1.0 OVERVIEW
1.1. This is a “Best Value-Tradeoff” solicitation for the Design and Construction of the Lake Campus, Softball Field Support Facility, Offutt AFB, NE. The Government w ill evaluate the proposals in accordance w ith the criteria described herein, and aw ard a f irm-fixed-price contract to the responsible offeror w hose proposal conforms w ith all the terms and conditions of the solicitation and w hose proposal is determined to represent the overall best value to the Government.
1.2. PROPOSAL SUBMITTAL INSTRUCTIONS
The Offeror’s proposal shall be submitted electronically, as described below . The Offeror’s proposal shall not contain classif ied data. The use of hyperlinks in proposals is prohibited.
The only authorized transmission method for proposals in response to this solicitation is electronically via DoD SAFE online submission. NO OTHER TRANSMISSION METHODS (EMAIL, FACSIMILE, REGULAR MAIL, HAND CARRIED, ETC.) WILL BE ACCEPTED.
The Government must receive the Offeror’s proposal by the date/time specif ied in this solicitation.

Please send proposals using the link above to Contract Specialist, Melissa Harlon, at Melissa.r.harlon@usace.army.mil and to Contracting Officer, Ann Young, at Ann.t.young@usace.army.mil.
In an effort to reduce paperw ork and cost, all proposals shall be submitted electronically through the DoD SAFE site. Submission shall be in Adobe PDF format, preferably w ith Optical Character Resolution (OCR). Required documents shall be submitted as a separate f ile; Volume I Technical shall be submitted as one (1) separate f ile; Volume II Past Performance shall be submitted as a separate f ile; and Volume III Price & Pro Forma Information shall be submitted as a separate f ile.
Reference Paragraph 1.2.2 below for the f ile descriptions. You are limited to f ive (5) maximum files per upload (total size cannot exceed 2GB). If you have a large number of f iles, recommend that you combine or ZIP your f iles before uploading to the SAFE site. Offerors may use compression utility software such as WinZip or PKZip to reduce f ile size and facilitate transmission.
1.2.1. REQUEST FOR UPLOAD CODE:
Offerors must email Contract Specialist, Melissa Harlon, at Melissa.r.harlon@usace.army.mil and to Contracting Officer, Ann Young, at Ann.t.young@usace.army.mil w ithin ten (10) days, but no later than f ive
(5) w orking days, prior to the proposal due date to receive a request code w hich w ill allow for f ile uploads via the DoD SAFE site. Offerors that fail to email for a request code by f ive (5) w orking days before proposal submission date may not be able to receive a request code in time to upload their submission.
1.2.2. FILE DESCRIPTION:
Include a “File Description” for each f ile(s) you upload. The “File Description” w ill be included in the email notice to each of the recipients you choose to have access your f ile(s). Do NOT enter Privacy Act Data (Personal Identif ication Information (PII)) in the File Description.) Offerors shall use the follow ing example for f ile descriptions:

1.2.3. INSTRUCTIONS TO FOLLOW ON THE SAFE WEBSITE:
1. Once at the SAFE w ebsite select the “Drop-off” icon. This allow s users w ithout a CAC or users w hose computer is not configured to read a CAC the option to access the SAFE site as a guest.
2. After selecting the “Click Here” link you w ill be prompted to add your personal information, f ile information, recipient (Government representative) information and email settings.
3. When completing your f ile information for transmittal via the SAFE w ebsite, you w ill be required to enter the email address for all recipients. For this solicitation, the recipients are the Contract Specialist and the Contracting Officer. The Contract Specialist for this solicitation is Melissa.r.harlon@usace.army.mil, and the Contracting Officer is Ann.t.young@usace.army.mil. The E-Mail address of the person w ho initiated the request code w ill be automatically entered. The Offeror must enter the E-Mail address for both the Contracting Officer and Specialist. The Offeror can enter an additional E-Mail address if desired. After entering the email address, click the ADD button to add the person(s) email to the “Recipients List” of your response. When your proposal is submitted, a notif ication w ill be sent to the recipients you added.
NOTE: Do NOT send the SAFE site packages to group email accounts.
Even if you successfully upload your proposal to the SAFE site, notif ication w ill not be sent to the Government recipients until you verify your email address. Entering an incorrect email may result in the rejection of your submission for lateness. An Offeror can confirm proper submission by the ‘Drop-Off Completed” screen w hich generates based on proper f ile submission.
