PART 1 GENERAL

This specification covers phasing requirements, general Offutt AFB security requirements, special security provisions for personnel and vehicle access onto Offutt AFB outside of the Construction Zone Fence, access into the Construction Zone Fence, and access/special restrictions for work inside Secure Area(s) [*Am-2] if applicable [**Am-2].

Access onto Offutt AFB outside of the Construction Zone Fence and access into the Construction Zone Fence will be required for this project. Work inside Secure Areas is not anticipated for this project.

1.2 DEFINITIONS

1.2.1 Contractor's Security Coordinator (CSC)

Employee of General Contractor that serves as the Contractor's Security Coordinator responsible for all security matters for the General Contractor and all sub-contractors. The Security Coordinator shall have a staff of personnel adequate to manage the security duties established for this project. [*Am-2] The Project Manager or Superintendent may also fulfill the role of Contractor's Security Coordinator, if this individual meets all requirements for each position. However, the CQC Manager and CSC cannot be the same person. [**Am-2]

1.2.2 Contractor's Security Coordinator Assistants

The Contractor's Security Coordinator may designate specific personnel to serve as assistants. All Contractor security personnel shall meet the same requirements as those shown above for the Contractor's Security Coordinator, including approval by the Contracting Officer. Assistants may, however, be employees of sub-contractors.

1.2.3 Secure Area(s)

Area(s) identified in the design documents as "Secure Area". Design and construct Secure Area(s) to the criteria listed below in order to allow accreditation by assigned authorities. The criteria listed below apply to the design and construction of the perimeter and all spaces within the boundary:

The listed criteria impact all building systems within the designated boundary. Use the most current version of the referenced criteria available at the proposal submission deadline:

a. ICD/ICS 705 - Technical Specifications for Construction and Management of Sensitive Compartmented Information Facilities.

b. ICS 705-1 - Physical and Technical Security Standards for Sensitive Compartmented Information Facilities.

c. ICS 705-2 - Standards for the Accreditation and Reciprocal Use of Sensitive Compartmented Information.

d. UFC 4-010-05 - Sensitive Compartmented Information Facility Planning, Design and Construction.

Project drawings and specifications indicate the technical mitigation required by the project. This specification indicates the Contractor and Government's role(s) in administering the Secure Area(s) during construction for accreditation by assigned authorities.

1.2.3.1 Accrediting Official Representative (AOR)

Maintains the Construction Security Plan (CSP) for Secure Area(s).

1.2.3.2 Construction Secure Area Perimeter

A potentially moving boundary established during project construction by which the Contractor's Security Coordinator (CSC) and Government Site Security Manager (SSM) assign layers of oversight for purposes of Construction Security Plan (CSP) implementation in compliance with ICD/ICS 705. This perimeter is established by a site perimeter fence early in construction and prior to the construction of the physical, permanent Secure Area boundary as defined in the facility floor plans. Once the permanent Secure Area boundary is substantial enough to establish effective access control (as determined by the Government SSM), the boundary may be re-established by the Government SSM to isolate Secure Area construction from non-Secure Area construction within the facility for more effective oversight. Coordinate the perimeter(s) and transitions from one CSP implementation perimeter to another with the Government SSM and with the anticipated order of construction, through the duration of the project.

1.2.3.3 Construction Security Plan (CSP)

A plan outlining security protective measures that will be applied to each phase of the construction project involving Secure Areas. The CSP is a living document and is subject to change by the AOR. Supplement may be possible with coordination and approval by the AOR.

1.2.3.4 CSP and Secure Area Implementation

CSP implementation will occur on the project once the Security and Site Access Management Plan (SAM) is approved, the project site is cleared, the secure site perimeter fence is constructed and approved by the SSM, and once the proposed facility foundations are laid. CSP implementation will

SECTION 01 32 52.02 24 Page 5Am #0002 occur from that point through the entire duration of construction to include procurement and installation of any bid options.

Contractor responsibilities associated with CSP implementation will only terminate upon full Government acceptance of all work within the Secure Area perimeter and upon the Contractor's departure from the project site -including procurement and installation of any bid options awarded under this contract. While it is the Contractor's responsibility to establish the order of work within the constraints established within this RFP, no work on the vertical facility, other than placement of below-grade features and foundations, shall occur without implementation of Government and Contractor responsibilities associated with the approved CSP - as described herein.

Document the intended order of work and required points of interface with CSP requirements in the SSAMP as defined below - as well as reflect this requirement in the project schedule.

