Students will not only learn SOCP tactics and techniques, but also how to instruct and safely run force-on force-scenarios and drills that allow trainees to evolve their decision-making skills under stress. SOCP is a training tier for high-risk scenarios. As such, course content evaluation will focus upon the tactics, techniques, and procedures that increase police officer survivability in realism based, high stress environments.

Additionally, course curriculum should prepare students in leadership roles to serve as competent SOCP/TACP Instructors with the capability to assess training locally and to teach others at their respective departments and/or units.

Technical Sub-Factor A.2- Course must include a pre-test and post-test to evaluate the level of overall training experience, which may be a written pre-test and post-test for immediate grading, and/or practical simulated demonstrations pre-test and post-test that measure student response and understanding to specific training objectives taught in SOCP.

Technical Sub-Factor A.3- Course must include a systematic testing method for providing interaction, feedback to students, checks for learning, and evaluating effectiveness of instruction such as daily electronic classroom response system or other suitable equivalent method of evaluation for an SOCP realism-based training environment.

Technical Sub-Factor A.4- This course shall cover the following topics (learning objectives) at a minimum:

• Fighting in kit with weaponry

• Weapon transition and retention standing or on ground

The contractor/instructor(s) must be subject matter experts on teaching and training SOCP techniques and processes to law enforcement and drug enforcement officers. The contractor/instructor(s) must have extensive experience reflecting competent SOCP skill sets and demonstrated, effective ability in transferring those skill sets through instruction to law enforcement/narcotics enforcement trainees. Specifically, the contractor/instructor(s) must have experience in delivering a level of training and instruction that enables trainees to effectively and competently conduct SOCP training at their local unit or jurisdiction following completion of the RCTA SOCP training course.

Technical Sub-Factor B.2- The contractor/instructor(s) must have extensive experience in the design, development, and delivery of SOCP training and SOCP foundational and SOCP related courses for instruction to certified peace officers at various levels of jurisdictional mission. Examples of SOCP foundational and SOCP related courses include, but are not limited to, Officer Involved Shooting (OIS), Officer Survival Tactics (OST), and Tactical Arrest and Control Procedures (TACP).

Technical Sub-Factor B.3- The Offeror (contractor) shall determine the appropriate number of instructors required to conduct the course, based on instruction methodology and class size. Each proposed instructor must meet the minimum qualifications.

Volume II; Section 2.0 – Past Performance:

Data concerning the offeror as the primary shall be provided first, followed by subcontracting activity if the offeror was a predominant subcontractor to a prime contractor. Additionally, If the offeror is submitting past performance examples where the offeror utilized subcontractors, the offeror must submit the written consent of its subcontractors to allow the disclosure of subcontractor’s past performance information to the offeror.

Please note that in lieu of providing a PPQ, the SSEB will accept a final CPARS evaluation review for instructional services work completed within five (5) years from the date of issue of this RFP.

2. Past Performance Questionnaire Instructions: The PPQ, which is attached and labeled as “Attachment 4B”, contains Part 1 and Part 2 of the Past Performance Questionnaire. Part 1 must be completed by the offeror submitting a proposal to this RFQ. Part 1 consists of seven (7) items (fields of entry) that the offeror completes before the Questionnaire is sent to the offeror’s client to complete Part 2.

Item No. 7 of Part 1 requires the offeror to provide a brief description of the services provided to the client or business that will complete the evaluation questions in Part 2. If more space is required on Item No. 7 to provide an adequate description, the offeror may simply add a continuation sheet. Offeror’s client should complete the Questionnaire and submit the final document as described below.

Offerors should instruct their evaluating client or business entity to complete Part 2 of the questionnaire and submit the entire PPQ by email directly to this Contracting Office to be received NLT than the proposal due date and time, 2:00 p.m. CST on Friday, 25 March 2022.

Additionally, the offeror shall include a listing of these clients, including their POC information, in their proposal package as described above.

Although completed PPQs must be submitted by the referring company/agency directly to the Contract Specialist and Contracting Officer, the Offeror is responsible for following up to ensure that the PPQs have been submitted prior to the proposal due date/time. Offerors are discouraged from providing points of contact with another contractors’ facility, i.e., in case an offeror (or one of his/her board members) is in a subcontract with another contractor who has submitted a proposal mailto:davis.c.scott2.civ@army.mil mailto:lisa.d.anguziola.civ@army.mil on the same requirement. Offerors shall provide and submit the prime contract number and all Governmental agency POCs in lieu of subcontract numbers or prime contract POCs in such situations as described.

3. Performance Confidence Assessment: The SSEB will utilize the Performance Confidence Assessment

(Table 3 below) to select the most appropriate confidence level for each Offeror.

Documented results from Past Performance Questionnaires, interviews, CPARS, and other sources form the support and basis for the past performance assessment. The SSEB will review all past performance information collected to determine the quality of the offeror’s performance, general trends, usefulness of the information, and incorporate these into the performance confidence assessment. A separate quality assessment rating will not be made, but instead shall be merged with the recency and relevancy determination to complete a Performance Confidence Assessment. The Quality of Services/Training will consider the following elements and sub-elements:

Course Design and Development Course Curriculum/Agenda Quality of Instruction Course Materials/Handouts Course Benefit in Workplace Scheduling Adherence to Schedule Flexibility in Scheduling

Business Relationships Business/Contracting Relations Problem Resolution Process Improvement Lesson Learned Incorporation Cooperative Behavior Commitment to Customer Satisfaction Responsiveness

Management of Key Personnel
