About this file

This document is a Record of Attendance and Site Visit documentation for the Gavins Point Intake Crane Replacement federal contract opportunity (Solicitation W9128F25RA040). The site visit occurred on 17 June 2025 at Gavins Point Dam, with 24 participants from various organizations including USACE, Barnhart, OCCI Inc., Uni Systems Engineering, and other crane and engineering firms. The site visit included a detailed walkthrough of the facility, examining the current 80-ton intake gantry crane, MCC feeder breaker, bridge, laydown areas, and upper levels, with participants both in-person and on phone.

Key technical discussions during the site visit focused on specific crane replacement requirements, including clearance concerns for the gantry and structural elements, potential hazards like upstream wheel fall risks, electrical load requirements, and the need to address issues with the current crane system such as wheel slippage and inability to effectively handle trash racks. Common walkthrough questions raised included inquiries about MCC feeder breaker upgrades, ZM mitigation project piping, lifting beam drawings, external lock requirements, camera replacements, bridge weight limits, and feed rail specifications. The project aims to replace the existing crane with a new 80-ton intake gantry crane that meets current operational and safety standards, with a projected 920-calendar day completion timeline.

Meeting Minutes:

Introduction of participants on the phone and GP employees GP- Do not make any assumptions during the walkthrough or on the package and submit any bid questions via Projnet. Amendments will be made if needed.

HDC

o Be aware of clearance concerns to include the Gantry and structural o Ensure contractors can inspect upper levels of the crane, site, and laydown areas o The Jib Hoist configuration will not be duplicated o For the auxiliary trolley, A4 or A2 are example arrangements but other options can be used o Current system cannot pick up the trash racks due to wheel slippage and slamming against limits o Additional clearance will be needed for ZM mitigation system piping o Clearance and coverage need to be met or exceeded, 2” to 3” clearance for jib hoist o Potential hazards- Upstream wheels create a potential fall hazard and while the Gantry travels there is a noted popping sound o Electrical concerns- Unique heating load requirements GP- Measure and take pictures as needed. Ensure to submit any additional questions via oƯicial means HDC- Items to look at: articulate beams and look at locking mechanisms, trash rack guides, new gantry drive arrangement and clearance Introduction of contractors

6/17/25 10:30 Gavins Point Walkthrough

Participants:

Brenden Renainger (Loenbro) and Richard Meyer (Loenbro), in addition to the previously listed in person participants.

Common Walkthrough Questions:

Will the MCC feeder breaker need to be upgraded to included wiring and conduit to support this project?

What size of piping is needed for the ZM mitigation project?

Can lifting beam drawings be included in the package?

Are external locks required on the Main?

Do cameras need to be replaced on the crane?

What is the road weight limit for the bridge?

Is the feed rail staying or need to be replaced?

Is it a 3 or 4 conductor feed rail?