1.2.4 Security and Site Access Management Plan (SSAMP)

A detailed plan that acknowledges, describes, and details all unique access control, security, and phasing requirements in this Contract.

1.2.5 Government Site Security Manager (SSM)

Government representative from 55th Wing, Offutt AFB, NE with the following responsibilities:

Ensure the requirements of the Construction Security Plan (CSP) are implemented and advise the AOR of compliance or variances.

Conduct daily routine security inspections for the duration of the project to ensure compliance.

Document security violations and deviations from the CSP and notify the AOR within 24 hours.

Ensure site procedures to control site access are implemented.

Provide individuals with briefings on 55th Wing, Offutt AFB, NE.

1.3 SUBMITTALS

Government approval is required for submittals with a "G" designation;

submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. Submit the following in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:

1.4 SPECIAL CONSTRUCTION REQUIREMENTS

1.4.1 General

Coordinate all proposed construction activities with the Contracting Officer's Representative (COR). All acceptances must be received in writing prior to beginning work in any given area. No work may commence until the Phasing Plan is submitted and approved, unless authorized by the

COR.

See Section 01 50 00 TEMPORARY CONSTRUCTION FACILITIES AND CONTROLS for additional information.

1.4.2 Site Access and Traffic Control

Include traffic control plans for the staging, construction, contractor parking areas, and the contractor access route in the Phasing Plan.

Provide and erect appropriate signage prior to the start of construction.

Divert unauthorized traffic from the area to be separated for construction activities, and protect the construction site from unauthorized entrance or activity.

1.4.3 Construction Limits

Establish and coordinate the construction limits of the work identified as required to prosecute the work and to protect existing facilities.

Coordinate all proposed boundaries with the COR, and proceed with establishment only after receiving acceptance.

1.4.4 Utility Protection/Interruption and Site Drainage

Protect existing utilities and maintain adequate storm drainage of the construction site. Request temporary interruptions or shutdown of any utility or electrical/mechanical system in accordance with Section

01 30 00.24 OTHER ADMINISTRATIVE AND SPECIAL REQUIREMENTS.

1.4.5 Protection of Existing Facilities

Protect existing facilities that are to remain from damage throughout the course of the contract. If the existing facilities are damaged in any way, the Contractor shall be responsible for restoring the damaged area to a like-new condition to the satisfaction of the Contracting Officer. The contractor's phasing plan will include a description of the plan to keep existing utilities operational during the construction.

1.5 CONCURRENT CONSTRUCTION

Construction work closely related to and located at the site of the work, may be underway during this contract.

Cooperate with others as necessary in the interest of timely completion of all work. In the event of interference, notify the Contracting Officer immediately for resolution and their decision shall be final.

1.6 GENERAL PHASING REQUIREMENTS

1.6.1 Contractor's Phasing Plan

During the mobilization phase, develop and submit for acceptance a phasing plan addressing, at a minimum, all phasing requirements outlined herein and indicating specific proposed work areas, access points, material and manpower circulation routes, temporary protective measures, security measures, anticipated impact upon existing life safety features and proposed management of these impacts during construction, interim life safety measures, detailed schedule including planned utility interruptions, start work and completion dates, and other details as may be deemed necessary by the COR. This plan shall encompass mobilization through construction completion, and contract closeout. Review the phasing plan at each weekly construction meeting to determine if revisions or updates are necessary and to coordinate all upcoming events requiring coordination with the users or base. Formal acceptance of the phasing plan is necessary prior to initiating any work on the site, unless specifically waived by the COR, in writing.

1.6.2 PHASING REQUIREMENTS

1.6.2.1 Mobilization/Staging and Construction Area

During the mobilization period and prior to the start of any construction, secure all required permits and approvals, obtain acceptance of products and work plans, perform preparatory work, and mobilize work personnel.

1.6.2.1.1 Construction Zone Fence Utility Crossings

Relocate the Construction Zone Fence as required to complete utility crossings and road work while maintaining a secure perimeter fence. The contractor's phasing plan will identify all fence utility crossing and road work and describe the contractor's method for completing the work and maintaining the secure perimeter fence, including security measures to maintain site security for trenching beneath the fence for utilities.

