About this file
This is a Sources Sought Capabilities Survey for an Indefinite Delivery Multiple Award Task Order Contract (MATOC) for Defense Health Agency (DHA) Medical Treatment Facility (MTF) Operations and Maintenance (O&M) Services of Real Property. The U.S. Army Corps of Engineers, Little Rock District is conducting market research to identify qualified contractors capable of performing medical facility operations and maintenance services, including service calls, preventive maintenance, inspection, testing, and certification. The survey was reopened on 22 January 2026 to increase the contract capacity from $480 million to $750 million, with an estimated initial capacity of $375 million per Area of Responsibility (AOR). The contract will cover Continental United States (CONUS) facilities and be procured as a competitive firm-fixed-price contract under FAR Part 15 using a "Best Value" tradeoff process.
Respondents must complete the survey providing company information, business size classification, statement of interest, bonding capabilities, joint venture arrangements, and past performance on CONUS medical facility O&M projects completed within the last five years. Companies must submit three to ten examples of relevant projects performed, including project name, location, dollar value, period of performance in months, facility square footage, and customer points of contact. The Government is particularly encouraging participation from small businesses, Section 8(a) participants, HUBZone-certified firms, Service-Disabled Veteran-Owned Small Businesses (SDVOSB), and Woman-Owned Small Businesses (WOSB). Respondent firms must specify interest in participating in all areas of AOR 3 and/or AOR 4. This is a sources sought announcement only; no contract will be awarded from this synopsis, no reimbursement will be made for response costs, and respondents will not be notified of evaluation results.
