RFI # Reference Question Government Response 2 S-001/S504 S-001, foundation note 1, indicates a soil investigation report has been completed by Pacific Geotechnical Engineers (June 20, 2020). S-504, micropile note 1, indicates a geotechnical report by Pacific Geotechnical Engineers (June 15, 2020). Both reports are not included with the bid documents. Can these reports or the most updated report (if contain same but updated info) be provided to bidders for review?
The Soil Investigation Report and Geotechnical Report will not be provided.
3 00 21 16 Paragraph 4.1.2.a. of Section 00 22 16 requires submitted projects to be substantially complete within six (6) years. Can this submission requirement be extended to seven (7) years?
See Revised Section 00 22 16, Per Am-0003.
4 00 21 16 Paragraph 4.1.1.c. of Section 00 22 16 lists "renovation of multi-story barracks/multi-unit housing type projects" as the sole criteria to prove similarity in scope and complexity of work. The Government's submission requirements for project experience are overly restrictive. The contractor project experience can be showcased in projects incorporating new construction as well as renovation work. If the Government's goal is to obtain the best overall value to the Government in terms of price and quality housing construction, will the Government consider extending the references requirement for relevant construction experience as noted below to allow bid participation by all qualified contractors, increasing the number of competitive bid offers, and ensuring full and open competition in compliance with 41 U.S.C. Section 253(a)(1)(A)? It is requested that the criteria be modified to provide the following: Renovation of multi-story multi-unit concrete building (minimum 1 contract) and Construction or renovation of barracks/multi-unit housing type project (minimum 1 contract)
See Revised Section 00 22 16, Per Am-0003.
5 01 57 19 Section 01 57 19, paragraph 3.4 of the specifications indicates that existing historical resources within the work area are shown on the drawings and shall be protected during the life of the Contract. It doesn't appear there are any historical resources explicitly noted on the drawings.
Please advise if there are any historical resources that must be protected during the execution of this project. If there are historical resources, please list or indicate on the drawings.
See Revised Section 01 57 19, Paragraph 3.4, per Am-0004. Sub- Paragraph 3.4.2 has been deleted.
