RFI# Question Answer

Specification section 09 97 02.05, paragraph 1.8.8, requires the coatings contractor to have SSPC QP-1 and SSPC QS-1. The paragraph further states that if QP-1 and QS- 1 certified contractors do not bid and are not available, then ISO 9001 certified contractors will be accepted. We are a QP-1 and QS-1 certified contractor that is interested in submitting a bid to one or more of the prime contractors. Therefore our questions are: a. Please confirm that QP-1 and QS-1 will be required, and proposals not providing this qualification will be deemed as non-compliant. b. Confirm that determination of availability is a USACE determination and not a determination that can be made by each bidder.

Part A.Will confirm that QP-1 and QS-1 will be required. Will delete For Oconus paragraph under 1.8.8 under 09 97 02.05. Part B Confirm that determination of availability is a USACE determination. Will Change 09 97 13.17 by delete “either ISO 9001 or” in par 1.4.6.9. Will change 09 97 13.27 by deleting “either ISO 9001 or” . Note revised Specifications 09 97 02.05, 09 97 13.17, and 09 97 13.27 in Amendment 0003.

Section 00 01 00 states that offerors need to submit their Marshall Island Subcontracting Plan in accordance with Section 00 73 00 with their bids. Section 00 73 00 K-7 states: “Prior to receiving award of any contract, resulting from this solicitation, the apparently successful offeror must submit for the Contracting Officer's approval a Subcontracting and Hiring Plan (the Plan) which addresses the contractor's plan as to how it will subcontract and employ, as much as reasonably practicable, local contractors and Marshall Islands personnel.” General Contractors do not usually receive bids from Subcontractors, especially mechanical and electrical bids where they are reliant upon their own subcontractors to provide bids, until the bid day and often less than an hour or two before bids are due. This makes preparing an accurate Marshall Island Subcontracting Plan and submitting it with our bid challenging. We are requesting that the Government either allow an electronic submission of the Marshall Island Subcontracting Plan up to 72 hours after bids are due or require the Marshall Island Subcontracting Plan only of the apparent successful offeror prior to contract award.

Instructions to Bidders, para. 3, has been revised to require the apparent low bidder to submit the Subcontracting and Hiring Plan within 3 working days after bid opening. See Amendment 0003.

Will individual phases contain liquidated damages, or are these tied to the overall completion date?

Liquidated Damages are tied only to the contract required completion date. See Section 00 72 00, FAR Clauses 52.211-10 and 52.211-12.

Will Prime Contractors (bidders) be limited to US and/or Marshallese owned companies? Yes. See Clause K-2, Section 00 73 00.

Will subcontractors to Prime Contractors be limited to US/Marshallese owned companies?

IAW Clauses K-7 and K-10, Section 00 73 00, and the Status of Forces Agreement (SOFA) between the U.S. Govt. and the Republic of Marshall Islands (RMI), "Employment preference shall be given, without discrimination, to citizens of the Republic of the Marshall Islands and to citizens, nationals and permanent resident aliens of the United States.", and "Shall utilize without discrimination, consistent with the laws and regulations of the United States, qualified local contractors to the maximum extent feasible, and qualified contractors which are legal entities of the United States."

Will Contractor employees be limited to US citizens and/or US legal aliens (Green Card) and/or Marshallese citizens and/or H-2 Visa workers? See answer to Question 5 above.

7 Will any base housing be available for contractor use? See Clause K-14.

W9128A-17-B-0001 Am-0005

Section 00900

Will base dining facilities be available for Contractor personnel or will contractor be required to supply its own food? See revised Clause K-30 in Amend 0003.

Will base Medical facilities be available for Contractor personnel or will contractor be required to supply its own medical facilities? See Clause K-17. All medical and dental costs are to be paid by the Contractor.

Is the contractor responsible for all barge loading/unloading? If not, what assistance is available?

The BOS contractor unloads the Matson container ship and places the containers at the designated final destination location at no cost. Return loading of the shipping container to the Matson ship by the BOS contractor is at no cost. Additional movements of containers by the BOS contractor can be arranged for at a cost to the Contractor.

Offloading of privately chartered barges is the responsibility of the Contractor.

11 Will archeological monitoring be required during excavation work? At times. Refer to Sheets GC 103, GC 104, and Spec Section 01 57 20, para 3.8.

