About this file
This is a Questions and Answers document for Solicitation W9128F26QA022, a weed control contract for the Tri-Lakes Project issued by the U.S. Army Corps of Engineers.
The document addresses contractor responsibilities and performance expectations for herbicide application and vegetation management. Contractors are expected to determine application schedules based on weed growth conditions rather than following a preset schedule, with historical precedent indicating that multiple spraying passes per season may be required to meet performance thresholds outlined in Technical Exhibit 3. There are no preferred herbicide products; all products must comply with manufacturers' labels and instructions for the specific area treated and vegetation type. The government confirmed that no additional access restrictions or seasonal limitations exist beyond those in the Performance Work Statement. Technical Exhibit 6 contains treatment area maps, described as approximate; digital boundary files are not readily available, and contractors should clarify exact boundaries onsite with the Contracting Officer's Representative. For subcontractors, while prior approval is not mandatory before proposal submission, identifying subcontractors in proposals will assist the government in conducting Best Value evaluations. The previous contract holder was Horizon Vegetation Management Inc. The government does not provide a maximum price or price range, instead encouraging bidders to develop pricing based on the detailed Scope of Work and their firm's cost structure and expertise. Technical Exhibit 6 maps are available in SAM (System for Award Management), and all submissions will be cross-referenced against SAM records to verify validity.

Question and Answer for Solicitation W9128F26QA022 – Weed Control
Q. Is there an estimated schedule for spraying cycles during the base year, or is the contractor expected to determine the application schedule based on weed growth conditions?
A. Contractor is expected to determine application schedule based on weed growth conditions.
Q. Are there any preferred herbicide products currently used by the Corps for these areas that the contractor should consider when proposing chemical treatments?
A. No preferred products. Products must be used in accordance with the manufacturers label/instructions for the area treated, desired outcome, and vegetation to be treated.
Q. Will the government provide GIS or digital boundary files for the treatment areas in addition to the maps in Technical Exhibit 6?
A. Maps are approximate. Digital boundary files are not readily available. Any questions regarding exact boundary should be clarified onsite with the COR.
Q. Are there any access restrictions or seasonal limitations for the dam embankments or spillways beyond those listed in the PWS?
A. No
Q. Can the government confirm whether multiple spraying passes per season should be anticipated in order to meet the performance thresholds listed in Technical Exhibit 3?
A. Historically some areas have required multiple applications depending on growing conditions and other factors. It is up to the contractor to monitor and determine timing and frequency to meet performance thresholds.
Q. Are subcontractors required to be approved prior to proposal submission, or only after award?
A. Contract award will be based on Best Value Selection. It will be helpful for the government to more accurately determine “Best Value” if the proposal included identified subcontractors to best review past performance/experience.
Q. We would like to inquire who was last awarded this contract, as well as the maximum price or price range for this bid, including the scope of work.
A. Horizon Vegetation Management Inc.
While we do not provide a maximum price or a specific price range for this solicitation, we encourage you to develop your bid based on the detailed Scope of Work outlined in the Request for Quote (RFQ) and your firm's own cost structure and expertise. This approach ensures a fair and competitive process for all potential oƯerors.
Q. I have a question regarding FAR clause 52.213-3 and FAR clause 52.212-3. Line item 7 on "Instructions to oƯerors".
#1 I don't see these clauses in the Solicitation. FAR clause 52.212-3 Its on page 48 of the solicitation.
Quoters should complete FAR clause 52.213-3 (b) only if its conditions are met. Our current assessment is that this clause will likely not apply to the majority of submissions for this requirement., #2 If we are current in SAM is this something I need to address?
Yes, the submission will also be cross-referenced with the records in the System for Award Management (SAM) to confirm its validity.
Q. I’m currently reviewing the solicitation package for W9128F26QA022 – Tri-Lakes Project Weed Control and wanted to confirm whether the site maps (referenced as Technical Exhibit 6 – Weed Control Area Maps) are available. I may have overlooked them, but I was unable to locate the maps within the posted attachments. If available, could you please provide or direct me to where they can be accessed?
A. Maps have been uploaded in SAM.