NOTE: It has been reported that documents are more quickly uploaded into the SAFE w ebsite w hen using a Firefox w eb brow ser. The Government cannot verify that this is true and offers no guarantee that Offerors w ill have more success utilizing any particular brow ser.
1.2.4. RECEIPT OF SUBMISSIONS:
For the purposes of establishing w hether a proposal submission is considered timely, the Government considers the date and time the submission is completely uploaded into the DoD SAFE w ebsite. For proposals larger than the 2GB capacity of the DoD SAFE w ebsite and require multiple submissions, the Government w ill consider the date and time the last submission is completely uploaded into the DoD SAFE w ebsite. Do not assume that electronic communication is instantaneous. It can take several minutes or even hours in some cases. The Government w ill not be responsible for submissions delivered to any location or to anyone other than those designated to receive proposals. Offerors are responsible for ensuring that proposals are submitted so as to reach the designated recipient. Offerors are responsible for allow ing suff icient time for the proposal to be received in accordance w ith the instructions provided.
1.3 PROPOSAL FORMAT
Written materials: 8 ½” x 11” format using 10 point or larger font size. For each volume, provide a title sheet on the cover, table of contents and bookmarks matching the Table of Contents. Provide a title sheet identifying the prime, consortium, or joint venture’s name, address, telephone, and email address and point of contact. Include the signature, title and contact information of the off icial that can bind the f irm. Note that the Government w ill not evaluate any material that exceeds the page limits, w here indicated below .
2.0 BASIS OF AWARD
2.1. The Government w ill aw ard one contract resulting from this solicitation to the responsible offeror w hose proposal conforms to the solicitation and represents the best value to the Government, all factors considered. All evaluation factors, other than price, when combined, are considered significantly more important than price. The intent of this solicitation is to obtain the best proposal w ithin the cost limitation. There is no obligation to approach or match the cost limitation in the offer.
The Government reserves the right to accept other than the low est priced offer or to reject all offers. The Government w ill not aw ard a contract to an Offeror w hose proposal contains a deficiency, as defined in FAR 15.001, and may not aw ard a project that has a marginal rating in any factor.
3.0 GENERAL INSTRUCTIONS
3.1. Proposals should be submitted initially on the most favorable terms from a price and technical standpoint. Do not assume that offerors w ill be contacted or afforded an opportunity to clarify, discuss or revise their proposals.
3.2. Firms formally organized as design-build entities, design f irms and construction contractors that have associated specif ically for this project, consortia of f irms or any other interested parties may submit proposals. Associations may be as joint ventures or as key team subcontractors. Any legally organized Offeror may submit a proposal, provided that the Offeror or Offeror’s subcontractor has or w ill have professional architects and engineers, registered in the appropriate technical disciplines and provided that the requirements specif ied in Contract clause, “Requirements for Registration of Designers”, are met. All designs must be under the direct supervision of appropriately licensed professionals for each discipline involved
3.3. The proposal shall describe the capability of the Offeror to perform the requirements of the RFP. The proposal should be specif ic and complete in every detail and should be prepared simply and economically, providing a straightforw ard and concise description of capabilities to satisfactorily perform the requirements. The proposal should be practical, legible, clear, and coherent.
3.4. In order to effectively and equitably evaluate all proposals, the Contracting Officer must receive information containing suff icient detail to allow review and evaluation by the Government. Proposal clarity, organization, and cross-referencing are mandatory. Failure to submit and organize proposals as requested may adversely affect an Offeror’s evaluation.

5.0 VOLUME 1 – TECHNICAL
5.1. VOLUME 1 -TAB A – FACTOR 1 - SPECIALIZED EXPERIENCE
5.1.1. Submission Requirements:
5.1.1.1. Construction and Design Projects. The Offeror shall submit ONLY tw o (2) projects performed by the design entity and ONLY tw o (2) projects performed by the construction entity (total of 4). Limit one (1) page per project submitted, w ith one additional page allow ed for describing past teaming experience betw een current team members, for a maximum of f ive (5) pages. Any information beyond the page limit w ill not be evaluated.
