Q&A V-4

1. Reference Response Date Page 1 of 5. Please confirm/clarify the due date as Page 2 of 5 shows the due date of 21 September 2019.

ANSWER: This was corrected with amendment dated 16 AUG 2019.

2. Reference PWS 1.7.3, Recognized Federal Holiday: Please confirm if the need to provide services on weekends, holidays, after working hours for scheduled or unscheduled appointments/events and for emergencies as needed and as directed by circumstances constitute either a scope change or overtime payment?

ANSWER: This is neither a change nor overtime. Normally, this would mean rearranging hours so as to not exceed the daily/weekly legal “regular” hours. There is never work on a Federal holiday, but it could mean work on a local holiday.

3. Reference PWS 1.7.3, If either of the unforeseen circumstances could possibly occur, will the Agency consider a Time & Material or a Fixed Rate type of contract as the unforeseen circumstances is impossible to estimate in a Firm-Fixed Price Contract (1.7.6).

ANSWER: See answer to #2.

4. Reference PWS 1.7.4, Hours of Operation. States Overtime is not authorized; however, 1.7.3 states after working hours, weekends may be needed, please clarify as providing an estimate on a FFP basis will cause either an overestimate or underestimate in a FFP since circumstances are unforeseen.

ANSWER: The National Guard is obligated to train on average one weekend per month. At times, it may be required that the contractor perform duties on one or both of the training days, but then would have two days off elsewhere. This would be scheduled ahead of time.

5. Reference PWS 1.7.8, Will the Agency consider meetings via Skype, Zoom, teleconferencing or some other means for the Periodic Progress Meetings?

ANSWER: Teleconferencing would be considered acceptable.

6. Reference PWS 1.8, Deliverables: Please confirm if there’s a specific format to be used for the weekly reports? If so, will the Agency provide a sample post-award?

ANSWER: Yes. There will be directions for the format as well as the information required to be included.
