(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

Factor 1 - Past Performance:

The quoter shall provide three (3) references of projects completed within the past five (5) years. Experience consists of projects completed as a prime contractor, projects completed as a subcontractor, or projects completed by a qualified subcontractor that have the capabilities to perform this work. If the quoter is providing their subcontractor's experience, a signed agreement between the quoter and subcontractor must be included in the quote submitted.

These references need to be equal to or similar in scope of this requirement. The contractor shall provide dates and pertinent information to demonstrate how they are comparable to this requirement in size and complexity. The contractor shall include points of contact, titles, telephone numbers, and email addresses (if available) for all references.

The quoter will receive a rating of exceptional for past performance that demonstrates successful completion of similar purchases on all references and the additional information retrieved from Contractor Performance Assessment Reporting System (CPARS) and from the Contracting Officer is favorable. The quoter will receive a rating of Satisfactory for past performance that has at least one reference that demonstrates successful completion of similar purchases and the information from CPARS and the Contracting Officer is favorable. The quoter will receive a rating of Unacceptable for past performance that does not demonstrate any successfully completed similar purchases on the references and the additional information from CPARS and the Contracting Officer is not favorable.

Factor 2 - Work Plan:

Project Work Plan - The quoter shall provide a Project Work Plan of no more than 3 pages in length that will be followed and is applicable to this project. The following three sections should be included:

2) A list and description of the planned equipment to complete each field task, including but not limited to: lowering all necessary equipment onto the spillway, dewatering, cleaning, capturing sediment, lifting/hauling sediment, and camera.

3) An example report page presenting a drain segment inspection summary with graphic log of findings (see PWS Section 4.4, reference to Inspection Documentation per EM 1110-2-2902 section 6.7).

*If the quoter fails to provide any of the information stated in the factors, the government may determine the quote to be unacceptable. If it is in the government's best interest, the government may request additional information from the contractor, to make an award decision.

Factors 1 and 2, when combined, are approximately equal in importance to Factor 3 - Price.

(b) . The Government will evaluate offers for award purposes by adding Options (if applicable) the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).

(c) . A written notice of award or acceptance of an offer furnished to the Notice of award successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
