Paragraph 4.1.1.c. of Section 00 22 16 lists "renovation of multi-story barracks/multi-unit housing type projects" as the sole criteria to prove similarity in scope and complexity of work. The contractor project experience can be showcased in projects incorporating new construction as well as renovation work. If the Government's goal is to obtain the best overall value to the Government in terms of price and quality housing construction, will the Government consider extending the references requirement for relevant construction experience as noted below to allow bid participation by all qualified contractors, increasing the number of competitive bid offers, and ensuring full and open competition in compliance with 41 U.S.C.