5.1.1.2. Project Information. All projects submitted should demonstrate experience on similar building and site improvement projects of similar or greater value and scope.
Similar Commercial or Military type buildings (relevant): Family Campground and recreational facilities, banquet facilities, campground check in and recreational equipment rental facilities, and small storage facilities. Project information shall CLEARLY include:
- Summaries for each project submitted
- Contract aw ard amount and f inal construction cost
- Location
- Date w hen the project w as started (Month/Year)
- Original contract f inish date and actual f inish date (Month/Year)
- All summaries shall contain the name, address, telephone and email of a representative of the ow ner familiar w ith your f irm’s experience on the project that can verify the experience cited.
- Please do not include extraneous information that w as not requested.
The Offeror should demonstrate recent, relevant construction experience on similar building projects using, Construction – Specialized Experience Form (Attachment 3). Offerors may identify other federal government, state and local government and private contracts that are similar to the Government’s requirements set forth in the RFP. If the Offeror is a joint venture, each f irm shall provide information, demonstrating experience relevant to their role on this project. Submit projects completed and turned over no longer than ten (10) years preceding the date of this Solicitation (recent). The government w ill also consider projects that are w ell underw ay. A project w ell underw ay is defined as the construction is greater than f if ty percent complete as of the date of this Solicitation. If the Offeror has multiple functions or divisions, limit the project examples to those performed by the division or unit submitting the offer or by the team member. Offerors may list government, private or commercial customers. If projects w ere design-build, so identify them.
5.1.1.3. Teaming Experience. The Offeror should describe any previous teaming experience betw een current team members, if not described in the project list. The above information is limited to projects that are w ell underw ay (as defined in paragraph 5.1.1.2) or that have been completed and turned over no longer than the past ten (10) years preceding the issue date of this solicitation.
5.1.2. Evaluation Criteria: The Government w ill evaluate the construction and design entities in design, construction or design-build experience on projects submitted as to how w ell they demonstrate the offeror’s role on this project, utilizing the follow ing criteria. The criteria are not listed in any particular order of importance.
5.1.2.1. Experience on similar projects that meet or exceed the scope of this project may be rated more favorably.
5.1.2.2. Federal Government project experience may be rated more favorably than non- Federal Government project experience. Projects that demonstrate experience on similar military projects may be rated more favorably than experience on other Federal or non-Federal projects. Demonstrated experience w ith USACE Military construction contracts may be rated more favorably.
5.1.2.3. The more recent the project the more favorable the rating may be. Projects submitted that are w ell underw ay may be considered less relevant and rated less favorably. Joint Venture partners should each demonstrate experience commensurate w ith their role on this project or explain in the supplemental narrative how their experience qualif ies them for their role on this project.
5.1.2.4. The Government may consider previous teaming experience among the team members as a strength. The more relevant the experience, the more favorably it may be rated.
5.1.2.5. Note: The Government reserves the right to verify the experience record of cited projects or other recent projects by review ing DoD or Government appraisal systems, or through interview ing ow ners or references. The Government may check any or all cited references to verify supplied information. A f irm w ill not receive credit under this factor for the relevant experience of key personnel proposed for this project w hile employed at a different f irm.
5.1.2.6. The Offeror should demonstrate qualif ications and experience in sustainable design, based upon experience on projects that have achieved US Green Building Council’s LEED certif ication. A more favorable rating may be given if the offeror demonstrates qualif ications and experience on LEED certif ication of Silver level or higher.
5.2. VOLUME 1 - TAB B – FACTOR 2 - KEY PERSONNEL CAPABILITIES AND EXPERIENCE
5.2.1. Submission Requirements:
For key personnel provide a brief resume using the Attachment 7 - Key Personnel Resume form at the end of this Section. Indicate the position title on each project listed in resumes. Provide the name, ow ner, dollar amount, date of completion, brief scope, and description of project responsibility for each. Indicate w hether project w as performed w ith current employer or other. Include resumes for the follow ing key personnel:
- Prime contractor's project manager responsible for design and construction. For construction, include the quality control manager and the general superintendent (in charge of self- performed w ork).
- For design include the design manager, the BIM manager, and the designers of record for architecture, interior design, landscape architecture, structural, civil, geotechnical, f ire protection, electrical, communications, and mechanical/plumbing.