1.6.2.1.2 Establishment of the Contractor Staging Area and Construction Job Trailers

Job trailers for Contractor and Government personnel may be brought on base and established during the mobilization phase, including all utilities to these trailers. Note the requirements of SECTION 01 30 00.24, paragraph "Availability of Utility Services" regarding temporary utilities to the job trailers. The contractor may establish an office located off the site within a reasonable distance as approved by the COR.

1.6.2.1.3 Location Of Contractor Equipment, Vehicles, and/or Materials

Do not allow any equipment, vehicles or materials to be parked or placed within 20 feet of the perimeter fence or the Construction Zone Fence.

1.6.2.1.4 Secondary Security Zone Fence for Secure Area(s)

A secondary security zone will be established by erecting a second fence around the building site for projects containing Secure Area(s).

Establish the location of the secondary fence with approval from the Contracting Officer and the Government SSM. The secondary zone fence shall have no more than two vehicle and two personnel access gates. Select

SECTION 01 32 52.02 24 Page 8Am #0002 the final location of the fence to coordinate with the site and utility work and submit it for COR approval. Relocate and/or move the fence to accommodate construction operations, and coordinate any relocation of this fence with the Government SSM to ensure security of the building site at all times.

Control entry into the Construction Zone Fence outside the secondary security zone. The Construction Zone Area between the secondary security fence and the primary security fence will be considered a secure storage area and will be subject to procedures to be developed by the Government

SSM.

When Contractor establishes a secondary security zone fence, the requirement to secure the site and lock the access gate in Construction Zone Fence will still apply. The access gate in the Construction Zone Fence must be closed and locked each day. Remove all vehicles at the end of each day in accordance with Paragraph "Closure of Construction Zone Fence" below .

1.6.2.2 Site Utilities

1.6.2.2.1 Electrical Site Work

Omaha Public Power District (OPPD) will install a portion of the electrical site work as described in the project drawings and Section 01 86 26 ELECTRICAL REQUIREMENTS. Notify OPPD, through the COR and 55 CES 60 days prior to completion of any electrical preparatory work. This notification should identify the specific date for which OPPD may begin work. Phase this item of work such that OPPD will have all work complete at least 30 days prior to final completion for owner occupancy/move-in.

1.6.2.2.2 Outside Plant (OSP) Cable Communications Infrastructure

The outside plant communications lines identified in the RFP are included as an option item. Provide temporary power to the communication manholes if permanent power is not completed prior to Government acceptance of the manholes.

1.6.2.3 Removal/Relocation of Construction Zone Fence

1.6.2.3.1 Relocation of Construction Zone Fence During Construction

The Construction Zone Fence may require relocation to facilitate the tie-ins to existing pavement and/or utilities. Include any fence relocations in the Phasing Plan submittal.

Maintain the Emergency/Fire Access Gate during any fence relocations.

Provide a two week notification for approval from the COR before any fence relocation.

1.7 SECURITY AND SITE ACCESS MANAGEMENT PLAN (SSAMP)

Prior to the start of construction, provide a Security and Site Access Management Plan (SSAMP) for approval by the Government. The SSAMP shall incorporate the constraints described below and throughout the RFP.

Clearly separate the plan into "Secure Area" work and non-"Secure Area" Work (if applicable) as defined in the RFP:

b. List of Contractors and Subcontractors requiring site access.

c. Anticipated secure area perimeter fence(s) with specs, dates, and durations. Indicate any anticipated changes to the fence(s) during the duration of the project.

d. Anticipated dates and durations of various work activities that will require Government oversight and/or escorts per the requirements in this RFP.

e. Description of Contractor processes and procedures associated with Secure Area construction, oversight, accreditation, and associated security requirements.

f. Anticipated procedures for Contractor site security and access management for each work activity.

g. Anticipated vehicle and equipment list requiring secure area access.

h. Anticipated usage of gates, barricades, barriers and similar at secure area perimeters, etc.

i. List of anticipated closures/outages, etc. that may impact Government oversight, or work outside of normal hours as listed in 01 30 00.24

OTHER ADMINISTRATIVE AND SPECIAL REQUIREMENTS.

h. FOUO document storage and handling procedures.

i. Procedures for advising Subcontractors and delivery activities on the location of the project site and appropriate POCs (primary and secondary) for Security Forces to verify project deliveries against.

j. Description of the technical approach to design and construction of the facility(ies). [*Am-2] <text deleted> [**Am-2]

The SSAMP shall serve as a living document that records the Contractor's approach for compliance with work restrictions documented herein. As Contractor requirements evolve, update the SSAMP for use and reference by the Government. Coordinate SSAMP updates with overarching construction schedule and "look-ahead" activities defined in 01 32 01.00 10 PROJECT

SCHEDULE.

