About this file
This document is a 52.212-1 addendum providing instructions for quoters responding to a Department of the Army Corps of Engineers solicitation for tank inspection services at Tanks 4811 & 4812. The instructions outline three main evaluation components: technical capability (requiring inspector certification and resume), experience (requiring three reference projects from the past 5 years), and pricing.
The experience requirements specify that contractors must demonstrate past performance in specific areas including: draining fuel, disposing of unacceptable fuel, cleaning tanks, performing API 653 inspections, installing new wiper seals, and creating strapping charts. Reference projects must be completed work (not ongoing or awarded but not started) and must be comparable in scope and complexity. Pricing must be submitted separately from technical and experience documentation. The addendum notes that funds are not currently available for award. No specific response deadline is provided in this document.

SP-POL-CMP-INSPECT-FY25-FWY Tanks 4811 & 4812 - 52.212-1 Addendum
(o) Instructions for quoters for evaluation purposes:
1. Technical Capability – The quoter shall provide the inspector’s certification, and one page resume for the inspector proposed to perform the work.
2. Experience – The quoter shall provide three previous projects completed as experiential references of projects completed within the past five (5) years. Experience consists of projects completed as a prime contractor or projects complete as a qualified subcontractor that have the capabilities to perform this work. If performance of any work is to be completed by a subcontractor, the quoter shall identify the work to be completed and the experience of the subcontractor. Unfinished projects or projects awarded, but where work has not yet commenced, will not be considered. These references shall be equal to or similar in scope and complexity of this requirement. Example projects shall contain evidence of the quoter’s experience in:
1. _X__ draining fuel
2. _X__ disposing of unacceptable fuel
3. _X__ cleaning the tank
4. ___ the performance of an STI inspection
5. _X_ the performance of an API 653 inspection
6. ___ the performance of an API 570 inspection
7. _X__ the installation of new wiper seals
8. _X__ the creation of a strapping chart
The contractor shall provide dates of performance and pertinent information to demonstrate how they are comparable to this requirement in size and complexity. The contractor shall include points of contact, titles, telephone numbers, and email addresses (if available) for all references.
3. Price – The quote shall be inclusive of all costs to perform the work specified in the PWS. In the event of an arithmetic discrepancy between the unit price and the CLIN subtotal, or contract total, the unit price will prevail. Pricing must be submitted separate from the experience and technical capability submissions.
4. Funds are not presently available for the award of this action. No award will be made until funds are available.