5.2.1.1. The minimum requirement for the Project Manager is 5 years of experience as a
Project Manager, managing projects similar to this solicitation, w ith multiple subcontractors and familiarity w ith scheduling. The Project Manager shall be a registered professional engineer (P.E.), a Registered Architect (R.A.) or have a Bachelor’s degree in Engineering, Architecture, Construction Engineering, or
Construction Management. The Project Manager shall be either a registered professional engineer (P.E.), a Registered Architect (R.A.), have a Bachelor’s degree in Engineering, Architecture, Construction Engineering, or Construction Management, or have a minimum of 10 years of experience as a Project Manager managing projects similar to this solicitation if no P.E., R.A or Bachelor’s degree is held.
5.2.1.2. The minimum experience requirement for the Contractor Quality Control (CQC)
System Manager is 5 years of experience as a Quality Control Manager on similar projects to this solicitation. CQC System Manager shall comply w ith personnel requirements listed in Section 01 45 00.00 10 Quality Control .
5.2.1.3. The minimum experience requirement for the Superintendent is 5 years’ experience as superintendent, managing multiple trades and subcontractors.
5.2.1.4. The minimum requirements for designers are as follow :
5.2.1.4.1. The minimum experience for the architect of record is 5 years.
5.2.1.4.2. The minimum experience for the Design manager is at least 5 years of design management experience. The design manager may also be the architect of record and shall be stated as such on the proposal.
5.2.1.4.3. Where projects are located in states that require a separate registration for design of structures, the structural designer of record must be registered in that state.
5.2.1.4.4. The Communications designer shall be a Building Industry Consulting Services
International (BICSI) Registered Communications Distribution Designer (RCDD) w ith at least 2 years related experience.
5.2.1.4.5. The interior designer of record shall be certif ied, licensed, registered, or
NCIDQ certif ied interior designer.
5.2.1.4.6. The landscape architect of record shall be registered to practice in that particular professional f ield involved in a State or possession of the United States.
5.2.1.4.7. The f ire protection engineer of record shall be a registered professional engineer
(P.E.) w ho has passed the f ire protection engineering w ritten examination administered by the National Council of Examiners for Engineering and Surveys (NCEES), or a registered P.E. in a related engineering discipline w ith a minimum of 5 years of experience, dedicated to f ire protection engineering that can be verif ied w ith documentation, and shall meet the requirements of UFC 3-600-01.
5.2.1.4.8. The minimum experience for the BIM manager is 3 years as a BIM manager utilizing required softw are and systems.
5.2.1.4.9. All other designers of record must be registered in accordance w ith contract clause: 52.236-25, Requirements for Registration of Designers.
5.2.1.5. Offeror shall provide unequivocal letters of commitment from all proposed key personnel NOT currently employed by the Offeror. Use the form letter Attachment 8 at the end of this section.
5.2.1.6. Each of the key personnel shall demonstrate experience on at least one project similar in scope and complexity to this solicitation, completed in the past ten (10) years, or w ell underw ay (as defined in Tab A).
5.2.2. Evaluation Criteria:
5.2.2.1. The Government w ill evaluate the required information to determine how w ell the offeror identif ies and demonstrates that its key personnel meet or exceed minimum qualif ications necessary, w hich includes previous satisfactory experience in similar type w ork, and to manage, control, and to perform construction. The follow ing evaluation criteria w ill be utilized; criteria are not listed in any particular order of importance.
5.2.2.2. Resumes that do not clearly state the personnel’s specif ic duties and job title on previous projects may be rated less favorably.
5.2.2.3. Offerors that propose key personnel w ho w orked on the projects submitted in Tab A may be rated more favorably. Offerors that propose key personnel that demonstrate previous teaming experience w ith other key personnel included in this solicitation may be rated more favorably.
5.2.2.4. Key personnel that demonstrate experience on multiple projects similar or greater in scope and complexity to this solicitation that exceed the required minimum experience may be rated more favorably.
5.2.2.5. Key personnel that demonstrate experience that exceeds the required minimum experience may be rated more favorably.
5.2.2.6. Previous Federal government project experience may be rated more favorably.
Previous experience w ith USACE Construction contracts may be rated more favorably.
5.2.2.7. Performance of key personnel proposed for this project may be taken into account w hen it comes to the attention of the Government. This shall be achievable w ith other projected on-going w ork.