1.8 OFFUTT AFB GENERAL SECURITY REQUIREMENTS

The following are general security requirements for work on Offutt AFB.

If any of the following requirements conflict with additional requirements listed in this section for work outside the Construction Zone Fence [*Am-2] or inside the Construction Zone Fence [**Am-2]; the more stringent requirement will govern as applicable.

a. Listing of Employees. Maintain a current listing of employees as described in paragraph "ENTRY AUTHORIZATION LIST" below.

b. Security Training. Ensure all employees receive initial and recurring security training conducted IAW DODM 5200.01, DoD Information Security Program (Volumes 1-3), and AFI 16-1404, "Air Force Information

Security Program". Ensure all employees working at Offutt AFB complete the 55 CES CONTRACTOR TRAINING (INITIAL/ANNUAL) package that includes required Integrated Defense Awareness, Operations Security (OPSEC), and Information Security (INFOSEC) training. Obtain this training package from the 55 CES Security Manager. Update the AF Form 66 when all employees have completed the training. In addition, Contractor personnel who work in Air Force controlled/restricted areas must be trained IAW AFI 31-101, "Integrated Defense". Additional security training will be required for a secure facility/area including but not limited to the flightline, Buildings 500, 501, 515, 522, 524.

c. Pass And Identification and Base Entry. Temporary passes will not be used. Apply for badges for all contractor personnel including subcontractors and suppliers working on site for 30 days or longer as described in paragraph "Base Entry Requirements" below. An employee of the Prime Contractor in possession of an approved badge with "Escort" privileges will escort any personnel working less than 30 days on site.

Escorted personnel still must undergo a criminal history check before being granted access to the base.

d. Retrieving Identification Media. Retrieve all government identification media, including vehicle passes from employees who depart for any reason before the contract expires; e.g. terminated for cause, retirement, etc. Turn in badges for all employees under the contract for final payment to be made.

e. For Official Use Only (FOUO). The Contractor shall comply with DODM 5400.07, "DoD Freedom of Information Act (FOIA) Program", requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.

f. Reporting Requirements. Report to an appropriate authority any information or circumstances of which may pose a threat to the security of DOD personnel, Contractor personnel, resources, and classified or unclassified defense information. The immediate supervisor shall brief Contractor employees upon initial on-base assignment.

g. Physical Security. Safeguard all government property and controlled forms provided for Contractor use. Secure all government facilities, equipment, and materials at the end of each work period.

h. Controlled/Restricted Areas. If project requires access to a Controlled/Restricted Area, the following applies. Implement local base procedures for entry to Air Force controlled/restricted areas where Contractor personnel will work. An AF Form 2586, Unescorted Entry Authorization Certificate, must be completed and signed by the sponsoring agencies Security Manager before a Restricted Area Badge (RAB) will be issued. Not all workers will require a RAB, only supervisors and/or shift foremen will require restricted access. The Contractor’s employees must have furnished a National Agency Check (NAC) and have a favorable local files review before receiving a Restricted Area Badge. Access shall be granted IAW AFI 31-501, "Personnel Security Program Management".

i. Key Control. Establish and implement methods of making sure all keys issued to the Contractor by the Government are not lost or misplaced and are not used by unauthorized persons. Do not duplicate any keys issued by the Government.

1) Immediately report to the Government Construction Representative or Program Manager any occurrences of lost or duplicated keys.

2) In the event keys, other than master keys, are lost or duplicated, re-key or replace the affected lock or locks without cost to the Government, upon written direction of the Contracting Officer. The Government may, however, at its option, replace the affected lock or locks or perform re-keying and deduct the cost of such from the monthly payment due the Contractor. In the event a master key is lost or duplicated, the Government will replace all locks and keys for that system and the total cost will be deducted from the monthly payment due the Contractor.