Is there a contaminated soil staging area on the base (HAZMAT Storage)?

Contractor responsibility? Is contractor laydown area sufficient in size to accommodate contaminated soils and new incoming materials?

All contaminated soil (per field screening) shall be stockpiled at the landfarm stockpile area or immediate vicinity as directed. The Contractor shall provide berms, liners and covers as specified in Section 01 57 20. See section 01 57 20 in regards to soil staging details and responsibilities. Laydown areas for contaminated soils and incoming materials will be dependent on estimated quantities and work plan details, which shall be coordinated with USAG-KA as part of the Contaminated Media Management Work Plan.

See Amendment 0003.

Due to the size and logistical challenges of this project, please provide a 30-day extension for bid submittal?

The bid opening date has been extended to 6 Sep 17, 2:00 p.m. Hawaiian Standard Time

(HST).

We would like to formally request that the government provide a two week bid extension for the Kwajalein Atoll Replace Fuel Tanks Project, Solicitation No: W9128A 17-B-0001 currently scheduled to bid on August 24th, 2017. The two week bid extension would allow for adequate time to prepare a proposal for a project of this magnitude. Granting the two week extension would revise the current bid due date to September 7th, 2017.

The bid opening date has been extended to 6 Sep 17, 2:00 p.m. Hawaiian Standard Time

(HST).

We would like to formally request to know if the contractor is required to provide its own man camp for this project or if we are able to utilize the existing housing noted in the published Financial Policy and Rate Manual contained within the solicitation. We did note that spec section 00 73 00 states Government will not provide housing, but because the cost is substantial we felt obligated to confirm that the Government will not have 40-50 beds available in Roi-Namur nor Kwajalein for this solicitation to use during construction from May 2018 – May 2021.

Contractor is required to provide its LSA (Logistics Support Area) - no government provided housing is available.

Replace Fuel Tanks, Kwajalein Atoll: PLS is a geomembrane liner installer. In the drawings & specs, it refers to a product over the liner for ballast, GCCM. I believe I know a manufacturer but wondered if there was a listed manufacturer or equal?

There is only one known manufacurer of this product. Note that this product is specified as an alternative to Rock Ballast.

Specification Section 00 01 00: Our subcontractors and suppliers are requiring additional time to derive responsible quotations for the solicitation. Please consider extending the due date for the offer for at least three weeks beyond that indicated on the SF1442.

The bid opening date has been extended to 6 Sep 17, 2:00 p.m. Hawaiian Standard Time

(HST).

18 Drawing A-101OB: Door 115 appears to be a bi-fold as drawn, but Door Schedule on Drawing A-601OB shows a 4’x7’ door. Please confirm door type and size.

Drawing A-101OB, Door 115 is intended to be a bi-folding closet door and the clear opening is intended to be 4' wide by 7 feet high. Clarification of the door and hardware will be provided. See Amendment 0003.

21 Specification 02 41 00 Demolition: Demolition on existing tanks foundations/slab etc.

Are there additional as-builts? All known as-builts are provided with the plans.

Specification 00 10 00; Instructions To Bidders, item No. 3: Specification 00 10 00;

Instructions To Bidders, Item No. 3 indicates that the bidder shall submit Subcontracting and Hiring Plan in accordance with Section 00 73 00, K-7. Does this plan need to be submitted with the proposal?

Instructions to Bidders, para. 3, has been revised to require the apparent low bidder to submit the Subcontracting and Hiring Plan within 3 working days after bid opening. See Amendment 0003.

Specification 01 45 35 Special Inspections: The duties specified for the Special Inspections appear to be similar to and perhaps redundant to the duties of representatives of the Contractor Quality Control organization and therefore, may create unnecessary costs to the Government. Can the requirements of Specification 01 45 35 be eliminated?

No. Special Inspectors are required as stated. However, there is no requirement that a Special Inspector can have no other duties (ie. one person, if he/she has all the qualifications, could be the SI for both Concrete and Masory).

Specification 01 90 00-1.15: Working Hours appears to limit the production that may be realized for a typical construction project. Please consider changing the work time to 10 hour days for six days per week except for US Federal holidays.

Requests for changes in schedule will be reviewed after award by the COR. If reasonable and justified, these are generally approved.