5.3. VOLUME 1 - TAB C –FACTOR 3 – ORGANIZATION/TECHNICAL APPROACH
5.3.1. Submission Requirements:
5.3.1.1. Provide a narrative that describes the offeror’s organization and intended technical approach to executing the design-build contract pursuant to the follow ing requirements. Clearly and concisely describe the organizational and technical approaches to project management and execution, proposed contract duration, and summary schedule. Limit the narrative information to ten (10) pages or less.
5.3.1.2. Organization. List the design and construction entities and describe their resources and how their resources w ill be utilized, their roles and responsibilities and any contractual arrangements that have been established. Clearly describe any teaming or joint venture arrangements, including a clear description of each entity’s roles and responsibilities on the project. A copy of the teaming or joint venture agreement(s) may be appended to the plan (not included in the page limitation).
Include a simple organizational chart, illustrating the organization, including the proposed quality control group(s). Present a matrix of responsibilities for each entity in executing the key w ork breakdow n structure activities of the project, including design and construction activities for each major feature (i.e., site w ork, utilities and each building). Identify the design f irm(s) chosen for the project, if not to be self -performed. Identify the specif ic entities chosen as key subcontractors for mechanical and electrical installation. The Offeror shall document unequivocal teaming arrangements w ith its design entity (ies) and key subcontractors (see attachment 9). Describe the proposed management structure for the team, describing the how the design and construction process w ill be managed and the authorities and the delegations of authority w ithin the team. Include a key personnel organization chart that clearly depicts the key positions and the names of the personnel, their f irm aff iliations and their job locations and their job/position title w ithin the organization. The key personnel organization chart shall be consistent w ith the corporate organization chart, w ith the matrix of responsibilities assigned to the D-B team entities, and w ith the list of key personnel to be provided under the Tab, “KEY PERSONNEL
CAPABILITIES AND EXPERIENCE”.
5.3.1.3. Technical Approach for Design and Construction. Describe the technical approach to design and construction of the facility. Include any considerations of fast-tracking design and construction, panelized construction, pre-engineered components, stick-built framing, etc. The Government is looking for w ays to streamline construction and manage labor and other resource constraints in an effort to reduce costs. Factory built room modules or similar assemblies shall not be utilized.
5.3.1.4. Collaborative Approach for Design-build. Describe interactions w ithin the team and w ith the Corps of Engineers during the design. Discuss how the configuration management system w ill track and control design evolution and changes during design for quality control. Describe the role of the construction team members during design. Describe the type of Building Information Modeling (BIM) system to be used on the project (See section 01 33 39.00 10 for CAD/BIM requirements and for Contractor Electives for additional consideration, as described below in the evaluation criteria) and how the team intends to develop and use the model.
Describe the role and interaction of the design team w ith the construction team during construction, addressing, as a minimum, maintaining configuration management of the design during construction, including control and approval of revisions to the accepted design; requests for information; shop draw ing and submittal review s and approvals; progress meetings; site visits, if any; contract completion, closeout, as-built and completion documentation.
5.3.1.5. Planning and Scheduling. Describe the time control capabilities and systems to be used to plan design and construction and how the schedule w ill be used to manage design and construction. Discuss internal procedures for handling delays to minimize time grow th and “schedule creep”.
5.3.1.6. Self-Performed Work: Generally, describe the items the offeror w ill self-perform to comply w ith the requirements of Limitations on Subcontracting found in Section 00 72 00, FAR clause 52.219-27 (DEVIATION 2020-O0008) (MAR 2020).
5.3.1.7. Quality Control. Describe the team’s quality control approach, corporate systems and capabilities to maintain quality control of the design and construction.
Describe the proposed quality control organization, including the proposed staff ing plan. There is no need to submit a quality control plan as the successful offeror w ill provide that after aw ard. The Government is interested in demonstrable capabilities to assure and control quality and how the offeror can achieve or exceed the contract’s minimum quality control system requirements. In addition to the required designer-of-record (DOR) roles specif ied w ithin the RFP for maintaining integrity of the design, describe any other DOR involvement in the quality control process, if any.