3) Prohibit the use of keys, issued by the government, by any persons other than the Contractor's employees and the opening of locked areas by Contractor employees to permit entrance of persons other than Contractor employees engaged in performance of contract work requirements in those areas.

j. Explosives or Fire Arms: Do NOT use or possess explosives or fire arms.

k. Routes: Use only established roadways, entrances, and exits as prescribed by the Government Construction Representative.

l. Locations: The Contractor's employees shall be restricted to areas within the contract scope plus direct routes to and from the site from off base.

m. Seat Belts: The use of seat belts by all vehicle and equipment occupants is required at all times while in vehicles and movable equipment. Failure to comply could result in loss of on base driving privileges.

n. Parking: Park only in areas designated by the Chief of Construction Management for this purpose.

o. Vehicle Emblems: The Contractor's commercial vehicles shall display emblems indicating the company name.

p. Cell Phone Use: The use of cell phones while driving is prohibited unless using a hands free device. Texting while driving is also prohibited.

1.9 GENERAL REQUIREMENTS FOR CONTRACTOR'S SECURITY PERSONNEL

1.9.1 Contractor's Security Coordinator Approval Requirements

Submit to the Contracting Officer for approval within twenty (20) days after Notice to Proceed, the name of the individual to serve as the Contractor's Security Coordinator responsible for all security matters with regard to this contract. The Contractor's Security Coordinator shall, as a minimum, meet the following requirements:

Be a United States Citizen

Be an employee of the prime contractor

Undergo a favorable NCIC and/or other security checks, as defined in this Section

1.9.2 Removal of Contractor's Security Coordinator or Assistants

The Government may remove any security personnel (including assistants) due to the non-adherence of the contractual security provisions, non-performance of duties, and/or criminal activity by security personnel. Removal of the personnel from the position will require removal from the Entry Authorization List and debarment from the construction zone.

1.9.3 Coordination of Security Related Matters

The Contractor's Security Coordinator shall be responsible for the coordination of all security related matters with the Government and shall coordinate through the Corps of Engineers Resident Office and the Government's Site Security Manager (SSM) and Special Security Office. The Contractor's Security Coordinator shall provide a weekly Forecast Activity Schedule augmented by daily oral update to the SSM and COR. The Forecast Activity Schedule shall indicate the type of work to be done, locations where work shall be performed, a summary of the materials to be received, the number of trucks to arrive and scheduled arrival times, and the identification of vendors/truck carriers.

1.10 SECURITY PROCEDURES FOR WORK OUTSIDE THE CONSTRUCTION ZONE FENCE

(WITHIN OFFUTT AFB PERIMETER)

The following applies for all work prior to establishment and acceptance of the Construction Zone Fence and for all work to be completed outside the Construction Zone Fence. In addition, use these procedures for all work to be accomplished once the removal of the Construction Zone Fence begins and for all work after that time.

1.10.1 Base Entry Requirements

The Contractor and all personnel, including all subcontractors and suppliers, shall register with Base Security and the US Army Corps of Engineers (USACE) for personnel badges. On a weekly basis provide to the COR a spreadsheet containing each person's full name, date of birth, driver's license number and state of issue. The Base Security will use the spreadsheet to complete screening and notify the COR of any issues that would eliminate specific individuals.

Complete all required forms and return to a Government Security Officer on a normal duty day at least 24 hours in advance of when the badge is needed. All contractor personnel being issued a long term, laminated contractor badge will need to possess their Social Security (SS) card and one of the following: Valid state ID card, driver's license, federal ID card, or Passport for pass issuance. In cases where the SS card is lost, a signed letter from a Social Security Administration office indicating they have reordered their SS card will suffice.

The person requesting the badge must be signed in at the STRATCOM (SAC) Gate and escorted to the USACE Office in Castle Hall [*Am-2] <text deleted> [**Am-2]), where a Government Representative and the applicant will review and sign the proper forms. The Contractor's Security Coordinator (or Assistants) will then coordinate with the 55th Wing SFS for the completion of a NCIC and issuance of a Contractor's Badge.

Personnel access badges will be granted for periods not to exceed one year.

Badges will not be granted for personnel working on-Base for less than a 30-day period; these individuals will require daily escort[*Am-2] <text deleted> [**Am-2]. Escorted access for less than 30 days still requires criminal history screening prior to being granted base access.

Registering for badges normally takes approximately one hour, but can take much longer. Note: Vehicle inspection will take place for all vehicles entering Offutt AFB. Commercial contractor vehicles will be searched every time they enter Offutt AFB. Entrance to the base will be through the STRATCOM (SAC) Gate. Vehicles should expect a minimum of 15 minutes to complete a vehicle inspection for access. Badges issued which are no longer needed by contractor personnel shall be returned to the COR within 48 hours of the non-need date.

