W9127P-19-R-016A – Administrative Assistant
Q&A V-3
1. The Agency reference the solicitation cover sheet SF1449; however, we are unable to locate the
SF1449 in the list of attachments. Is it the Agency’s intent to issue the SF1449?
ANSWER: I have not created a 1449. As stated in the FBO page description, “This is a combined synopsis/solicitation for commercial items prepared in accordance with format in FAR subpart 12.6. Per
FAR 12.603 (b) When using the combined synopsis/solicitation procedure, the SF1449 is not used for issuing the solicitation.
2. Please confirm/clarify if the Agency considers the Narrative with a page limit of 10 pages as the
Technical Proposal Response.
ANSWER: As stated in clause 52.212-1 Instructions to Offerors, “No more than 10 pages for a narrative”.
3. How will the agency evaluate an offeror who does not have past Performance?
ANSWER: Per FAR
4. The solicitation is silent on the requirement for Product Samples, is it the Government intent to specify if Product Samples are not required?
ANSWER: The instructions clause states, “When required by the solicitation, …” but there is no requirement for samples listed in the PWS nor in the solicitation and therefore not required.
5. Please clarify if it is the Government’s intent to solicit alternative terms and conditions in support of this requirement.
ANSWER: As stated in section (e), “Offerors are encouraged to submit multiple offers presenting alternative terms and conditions, including alternative line items (provided that the alternative line items are consistent with subpart 4.10 of the Federal Acquisition Regulation), or alternative commercial items for satisfying the requirements of this solicitation. Each offer submitted will be evaluated separately.”
Emphasis is mine. The Government never stated an intent to solicit alternative terms and conditions.
6. Will the Agency consider a larger font size for charts and diagrams?
ANSWER: yes – these can be outside the 10 pages for narrative.

7. Please confirm if this solicitation is issued under a GSA Schedule.
ANSWER: this is not issued under a GSA schedule. The GSA reference in the clause 52.212-1 refers to documents that can be obtained from the General Services Administration should vendor choose to request those documents.
8. Please provide the GSA Schedule which governs this solicitation.
ANSWER: NONE
9. Please confirm the number of FTEs required for the solicitation?
ANSWER: 1
10. Please confirm/clarify if the position(s) are cleared. If so, what level of clearance is required?
ANSWER: I shall investigate with the requiring activity.
11. Please provide the SCA Wage Determination applicable to this solicitation, as the SCA Wage
Determination was not included in Q&A V-1 response posted.
ANSWER: apologies, I thought I had added it. Please see the uploaded document.