5.3.2 Evaluation Criteria
5.3.2.1. The Government w ill evaluate the strengths, w eaknesses and any deficiencies in the plan. The Government w ill evaluate the f irm’s understanding of D-B (and the requirements described in the Division 01 requirements of the Solicitation) and the capability to execute the project. Specif ic evaluation considerations are listed below .
5.3.2.2. Organization. The Government w ill evaluate the clarity and strength of the overall organization and how w ell it is organized, structured and staffed, and the contractor’s ability to exercise management control over their subcontractors, to execute the entire scope of w ork. This Factor w ill be rated as unacceptable if the Offeror has not selected and committed to use its design entity (ies). Joint venture participants’ contribution to the organization shall be commensurate w ith their skills and background.
5.3.2.3. Technical Approach for Design and Construction. The Government places a higher value on an offer that provides proposed methods to streamline construction and manage labor and other resource constraints, in an effort to reduce costs, including such things as fast-tracking, panelization, and standard designs. Proposals that clearly and concisely demonstrate a thorough understanding of the constraints and impacts of the project may be rated more favorably. The Government w ill also consider w hether the approach reduces on-site craft labor and susceptibility to inclement w eather delays.
5.3.2.4. Collaborative Approach for Design-Build. The use of 3-dimensional (3D)
Building Information Model (BIM) technology in the design process is a requirement. The BIM requirements are described in 01 33 39.00 10 ADVANCED MODELING (BIM/CIM/GIS/CA D) REQUIREMENTS and references. The Government w ill evaluate the integration of the design and construction entities and the staff during design and construction. The constructor must be actively involved in the design process, not just leaving it up to the designer (see UAI clause 5152.236-9001 "Contractor's Role During Design Process", located in Section 00 72 00).
5.3.2.5. The Offeror must have an effective configuration management system to control and track revisions to the design. The Government w ill evaluate the Offeror’s understanding of the design process and the roles of the designers of record and the Government review ers. The Government w ill evaluate the role of the designer in maintaining design integrity throughout the process, including its key roles during construction. The Government places greater value in collaborative development of the Building Information Model as early as possible during the design and construction process. A team that includes subcontractors (e.g., the key subcontractors for electrical and mechanical, the f ire protection subcontractor, fabricators, and other major subcontractors and suppliers) during design development, prior to release of the applicable design packages for construction, so that systems and trade coordination can reduce interferences, increase constructability and eff iciency of construction operations may be rated more favorably. A team that includes one or more BIM “Contractor Electives”, as described in 01 33 39.00 10 ADVANCED MODELING (BIM/CIM/GIS/CA D) REQUIREMENTS and references may be rated more favorably.
5.3.2.6. Planning and Scheduling. The Government w ill evaluate the offeror’s scheduling capabilities to manage an integrated design-build schedule. Teams that clearly communicate demonstrated experience in BIM may be rated more favorably.
5.3.2.7. Quality Control. The Government w ill evaluate the offeror’s capabilities and understanding of the contractually required quality control processes for both design and construction. The Government places value upon continued participation by the designers of record during the construction quality control process. The Government w ill evaluate the adequacy of the staff ing plan to cover all required tasks and responsibilities.
5.4. VOLUME 1 - TAB D – FACTOR 4 - PROPOSED CONTRA CT
DURATION AND SUMMARY SCHEDULE
5.4.1. Submission Requirements:
5.4.1.1. Proposed Contract Duration: The offeror shall propose the contract duration in the appropriate Contract Line Item Number in the CLIN Schedule and should not exceed the benchmark performance duration specif ied in the CLIN.
5.4.1.2. Summary Schedule: Submit a summary level schedule for integrated design and construction. Schedules or diagrams, in a size that is easily read, but not exceeding 11” x 17”. The summary schedule shall be bound and placed in an appendix, clearly labeled as Appendix- Tab D -Summary Schedule. This summary schedule w ill, after contract aw ard, be replaced w ith a project schedule as required by Section 01 32 01.00 10: Project Schedule. The schedules shall be task oriented, indicating the number of calendar days, after notice to proceed, by w hich milestones are to be achieved. Provide a schedule to complete all w ork based on an arbitrary estimated, non-binding Notice to Proceed date of 25 June 2021. Offeror may use a critical path or other method of (h)is/er choice; how ever, schedules shall be graphically represented. The proposed project schedule shall reflect the proposed contract duration. Give attention to the follow ing features:
(a) Provide a narrative, describing the design packaging plan for separate design packages, based on the offeror’s plan for fast tracking. Describe all design and construction to be “fast-tracked” (See section 01 30 00.24: Other Administrative and Special Requirements). If long lead item equipment must be ordered prior to completion of a design phase, describe the requirement in the narrative and show the required ordering date in the schedule. Limit the narrative for Tab D to 5 pages. The summary schedule (see requirements in paragraph 5.4.1.2) is not included in the page limitation.
