Question: When are you planning to post the solicitation?

Who is the current or former contractor on the project?

What is the price of the former or current contractor?

Answer: The solicitation will be released next week. The previous contract was a MATOC with multiple awardees covering approximately 100 locations over 5 years. This information is not readily available and will require the current contractors’ release. It will not be a fast process. You are welcome to submit a Freedom of Information Act request: https://www.nwo.usace.army.mil/Contact/FOIA/. We are not answering any further questions prior to the solicitation release.

Question: Are there any attachment for the scope of work, size of the premises and approximate zip code or town for the locations to determine the distance?

Answer: This is a pre-solicitation notice. The Performance Work Statement, and other specifications about the site will be included in the solicitation.

Question: Could you please provide any available documentation regarding the make and model of the HVAC systems at your Wisconsin facilities? If available, we would also appreciate copies of the floor plans for the Wisconsin locations, particularly those that indicate the total square footage of carpeted areas.

Answer: HVAC information is not readily available. Floor plans will not be publicly posted for security reasons.

Question: Where should the completed proposal be submitted (e.g., email address, SAM.gov portal, or other designated channel)?

Answer: Please see pg. 27 of the attached solicitation for Instructions to Offerors.

Question: Is there an SF1449 form required to be included with the proposal package? If so, would you please provide a copy or confirm where it can be accessed?

Answer: The 1449 has now been attached.

Question: Does the contractor provide the light bulbs?

Answer: Contractor does not provide the bulbs

Question: When I looked at the solicitation it says place of performance in MN, however in the excel sheet attached, there are multiple states with multiple city locations.

Answer: When loading the solicitation on SAM.gov, the system requires you to input a single location.

That is why only one of the locations was listed on the site.

Question: I see that there is a $1 per square foot price stated at one of the locations for each region is it given as an example or these particular locations should be priced as such?

Answer: The monthly price per square foot for each location is entirely up to the contractor. The $1 in the spreadsheet is erroneous and a corrected spreadsheet has been attached. Please see the instructions in the SF1449 regarding bidding requirements. A contractor may bid on whichever territories it wishes meaning a minimum of one territory or a maximum of six territories. However, a contractor must bid on all locations within a territory to be considered for award.

Question: Is there any site viewing? What are all the forms that we as business owners need to fill up and sent to you? Also, what is the deadline for all forms to be submitted?

Answer: This solicitation covers so many locations in such a large area that a site visit is not practical.

The form 1449 and all other information has been attached to the solicitation. All proposals are due 12 June 2025 by 2:00PM CST.

Question: Will these locations require tax to be included in the submitted price?

Answer: Yes, the contractors performing this contract have no state or local sales tax exemptions for materials purchased.

Question: Does the contract require paying prevailing wage?

Answer: Yes, Service Contract Labor Standards wage determinations will be incorporated in the contract awards. There are too many locations to include all applicable wage determinations in the solicitation.

Contractors are advised to include annual escalation in their bid prices.

Question: Can you extend the deadline for proposal?

Answer: No extension will be granted.