1.10.2 Escorts for Deliveries and Short-Duration Work

All commercial material deliveries to areas outside the Construction Zone Fence through the STRATCOM gate must be accompanied by escorts provided by the Air Force at all times. Plan escorted access for less than 30 days still requires criminal history screening prior to being granted base access. Use of an entry authority list (EAL) may be approved to facilitate base access for suppliers/deliveries. The COR will work with the Contractor's Security Coordinator and the Base Security to produce the EAL. Air Force escorts will meet the delivery driver at the vehicle inspection area and the vehicle inspection personnel will verify the driver on the EAL, and if all is in order, grant entry.

1.11 SECURITY PROCEDURES FOR WORK INSIDE THE CONSTRUCTION ZONE FENCE

1.11.1 Establishment of Construction Zone

The Construction Zone Fence will be established under the Offutt Flood Recovery project DEMOLITION AND SITE PREPARATION. Designated Security personnel will control entry to the Construction Zone Fence. Access into the Construction Zone Fence shall only be through the vehicle access gate. All contractor vehicles and contractor's employee vehicles shall be confined to the area encompassed by the Construction Zone Fence unless an item of work is outside the Construction Zone Fence.

The Construction Zone Area is federal property, and all persons granted access to the premises are subject to federal laws. The Government reserves the right to deny/refuse access to the site or facilities at any time if inappropriate and/or falsified identification is presented or inappropriate behavior and/or conduct is displayed by any personnel. All work materials, tools, containers and vehicles entering the site are subject to inspection by the Government Security personnel. Inappropriate or prohibited items will not be allowed on the construction site.

Remove all Privately Owned Vehicles (POVs) from the Construction Site before closure of the site for the day. Contractor-owned vehicles may remain on site if prior arrangements with the Government SSM are made.

1.11.2 Access and Denial to the Site

The Government SSM, SSM-designated security personnel, and contractor security personnel are responsible for the identification of all contractor employees entering the site. All Contractor employees entering the Construction Zone Area will be identified for access by their construction site badge and a state or US-government issued picture

SECTION 01 32 52.02 24 Page 14Am #0002 t[*Am-2] <text deleted> [**Am-2] identification. Construction site workers will wear their construction site badges, displayed above the waist, so they are visible at all times.

The contractor's security officials will ensure all personnel working within the Construction Zone area are advised of the security rules on a Government installation. Security officials who observe violations of Security Restrictions will immediately notify the Government SSM. Any contractor or contractor employee who violates the construction site security policies will be escorted off the installation and denied future access. A contractor's disregard or willful non-compliance of the construction site policies may be grounds for barment from the installation in accordance with DoD 5200.8-R and USC Title 50, Sec 797.

1.11.3 Opening of Construction Zone Fence

At the beginning of each day, the Contractor's Security Coordinator or assistants shall meet the Government SSM or designated security personnel at the entry to the Construction Zone Fence. The fence will then be opened for the day by the SSM or designated security personnel. The SSM will not open the gate until the Contractor's Security Coordinator or assistants are present.

1.11.4 Closure of Construction Zone Fence

At the end of each workday, the Contractor's Security Coordinator or assistants will conduct an end-of-day check of the construction zone. The purpose of this check is to ensure all contractor employees have departed, all vehicles and equipment are properly secured, all privately owned vehicles have been removed from the site, and the boundary has been properly maintained prior to locking and securing the gate for the night.

The Contractor's Security Coordinator will contact the Government SSM to verify that the site is clear. The Government SSM or designated security personnel will then close and lock the gate for the evening.

1.11.5 Escorts for Deliveries and Short-Duration Work

Provide escorts and pay for all costs associated with them. Escorts will be responsible for continuous knowledge of the location of employees under his/her control. Provide a sufficient number of escorts to ensure adequate observation and physical control of construction workers inside the Construction Zone Fence, regardless of whether escort is of pedestrian construction personnel or construction vehicles. The number of contractor escorts cannot exceed 30% of the total number of personnel assigned to the contract. Coordinate the final number of escort personnel and functional policies and procedures with the Corps of Engineers, Base Security, and the SSM prior to construction start. Coordinate access to the site for material delivery with the Government SSM. Only authorized delivery drivers and passengers required for assistance during deliveries will be granted access to the site. Coordinate access for personnel that are only on site for a short duration (two hours or less) with the Government SSM.

The Government SSM will determine qualifications and procedures for escorts.