(b) Show the design phase, including events associated w ith coordinating the interim and f inal design submittals for each package and the proper handling of the review comments for each design package (See section 01 33 00.32).
(c) Show the overall construction phase for facility, for the site w ork and for utilities. Show fast track starts for design packages, but it isn’t necessary to show the detailed breakdow n construction (e.g., by trades) of each facility, site w ork and utilities.
(d) Show schedule line items for environmental permits and notif ications and utility connection permits.
(e) Show turnover of facility. Identify any proposed phased turnovers. The time to complete the facility and turnover to the Government must consider the requirement for the Contractor’s CQC completion inspection and the subsequent joint Contractor-Government turnover inspection.
(f) Show as-built submissions (See section 01 78 39.00 24: As-Built Drawings).
(g) Constraints: Offeror must demonstrate the capability and f lexibility to plan and schedule the complete project to meet the proposed contract completion period. Clearly identify any constraints on the schedules presented (e.g., labor or material availability, permits, w eather).
Indicate the anticipated overall critical path on the schedule.
5.4.2. Evaluation Criteria:
5.4.2.1. Proposed Contract Duration: Unless changed during negotiations, this duration w ill become the contractually binding performance period. The Government w ill evaluate the performance period, as proposed by the Offeror in the Contract Line Item Schedule. In assessing the reasonableness of the proposed contract duration, the Government may take into account how w ell the proposed summary schedule supports the proposed duration. Proposals w ill be evaluated based upon logic, constraints and typical construction durations. The Government w ill rate the proposed duration matching the benchmark duration as “acceptable”. A proposed duration that is longer than the proposed benchmark duration may be view ed as less favorable than a duration that meets the benchmark. The Government may consider an unreasonably condensed contract duration, w hich places additional cost or schedule risk on the Government or w hich may create a risk of contract or performance failure, as a w eakness or a deficiency, depending upon the evaluators' judgment. No advantage may be considered for differences less than 21 calendar days.
5.4.2.2. Summary Schedule: The Government w ill evaluate the summary schedule for integrated design and construction. The length of the schedule must match the proposed performance duration. A Schedule unreasonably shorter than the proposed contract duration may indicate the Offeror is placing additional risk on the
Government for any delays betw een the scheduled completion date and the required performance completion period and may be rated less favorably. The Government w ill evaluate the schedule to assess the strength of understanding of the project scope, restrictions w hich must be considered in the schedule e.g., permitting (see Section 01 41 26.02 24), long lead items, etc. The Government w ill evaluate the strength of understanding of events associated w ith coordinating design submittals, review s and incorporating review comments, the offeror's capability to schedule the complete project w ithin the proposed performance duration and the realism of the schedule. The Government w ill evaluate the design packaging plan for logic, reasonableness, how it facilitates meeting the proposed contract duration and how it facilitates the Government’s ability to timely perform its design review s. The packaging plan should minimize risk to the Contractor and to the Government for tear-out and coordination for review s. A schedule that offers advantage(s) to the Government over one that merely indicates an adequate understanding of the scope, restrictions, major milestones and general understanding of the various events that can affect start and completion of construction w ill be rated more favorably.
6.0 VOLUME 2 – FACTOR 5 - PAST PERFORMANCE
6.1. VOLUME 2 – TAB A – PAST PERFORMA NCE
6.1.1. Submission Requirements:
Submit past performance evaluations and ratings for each project the Offeror included in its proposal for Factor 1 - Volume 1 - Tab A Specialized Experience.
If available, submit Contractor Performance Assessment Reporting System (CPARS) Performance Evaluations ratings. For projects w hich w ere designed and/or constructed for other government entities, submit the performance appraisal sheets used by that government entity if available. For projects cited in Volume 1 - Tab A Specialized Experience not covered in the CPARS database or other Government Design Performance Rating System, submit a Past Performance Questionnaire (Attachment 6).
