitorial contracts applies to qualified subcontractor experience cited under evaluation factors.

Text version

Building 305 is a 1-story building with approximately 1,100 sf comprising of approximately 1,000 sf of carpeted area and approximately 100 sf of tiled area. There is 1 bathroom and 1 kitchenette that are tiled floors. This building is occupied by 5 full time employees. This building has large, elevated windows which will require ladders or long reach equipment for cleaning.

Building 306 is a 1-story building with a full basement. The basement area is excluded from this contract. The 1st floor is approximately 2,200 sf comprising of approximately 2,000 sf of carpeted area and approximately 200 sf of tiled area. There are 2 bathrooms that are tiled flooring and 1 kitchenette with carpet flooring. This building is occupied by 10 full time employees. This building has large windows which may require ladders or long reach equipment for cleaning.

Question: PWS 1.5.1 (two versions). Amendment 0001 prints paragraph 1.5.1 twice: once ending "and must be able to respond onsite within 24 hours of notification of concerns found by the Government", and once without that sentence. Which version governs?

Government Response: 24 hours governs. The procurement system prints both the original version and the revised version of the PWS in an amendment and we did not delete the inapplicable paragraph.

Question: Consecutive years of Corps experience. Section M gives a higher rating to those with consecutive years of experience in Corps of Engineers janitorial services contracts.

Will that rating apply to the consecutive years of a proposed qualified subcontractor whose experience is cited under Factor 1?

Government Response: Yes

Question: Service Contract Labor Standards price adjustment. The clause list includes FAR 52.222-41 but not 52.222-43 (price adjustment for wage determination revisions when options are exercised). Will 52.222-43 be added, or should option-year prices include expected wage determination increases?

Government Response: Quotations should be priced with annual escalation in labor and insurance factored in already.

Question: Quality Control Plan. PRS 1 is titled "Submitting of Quality Control Plan", while its standard concerns the insurance certificate. Is a written Quality Control Plan required?

If so, is the quality assurance description in our Factor 2 submittal suƯicient, or should a separate plan be submitted before work starts?

Government Response: Quality is included as a component of Factor 2 “Technical” in 52.212-2. A formal QCP is not required. However, it is unlikely that award will be made to a contractor that does not convey a structured approach to quality control.

Question: Photography and devices. Our proposed quality control would record each visit with a phone checklist, time-stamped check-in and check-out, and photos of cleaned surfaces only (no people, documents, screens or signage). Once a month our quality contact would also join one visit, unannounced, by a short live video walk-through of the finished rooms. May contractor staƯ carry camera-enabled phones inside Buildings 305 and 306 and use them for these photos and walk-throughs? If not, is a checklist with time-stamped check-in and check-out, plus periodic on-site inspection by an oƯicer of the prime, acceptable?

Government Response: See Descriptions of Building 305 and 306 at the top of this Q&A.

Question: E-Verify (PWS 1.12.2; Section J item 14). E-Verify allows a case to be created only after a job oƯer is accepted and Form I-9 is complete. (a) Will the Government accept cases created at hire, with the list of verified workers provided to the COR within three business days of award or before the first day of work, whichever is later? (b) For a worker who is not an employee of the prime or of a subcontractor, such as a subcontractor's owner who performs the work personally, would a Form I-9 submitted to the Contracting OƯicer, as Section J item 14 provides when contracts are with individuals, satisfy PWS 1.12.2?

Government Response: a) Yes, b) Yes

Question: Base access. About how long does 90 SFS take to issue a DBIDS card to a new contractor worker, and may a new worker (for example, a trained alternate) work under escort while the card is pending?

Government Response: Answered in the first posted Q&A

Question: CLIN 2001 dates. Section B shows CLIN 2001 (Option Year 2) with a period of 1 November 2026 to 30 April 2027, while Section F, PWS 1.3 and the bid sheet show 1 May 2028 to 30 April 2029. Please confirm the 1 May 2028 to 30 April 2029 dates govern.

Government Response: 1 May 2028 to 30 April 2029 dates are confirmed for CLIN 2001

Question: Site facts for pricing. About how much of the 3,300 sq ft is carpet, how many windows are washed inside and out, and is there non-wax vinyl that must be stripped and sealed semi-annually under PWS 5.2.2.e(3)?

Government Response: See Descriptions of Building 305 and 306 at the top of this Q&A.

Question: What installation access vetting is required for contractor employees, and what lead time should oƯerors plan for ahead of the November 1, 2026 start of performance?

Government Response: It is likely that while award may occur on or about November 1st, performance will likely need some lead time of approximately 2 weeks. The government may award the resulting contract with a November 15, 2026 start date and prorate the first month. Invoices may not be submitted for the timeframe prior to cleaning services starting.

Question: Given the November 1, 2026 start date, will the Government allow a phase-in period after award for employee access processing?

Government Response: Yes, see question and answer above.
