A. Introductions

5. Contractor Allowed Working Hours:
a) Powerhouse: The contractor is responsible for conducting the daily and weekly work between the hours of 5:30am to 3:00pm, or as otherwise approved by the COR, Monday thru Thursday, except Federal holidays.
Vacuuming in the Powerhouse Administration Offices needs to be completed before 7:00am. Contractor may request to perform other than daily and weekly work on weekends on those requirements that would possibly interfere with Government operations or be completed more efficiently without Government employee interference.
b) Outside Maintenance Building: The contractor is responsible for conducting the daily and weekly work between the hours of 4:30pm to 7:30am, or as otherwise approved by the COR, Monday thru Thursday, except Federal holidays.

a) Security Personnel List – List of all proposed workers to be on site
b) AT Level 1 – On-Line training certificate required by all proposed workers
c) iWatch Training – Certificate Required for Superintendent.
Superintendent to brief all other workers on the iWatch program.
d) OPSEC Training - On-Line training certificate required by all proposed workers
e) E-Verify – Online verification for all proposed workers to be on site
f) Government Security Paperwork (for unescorted access) – required for all cleaners

1. Utility Availability: The Government will provide all electricity and water necessary for on-site accomplishment of work. The Contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after using the required amount to accomplish cleaning vehicles and equipment.
2. Scope: This is a service contract to provide janitorial services at Fort Randall Dam. The janitorial services that are to be performed include furnishing all labor, supervision, equipment, materials, and supplies necessary to perform the required janitorial services at Fort Randall Dam, near Pickstown, South Dakota. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform janitorial services at Fort Randall Dam as defined in the Performance Work Statement except for those items specified as government furnished property and services.
3. Contractor Furnished Items: The Contractor shall refer to Part 4 for a list of materials that must be supplied for the contract. The Contractor shall provide all necessary materials and supplies required to perform the work including paper towels, toilet paper, hand soap (approved for the location), and plastic liners for wastebaskets and trash bags. The Contractor can expect an average of 50 people per day in all the facilities with increased daily usage during the summer months and decreased usage during the winter months
4. Employee Conduct: All contractor employees shall maintain professionalism.
Since the majority of work will be performed in the presence of the general public, the conduct of all employees is critical and will be closely monitored. No
3 | P a g e alcoholic beverages or controlled substances shall be consumed by the contractor or their employees while performing this contract. The Contracting Officer may require any individual employed by the contractor who is deemed by the COR to be contrary to the public interest or inconsistent with the best interests of the U.S.
Army Corps of Engineers to be removed from the contract immediately.
E. Bid Schedule
1. Selection Criteria will be added as an amendment.
2. Excel document provided for bid schedule. A bid must be provided for each option year.
Period of Performance: The period of performance shall be for one (1) Base Year of 12 months, and three (3) Option Years of 12 months each.
Period of Base Performance Year is April 1, 2020 to March 31, 2021.
Period of Option Year One is April 1, 2021 to March 31, 2022.
Period of Option Year Two is April 1, 2022 to March 31, 2023.
Period of Option Year Three is April 1, 2023 to March 31, 2024.
F. Miscellaneous Items

a) The contractor shall refer to Part 3 for a list of government material and services that will be available for the contractors use.
