W9127Q-22-R-0002

REQUEST FOR INFORMATION (RFI) # 01

09 March 2022 POSTED: 09 March 2022

Question 1: What parts or sections of FAR 52.212-3 do I need to complete?

Answer 1: For FAR 52.212-3, paragraphs (c) through (v) along with the inclusion of Alternate I, contain various representations and certifications that offerors need to review and complete. In that this requirement is a service that should be less that Simplified Acquisition Threshold (SAT of

$250,000) for the base year and four option years, only those applicable paragraphs in FAR 52-212-

3, (c) through (v), should be completed/submitted. Contractor should determine if a paragraph pertains to their business and/or requires a response.

a. Items that pertain to goods, supplies, or end products can be omitted or simply marked as “N/A” for “Not Applicable”.

b. Paragraphs that pertain to acquisitions expected to exceed the SAT can be omitted or marked as

“N/A” for “Not Applicable”.

Question 2: Is it the intent of the RCTA to teach the target audience of LE officers to attack with a knife?

Answer 2: The word “knife” is not specifically mentioned in the Performance Work Statement.

Course Objectives are detailed in paragraph 5.2 and curriculum should be developed around these objectives. However, we do not believe there is an intent to teach, “to attack with a knife”.

Question 3: Is it the intent of the RCTA to use SOCP certified (emphasis in original) instructors for the delivery of SOCP train the trainer courses? If this is the case, it seems this would be a sole source or sole brand solicitation.

Answer 3: Market research indicated two or more small businesses can provide this instructional service. Trainer qualifications are detailed in the Performance Work Statement and as Technical Factor B of Attachment 3-Evaluation Criteria.

REMINDER: Proposals are due NLT 2:00 P.M. CST on Friday, 25 March 2022
