Commissioning Plan Rev (0)
1 Introduction:
1.1 Commissioning Overview:
Commissioning is a systematic process to ensure all building systems perform correctly and interactively according to the design intent documents and the Owner's, the Virgin Islands Army National Guard (VI ARNG), operational needs. A formal commissioning plan is used to guide the commissioning-related activities of all the parties involved in the design and construction process. The commissioning process requires full participation of these parties throughout the design and construction phases, and continues beyond the acceptance of the building systems, to building occupancy, and post occupancy.
Elements of building commissioning include:
1. Review of submittal data.
2. Incorporation of specific equipment data.
3. Incorporation of complete controls sequences of operation.
4. Any Owner or A/E modifications.
5. Specific systems/equipment checklists and testing.
6. Integrated systems testing.
7. Clearly and thoroughly documenting the design intent, installation and O&M requirements.
8. Proper training of operators and facility maintenance staff.
9. Providing the VI ARNG with an unbiased, objective view of the built systems and equipment installation, operation, and functional performance.
1.2 Commissioning Plan:
The commissioning plan describes the responsibilities of key personnel involved in the design, construction, commissioning process and procedures. The commissioning plan outlines the Commissioning Process to ensure building systems are installed according to contract documents, and operate within the performance guidelines set out in the contract documents.
All parties shall ensure the building systems and equipment are installed, started, tested and documented to meet the VI ARNG’s needs and to ensure that operations and maintenance personnel are fully trained.
1.3 Project Description:
The Virgin Islands Army National Guard Joint Force Headquarters (JFHQ) will be located at Estate Bethlehem, St. Croix in the U.S. Virgin Islands. The JFHQ is essentially the central command center for the VI ARNG. It provides control and operations support to the VIARNG and any joint task force on location. The JFHQ will consist of about 57,439 gross square feet and it serves several specialized functions requiring a unique design. The facility contains a Joint Operations Center (JOC), Assembly Hall, Secure Comm Vehicle Ready Bay, State Headquarters (HQ), VI ARNG Spaces Special Public Relations Spaces, Secure areas, as well as common support areas such as administrative spaces, educational spaces, storage, and lockers.

1.4 Sustainability:
Although this project is not aiming to register for the US Green Building Council’s (USGBC) Leadership in Energy and Environmental Design (LEED) Certification, there is a goal of pursuing LEED under a “self-evaluation” process. Therefore, research has been done to implement and validate a number of credits that would satisfy the goal of achieving a Silver rating for the project. Several energy performance targets have been implemented in the project which impacts all of the architectural, electrical, and mechanical system design and construction, as well as the operation of the JFHQ.

The CxA shall observe the installation periodically to assess construction compliance with the Design Intent Document (DID), Contract Documents and prevailing industry standards.
Observed deficiencies will be discussed with the appropriate contractor representatives.
3.11 Pre-Functional Verification Checklists (PFVCs):
PFVCs ensure systems and equipment is installed properly, conforms to the Contract Documents and is ready for safe start-up. The responsibility for carrying out these checks, as well as any corrective action, lies with the GC. CxA shall prepare the PFVCs as part of the commissioning plan. Completion of checklists items does not indicate acceptance or assumption of responsibility by the CxA or RI.
Start-Up Checks:
Typically used to refer to the static testing or check out of systems or equipment to ensure proper and complete operation and readiness for FPT. Start-up checks are incorporated into the PFVCs and include items such as verifying proper voltage, motor rotation, etc. The start-up procedures and/or checks are typically obtained from manufacturers O&M manuals and Contract Documents.
3.12 Functional Performance Tests (FPTs):
FPTs should progress from testing individual items of equipment and sub-systems, to complete systems tests, and finally to integration between other systems. This test progression helps to isolate the cause of problems as it confirms correct operation of smaller components of the installation before moving on to tests involving larger systems or integration between systems.
The GC is responsible for operating the systems as directed by the CxA. The CxA directs, witnesses, and documents the results of the FPTs of building systems to be commissioned.
The General Contractor may have to override normal control operation or parameters to simulate specific test conditions, and set up trend-logs to provide a record of system responses to test actions. Completion of checklists items does not indicate acceptance or assumption of responsibility by the CxA or VI ARNG.

APPENDIX C
Sample Pre-Functional Verification Checklists And
Functional Performance Tests This appendix contains sample system/equipment PFVCs and FPTs for the equipment anticipated to be installed.
The CxA will develop project specific checklists based upon the construction documents, actual equipment to be installed and any changes that may occur during the construction phase. The purpose of the checklists included in this Appendix is to establish the level of detail that is required to commission this project. These checklists are not to be used during the construction phase as they are not all inclusive. The checklists include steps that are typically required and verification inspection checks that must be carried out and documented prior to and during start-up and performance testing.
The CxA will provide the checklists for each system and equipment item to be commissioned during the construction phase and incorporate any necessary changes.
