I. Combined
Synopsis/Solicitation
This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation;
proposals are being requested and a written solicitation will not be issued.
(ii) This is a Request for Quote (RFQ). RFQ Number: W9128F25QA018
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-02.
(iv) Set Aside: 100% Small Business Set-Aside using NAICS: 541990 - All Other
Professional, Scientific and Technical Services.
(v) See Attachment 1 for the CLIN Schedule
(vi) Description of requirement: See Attachment 2 for the Performance Work Statement
(PWS)
(vii) Place of Performance:
Wright Patterson, AFB Dayton, OH.
Period of Performance (PoP) – 180 calendar days starting at the date of contract award.
(viii) The provision at FAR 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition. See Attachment 4 for the addendum to 52.212-1.
(ix) The provision at FAR 52.212-2, Evaluation-Commercial Products and Commercial Services is applicable. See below for acquisition specific acquisition criteria.
(a) The Government will issue a purchase order resulting from this solicitation to the responsible quoter whose quote conforms to the solicitation. Quotations will be evaluated using the following factors:
Technical Capability – The Government will evaluate the level of expertise of the proposed inspector, and whether the inspector has the necessary certifications to perform the work required.
Experience – The Government will evaluate experience by comparing the submitted project experience against the current project scope and details. The
Government reserves the right to consider any past performance data, positive or negative obtained from any valid source in the consideration of acceptability of the offer.
Price – Price quotations will be evaluated based on fairness and reasonableness.
After an initial review of all quotations for technical acceptability, the Government will award the contract to the lowest-priced, technically acceptable offeror that meets all the requirements of the solicitation. Price will be the determining factor among quotations deemed technically acceptable.
(x) The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Products and
Commercial Services, applies to this acquisition. See below for addendum to 52.212-4.
(w) Supplemental Invoicing Instructions: The Contractor shall invoice no more than once a month for any completed milestones as identified in the CLIN Bid Schedule within the last invoice period.
If the Period of Performance is 60 days or less, the contractor shall submit only one invoice after the FINAL inspection report has been accepted by the Government.
