All evaluation factors other than cost or price, when combined, are significantly more important than approximately equal to cost or price.
11.1 VOLUME 1, TAB B – FACTOR 1 – Past Performance (Confidence Assessment)
There are three (3) aspects to the past performance evaluation: recency, relevancy (including context of data), and quality (including general trends in contractor performance and source of information). In accordance with FAR 15.305(a)(2), the currency and relevance of the information, source of the information, context of the data, and general trends in contractor's performance shall be considered. Relevance and quality of performance will be combined to establish one performance confidence assessment rating for each Offeror.
The past performance evaluation results in an assessment of the offeror’s probability of meeting the solicitation requirements. The past performance evaluation considers each offeror’s demonstrated recent and relevant record of performance in supplying design, construction, and/or design-build services that meet the contract’s requirements.
The evaluation method that the Government will use with respect to Factor 1 – Past Performance is detailed below.
11.a The first aspect is to evaluate the recency of the offeror’s past performance. For this solicitation, recent projects are those completed or substantially completed as defined in Para. 11.1.1 below.
11.b The second aspect is to determine how relevant a recent effort accomplished by the offeror is to the work required by this solicitation. The projects will include those submitted as well as from other sources described above.
This relevancy rating is not a separate proposal rating but is only used in developing overall past performance confidence assessment rating assigned to the Past Performance Factor. With respect to relevancy, past performance on projects with more relevance will typically be a stronger predictor of future success and have more influence on the past performance confidence assessment rating than past performance on projects of lesser relevance. There are four (4) levels of relevancy as shown in the Table below. Each submitted project will be assigned one of the levels of relevancy shown in Table 1 below.
Table 1. Past Performance Relevancy Rating Method
Rating Definition Very Relevant Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.
Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
Somewhat Relevant
Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.
Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
In determining the relevancy of each submitted project, the Government will consider the requirements listed in Para. 11.1.1.2 and Para. 11.1.1.3 below.
11.c The third aspect of the past performance evaluation is to establish the overall quality of the offeror's past performance (see FAR 15.304(c)(2)). The past performance evaluation conducted in support of a current source selection does not establish, create, or change the existing record and history of the offeror's past performance on past contracts; rather, the past performance evaluation process gathers information from customers on how well the offeror performed those past contracts. The Government will review all collected past performance information and determine the quality of the offeror's performance, general trends, and usefulness of the information and incorporate these into the performance confidence assessment.
11.d A final Performance Confidence Assessment rating will be given for this factor based on the assessment of recent and relevant past performance information and the assessment of the quality of past performance on prior contract efforts. The Government will review the past performance information and determine the quality and usefulness as it applies to the performance confidence assessment. The rating for this factor will be expressed as a degree of confidence in the offeror’s ability to successfully accomplish the contract requirements. In conducting a performance confidence assessment, each offeror shall be assigned one (1) of the ratings using the Table 2 below.
Table 2. Performance Confidence Assessments
Substantial Confidence
Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.
Satisfactory Confidence
Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.
Limited Confidence
Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.
No Confidence Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.
Unknown Confidence (Neutral)
No recent/relevant performance record is available, or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The offeror may not be evaluated favorably or unfavorably on the factor of past performance.
11.e In the case of an offeror without a record of relevant past performance or for which information on past performance is not available, the offeror may receive a “Neutral Confidence” rating which is neither favorable nor unfavorable; it is considered neutral (see FAR 15.305(a)(2)(iv). The SSAC (if applicable) may recommend and the SSA may determine, that a “Substantial Confidence” or “Satisfactory Confidence” past performance rating is worth more than a “Neutral Confidence” past performance rating in a best value tradeoff as long as the determination is consistent with stated solicitation criteria.
11.1.1 Submission Requirements
The prime contractor and designer of record design firms shall each demonstrate recent, relevant experience on similar projects.
A “contract” is defined as a single stand-alone contract or a single task order performed under a MATOC (Multiple Award Task Order Contract)/SATOC (Single Award Task Order Contract)/IDIQ (Indefinite Delivery Indefinite Quantity Contract). MATOCs/SATOCs or any other type of task-order contracts that provide for the issuance of orders for the performance of tasks will not be considered projects for the purposes of this evaluation; only individual task orders issued under such contracts or stand-alone contracts will be evaluated as projects.
All references herein to “the Offeror” includes all proposed joint venture partners as one Offeror. If the Offeror is a Joint Venture (JV) and the JV does not have experience working as a JV, one of the JV partners may submit experience on behalf of “the Offeror”. Submitted contracts by members of a joint-venture or from the joint-venture itself will be considered and evaluated.