Specification 01 90 00-1.16 indicates that all steel for exterior and non-air conditioned spaces is to be type 316 stainless steel and this requirement shall superseded all requirements noted on other sections in this Project Specifications. Is this requirement to be applied to the entire project without limitation? No. See revised spec in Amendment 0003.

Specification 01 90 00-1.16 indicates that all steel for exterior and non-air conditioned spaces is to be type 316 stainless steel and this requirement shall superseded all requirements noted on other sections in this Project Specifications. Does the exterior tank shell plates and appurtenances need to be type 316 stainless steel? No. See revised spec in Amendment 0003.

27 Drawing Sheet No. GC101 shows a Concrete Batch Plant Location. Is this concrete batch plant available to supply structural concrete for this project?

No Government-provided batch plant is available to support. This Sheet is showing the location that is available to the Contractor to set-up a batch plant. See Amendment 0003.

Specification 01 32 00-3.3.20 (Anticipated Adverse Weather) makes reference to contract clause S-36.5. Does this clause need to be incorporated into Section 00 73 00 Supplementary Conditions?

Clause S-36.5 add in Section 00 73 00. See Amendment 0003.

Specification 00 21 13 Instructions To Bidders indicates clause 52.214-22 Evaluation of Bids for Multiple Awards. Will more than one award be made as a result of this solicitation?

FAR Clause 52.214-22 has been deleted by Amendment 0003.

Section 01-74-17; 1.2.2 speaks to ‘clean concrete’ and disposal. Has the concrete that is to be demolished, as shown in the documents, been tested and found to be lead free?

The concrete has not been tested. The Contractor will not be required to test the concrete. Concrete for disposal shall have all paint removed. Materials removed from the concrete must be properly disposed of and tested where required in other specifications.

W9128A-17-B-0001 Am-0005

Because of the size, complexity, and logistical challenges of the project, as well as the delay in receiving plans and specifications (which gives us less than a full month to estimate the project), we request a three-week extension to the due date. Otherwise, we will not be able to make a bid.

The bid opening date has been extended to 6 Sep 17, 2:00 p.m. Hawaiian Standard Time

(HST).

We are surprised that a project of this size and complexity was issued as Price Only.

In recent years we have not seen a Price Only project remotely close to this size. In order to protect the government and the taxpayers, we strongly recommend that technical qualifications be added to the requirements, to include such elements as Experience, Past Performance, and Safety. Bidders should be required to demonstrate that they have built at least one fuel tank project of similar size and scope, and at least one other military fueling project. The quality of the final product and the adherence to the schedule depend on the winning bidder being experienced in these specific types of projects.

This project will remain issued as Price Only.

00 73 00: K-A, Pg. 16 - 17: We expect to use 45,000 gallons of water per day just to facilitate the deep soil mixing required for the in situ soil mixing for the DSM Panels i.e. New AG Tanks and both the POL and JP-5 Bldgs. The amount of water required to facilitate the grout/concrete mixing in the DSM work raises the question. Will there be enough available water to perform the deep soil mixing work? Again we anticipate to need 45,000 gallons of water per day just for the Deep Soil Mixing work. If Kwajalein can’t provide the required amounts of water 45,000 gallons per day then how much can be provided?

A sufficient volume of potable water for DSM placement is not available. On average approximately 80,000 gallons per day of non-potable recaptured water is available. If this water is to be utilzed by the Contractor for production DSM wall placement a sufficient volume will have to be obtained prior to the start of work for mix design testing as described in the specification. See Amendment 0003 for clarification.

Is the mobilization of radiographic sources to Kwajalein Atoll permitted and what kind of approvals are required?

Yes, radiographic examination of shell butt welds are permitted.

Specification 33 56 13.13-3.6.2 requires radiographic examination of shell butt welds.

What is the expected timeframe to secure USACE and Host Nation approval to mobilize radiographic sources to Kwajalein Atoll ?

Expected timeframe is 60 days.

Specification 33 56 13.13-3.6.2 requires radiographic examination of shell butt welds.

Can other non-destructive testing of steel welds other than radiographic examination be utilized?

Follow specification requirements for weld testing.

Specification 33 56 13.13-3.6.2 requires radiographic examination of shell butt welds.

Please provide the required forms, transportation requirements, storage requirements, and monitoring requirements that are needed for the use of radiographic sources at Kwajalein Atoll.

This information will be provided to the successful Contractor after award.
