Questions and Answers - NC3 Alert Campus, Offutt AFB, NE – 29 September 2022

Q1 Reference Standard Form 1442 (Block 11) indicates 920 calendar days to complete the project after NTP, and 00 21 10 paragraph 1.1.6.2 indicates, The Offeror shall propose a total integrated contract duration in number of calendar days after the Notice to Proceed (NTP) is received by the Contractor. The total number of proposed calendar days for construction through completion, ready for turnover shall not exceed the benchmark duration of 920 calendar days. Projnet #9894564 stated the NC3 Alert Facility and Family Visitation Center was to be completed within 920 calendar days of NTP. Please confirm if the SF 1442 duration will be revised beyond the 920 calendar days. Also, confirm if the Offeror’s Proposal is beyond the 920 calendar days the Proposal will be accepted and not considered a deviation and not graded negatively.

Response:

Amendment 11 should be adjusting the 1442 as well as 00 21 10 such that the offeror proposes their own Period of Performance with no benchmark that they need to meet. Amendment 10 shows that regardless of the overall PoP, the Alert Facility and Family Visitation Center must be turned over no later than 920 days after NTP. Since we are removing the benchmark requirement, offerors will not be rated less favorably for showing a PoP past 920 days.

Q2 Can you confirm if TriMark/ Hockenbergs providing procurement of kitchen equipment would be acceptable to use for the NC3 Alert Campus project. Wanted to confirm if there was any conflict of interest.

Response There is no conflict of interest. There are no brand name requirements in this solicitation. Any listed brand names are incidental and should not be considered a salient characteristic of the Government’s requirement.
