W9128F26QA043 – Garrison Subdrain Camera Inspection
Questions and Answers
Date: 15 May 2026
1. In Task 4 will manual measure be acceptable for the depth sounding requirement?
Answer: Acceptable depth sounding may be accomplished using a weighted tape measure, such as typically found on a water level indicator, with manual determination of when the tape has hit bottom depth. The depth sounding requirement supplements the camera inspection and reporting, which in PWS Section 3.4 is noted to include continuous depth measurements in the video.
2. On page 22 of PWS Section Other Requirements - cameras audio only activates when a defect is being recorded there is not continuous audio feature - will this be acceptable?
Answer: Audio activation as needed for documenting specific conditions of wells, drain pipes or instruments is acceptable.
3. Mainsaver North Central Inc. dba Pipe Detectives is currently set up under the following
NAISC codes 237110 - 221320 - 237990 - 238910 - 562910 -562991 - 562998 is this acceptable as the bid documents reference 541990?
Answer: The NAICS code will not change. A company can add NAICS 541990 to their
SAM profile.
4. Can the equipment remain on the spillway on weekends, holidays, and days when we are not on site?
Answer: Yes.
5. Will weekend work be allowed?
Answer: Solicitation allows work from 0700 to 2000 local time with no limit to days of the week. Any deviation to these hours must be approved by COR. Any support required from Garrison Operations employees (lockout tagout or the like) is only available between 0800 to 1500 on weekdays (Monday to Friday).
6. Will you allow us to dump the sediment that comes out of our suction unit onto a containment area on the spillway until it gets augured up into our vac truck?
Answer: Per PWS Section 4.2, the Work Plan submittal is to include a full narrative of the equipment and methods by which the sediment will be delivered to the disposal site. An interim containment area on the spillway chute could be acceptable, pending review and confirmation that the proposed approach would successfully contain sediment without any being washed downstream into the tailwater channel, including during rainfall.
7. Will the contractor be allowed to use the hydrant that is on site?
Answer: Water Supply. A raw (non-potable) water fire hydrant is available for contractor use at the Garrison project, outside maintenance shop located at the toe of the dam.
Within the spillway area, water may be taken from the stilling basin and outlet channel if approved in the APP.
8. Will the government charge for water from the hydrant?
Answer: A raw (non-potable) water fire hydrant is available for contractor use at the
Garrison project, outside maintenance shop located at the toe of the dam. The Gov will not charge for water used from this hydrant.
9. Please confirm that all sediment that is dumped on the USACE property remains the property of USACE?
Answer: Only sediment removed from the drains as part of this scope of work will be dumped on USACE property. Sediment removed from drains and dumped on USACE property is the property of USACE.
10. Will a bid bond, performance/payment bonds be required?
Answer: This Request for Quote does not require a bid bond with submission of the quote and payment and performance bonds are not required for this service award.
11. Is the government giving out an engineer's estimate for this project?
Answer: This is a commercial service and an estimate for this project will not be provided for this project.
12. Will a plan holders list be provided on the Sam site?