6.1.1.1. CPARS Evaluations
Firms are requested to retrieve their CPARS past performance information directly from CPARS available at: http://w ww.cpars.gov. CPARS is an electronic repository of performance information collected by all the major federal performance reporting systems. Logging onto CPARS w ill require the follow ing:
All Department of Defense (DoD) employees (military and civilian), including DoD Contractors that are w orking on site (military/government facilities) or contractors w orking offsite using Government Furnished Equipment (GFE) are required to use certif icates from DoD Public Key Infrastructure (PKI) to access CPARS. If the contractor doesn't w ork on site or w ith GFE they are encouraged to obtain and use a certif icate from an External Certif icate Authority (ECA). For DoD users, the use of PKI Login is Mandatory. Federal and Contractor users can use the PKI login category if they have PKI.
External Certif icate Authority External Certif icate Authorities (ECAs) and Interim External Certif icate Authorities (IECAs) provide digital certif icates to the DoD's private industry partners, contractors using their ow n equipment or w orking in non-government facilities, allied partners, and other agencies.

Please be aw are that they w ill only release the MPIN number to the person w ho originally registered your f irm. Past Performance Questionnaire (PPQ)
The Past Performance Questionnaire (Attachment 6) is provided for the offeror or its team members to submit to the client. The Past Performance Questionnaire should be completed by an ow ner or ow ner’s representative not aff iliated w ith your f irm. Ensure correct phone numbers and email addresses are provided for the client point of contact.
Completed Past Performance Questionnaires should be submitted w ith your proposal. If the offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the offeror should complete and submit w ith the proposal the f irst page of the PPQ (Attachment 6), w hich w ill provide contract and client Information for the respective project(s). Offerors should follow -up w ith clients/references to ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government's point of contact, via email at melissa.r.harlon@usace.army.mil prior to proposal closing date. Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs. How ever, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation.
6.1.1.3. Government Utilization of Alternate Information Sources for Past Performance
The Government w ill assess the past performance on projects submitted under the Specialized Experience Factor and reserves the right to conduct telephone interview s w ith points of contact identif ied in the proposal or to review personal know ledge. In addition, the Government may review any other sources of information for evaluating past performance of the Offeror on the submitted projects and any other previous w ork. Other sources may include, but are not limited to, past performance information retrieved through the Contractor Performance Assessment Reporting System (CPARS), using all CAGE/DUNS numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/aff iliate) identif ied in the offeror's proposal, inquiries of ow ner representative(s), Federal Aw ardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), and any other know n sources not provided by the offeror.
While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests w ith the Offeror.
6.1.2. Evaluation Criteria:
6.1.2.1. The Government w ill perform a performance confidence assessment of the offeror’s probability of successfully meeting the contract requirements, considering the degree of success of the team's recent (w ell under w ay or turned over no longer than 10 years preceding the date of this solicitation), relevant experience.
See explanation of “w ell underw ay” and relevancy under the Factor “Specialized Experience”. The rating system used for the performance confidence assessment is described in paragraph 8.5.
Relevancy: The Government w ill f irst assess and rate the relevancy of recent projects accomplished by the offeror to the scope of this contract for overall application to the performance confidence assessment ratings described hereinafter. Experience Factor as w ell as from other sources described above. This rating is not a separate proposal rating but is only used in developing an overall past performance confidence assessment rating assigned to the Past Performance Factor. The past performance relevancy ratings are described in Paragraph 8.5.3.
6.1.2.2. Performance: The Government w ill next consider how w ell the offeror performed on the contracts. The Government w ill consider the currency and relevance of the information, source of the information, context of the data, and general trends in contractor performance. Past performance on projects w ith more relevance w ill typically be a stronger predictor of future success and have more influence on the past performance confidence assessment rating than past performance on projects of lesser relevance. Ow ners/references may be asked to comment on items such as quality of design or construction, timeliness, management of the w ork, subcontractor management, including timely payment to subs or suppliers, safety, relations betw een ow ner and designer or contractor, level of support for such things as as-built documentation, O&M manuals, training, correcting design or construction errors, w arranty w ork, etc. (see the interview form at attachment 6).