1.11.6 Contraband Searches

All personnel and vehicles entering the project site are subject to inspection for prohibited or restricted items by the SSM or his personnel. A combination of human, K-9, or technology may be used to conduct an inspection. Any vehicle/driver found in possession of any

SECTION 01 32 52.02 24 Page 15Am #0002 prohibited or restricted item will be denied site access and may be turned over to an appropriate law enforcement activity. Vehicles within the Construction Zone Area or operating on Offutt AFB by the Contractor may be searched by the SSM, designated security personnel, or the 55th Security Forces. Additional searches may be conducted by other government entities on a random basis. These searches will be used to ensure no explosive devices, contraband material, drugs, or unauthorized personnel are covertly introduced onto the construction site or Offutt AFB.

1.11.7 Access to Construction Zone by Government Employees

The Government SSM will establish procedures and badging for Government Personnel requiring access to the Construction Zone. The Government SSM will develop and maintain a Government Entry Authorization List (EAL).

Only Government Personnel or, after Beneficial Occupancy, Government Contractors on this EAL will be allowed on site. Government personnel and their contractors will be responsible for displaying their site access badge while on the construction site.

1.11.8 Emergency Vehicle Access to the Site

In all emergency instances, safety of life will take precedence over security considerations. Law enforcement, fire, and rescue personnel and vehicles will be allowed immediate and unimpeded access to the site.

Immediately following access to the site by emergency vehicles, and their departure, the Contractor's Security Coordinator will report to the Government SSM to discuss the possibility of disclosure of sensitive information or security concerns with regards to the incident and any mitigation measures that may be required.

1.12 ENTRY AUTHORIZATION LIST (EAL)

The Contractor's Security Coordinator shall maintain a Construction Entry Authorization List (CEAL) of all employees on site. Except as noted below, all personnel entering the Construction Zone Fence must be on the Construction Entry Authorization List (CEAL) and properly badged with Construction Zone Badges. Maintenance of the CEAL is the responsibility of the contractor. The CEAL shall list all Contractor and sub-Contractor employees who must perform work in the Construction Zone, their employer, the badge number, and any other information pertinent to site security.

Ensure the list is current at all times. Update the CEAL weekly, at a minimum, to remove those employees no longer requiring access and to insure the employees no longer requiring access have turned in their badge. The collection of badges from employees that no longer have a need to access the site is the responsibility of the Contractor's Security Coordinator. Submit the Construction EAL to the Government no less than monthly by the Contractor's Security Coordinator. The records associated with the CEAL and its maintenance are subject to Government review at any time.

1.13 CONSTRUCTION SITE BADGES

The Government SSM will establish and control a Badging System for the construction site. Badges will be issued in accordance with the procedures identified herein, and will remain the property of the Government.

1.13.1 Procedures to Obtain and Display Badges

All on-site US Government and contractor personnel (excluding delivery drivers, as discussed above) must be photographed and issued a secure construction site-specific Entry Control Badge by the Government Security Forces. Ensure each employee engaged on the work displays the construction zone badge above the waist and has it clearly visible at all times. For construction safety considerations, the badge will normally be displayed in a badge holder that fits on the upper left arm in a secure manner with the badge picture clearly and visibly displayed at all times.

In addition to the badge, all workers must carry on their person an additional valid identification at all times when on the site. All badges are the property of the US Government, and as such, must be properly protected and safeguarded against loss and/or theft. Immediately deliver all badges to the Government SSM for cancellation upon release of any employees. The Contractor's Security Coordinator is responsible for all construction zone badges. In addition, the Contractor's Security Coordinator will ensure all contractor personnel badges are properly accounted for during the project and are turned into the Government SSM when no longer required.

1.13.2 Contractor Badge Scanning

The project Security Construction Site Entry Control Badge will normally be electronically scanned by government-provided Entry Control Technicians each time an individual enters or leaves the construction site. The Badge scanning device will be provided by, and remain the property of the Government SSM Office. Badge scanning will create an electronic record which will be maintained by the Government SSM each time an individual enters or leaves the construction site. When deemed appropriate by the SSM, this information may be provided to other personnel and organizations, to include law enforcement.

1.14 CONTRACTOR'S EMPLOYEE BADGING REQUIREMENTS

1.14.1 Personnel Background Checks

a. All contractor personnel must have legal United States residency and work authorization status. The Contractor's Security Coordinator will verify the US Citizenship of all employees entered onto the EAL prior to requesting a badge from the SSM.
