Question Reply Date

Q u e st io n s Se t #1

"In reading the solicitation and specifications for division 14, I note that there is a restricted field of identified manufacturers for the hydraulic elevator. Is this an intentional restriction (with defined basis) or was there an administrative oversight in failing to add to the specification that "or equal" would be acceptable?"

Response: Division 14 Specification is correct. For multiple reasons evaluated during the design phase, the number of acceptable elevator manufacturers was limited to the ones listed and will be the only ones to be accepted. In this particular case no manufacturers outside the list will be allowed.

7/27/11

4 Numerous references are made in the specifications that products must be manufactured within 500 miles of the project. I know this is for LEED credits, but based on the location of this project this requirement cannot be met for many products. Please provide clarification on how this is to be handled.

Response: LEED Credit MR5 pursues the goal of achieving 10 or 20 percent of construction cost to accomplish 1 or 2 LEED Credits. It is understood that the location of the project presents unique challenges to accomplishing these goals. Response to this question is to give direction to comply to the maximum extent practical (10% is required per the Sustainable Design Summary LEED Checklist in specification 018113). The Contractor shall also record the percentage of materials and resources that are procured within the stipulated radius for final evaluation of whether the additional LEED Credit (for 20%) can be achieved. It should be noted this project shall meet the requirements of a USGBC LEED silver rating. Some points fall within the Contractor's responsibility during the construction phase per the above referenced Sustainable Design Summary LEED Checklist in specification 018113 and the Contract specifications. Other credits are identified as attainable based on the design as developed on the Contract documents. The Contractor needs to ensure he achieves those credits necessary to meet the requirements of a USGBC LEED silver rating.

7/27/11

5 Elevation C on A401 shows accessory #24 which is not on the schedule. Please clarify.

Response: Item 24 should actually be item 23 on the Schedule: a 48 inch textured, slip resistant grab bar.

7/27/11

6 07410-6/2.1 – The basis of design is Centria SRS3 20 gauge 12 wide, 3 inch tall 20 gauge standing seam roof panel. There are three other manufacture’s listed. None of which make a panel similar to the SRS3. Is this a proprietary specification for Centria? The drawings show a different panel profile than the panel specified (see A502). In addition 20 gauge is not an industry standard panel thickness.

Response: Centria SRS3 is the Basis of Design or approved equal. Products from MBCI, AEP-Span or Merchant and Evans will be considered if all performance criteria are equal to the Basis of Design.

7 The highest loads that have to be met are 211 PSF for the tower roof. Based on the testing shown on the Centria website the basis the panel is only able to reach 150 PSF without extrapolation. Does the roofing product have to be tested to meet the wind uplift pressures for this project, or can we let our engineer extrapolate from current testing?

Response: The engineer may extrapolate the data. 7/28/11

8 Can the following metal roofing systems be substituted for the Centria system? MBCI’s Batten-Lok HS in 22 Gauge, 12” width, 2” seam height or Berridge Mfg. Corp Zee-Lok in 22 gauge 16” width.

Response: MBCI Batten-Lok HS 22 gauge, 12 inches wide will be considered an approved equal. Berridge Corp Zee-Lok will not be considered an approved equal.

7/27/11

9 The paint spec for the metal roof panel is also a Centria proprietary specification. However the paint finish warranty of 20 years can be provided for any standard Kynar. Is Kynar paint acceptable?

Response: Kynar PVDF coatings will be considered an approved equal. All performance criteria must be met, including Rainwater catchment and SRI requirements.

7/27/11

10 074113-10/2.11 – State soffit panel is to “match profile and material of metal roof panels.” Typically a metal roof panel is not used as a soffit. Can you please provide additional information? Also, please advise of the gauge of the metal soffit.

Response: Specifications direct that soffit panels are to match color, material and profile of roof panels – not necessarily be a roof panel installed as a soffit panel. Soffit panels and soffit panel installation must resist hurricane force wind pressures and prevent intrusion of horizontally driven rain.

11 The structural drawings as provided for bid were signed and sealed by a professional engineer registered in Florida and not in the project jurisdiction of the U.S. Virgin Islands.

Should not the bid documents have to comply with the registration requirement? On sheet S-001 Structural Steel note #4 requires that the fabricator provide erection drawings signed and sealed by an engineer licensed to practice in the Virgin Islands. We will provide connection details and stair drawings signed and sealed by a registered professional engineer without registration in the V.I. for review and approval by the Engineer of Record. In order for another engineer to correctly evaluate, sign, and seal erection and fabrication drawings he would have to have a complete set of the project design calculations to review. This would incur a large expense and a great deal of time.

Response: Fabrication documents may be signed and sealed by an engineer professionally licensed in a state other than the USVI.

7/28/11

12 Note 17 in the Structural Steel section of notes states that fabricator will “verify correctness of foundations and anchor rods prior to fabrication”. Should this not be a requirement for the erector?

Response: It is the General Contractor's responsibility to "verify correctness of foundations and anchor rods prior to fabrication" per the contract drawings and specifications.

7/28/11

13 Please confirm that the erector is required to be AISC Certified.

Response: The erector shall be AISC certified. 7/28/11

14 We are assuming that the grating shown on sheet S-111B in the floor of the Flammable Storage Building is fiberglass as item #4, Detail B3, Sheet A-111B. Is that correct?

Response: The grating is to be fiberglass. 7/28/11

15 On sheet A-311 handrails are called for as 1 ½” galvanized pipe (painted). Is the painting to be done in the field after installation?

Response: Handrails shall be shop painted to the largest extent practical. Touch up field paint will be expected to be performed as required, after installation, for a final finish prior to punch list walk through.

16 In preliminary contacts with Vulcraft engineers, they tell us that they will not fabricate triple pitched girders as called for in the hip roof areas. They also state that they cannot acomodate the connection of the single pitch hip girders to the triple slope girders in these hip areas as shown on the plans. Can the engineer of record contact Vulcraft design engineers and resolve this issue or come up with an alternate design for them?

Response: Jacobs contacted Vulcraft and spoke to one of the engineers who confirmed that Vulcraft is capable of designing and fabricating the girders at the hip roof as well as the connections for the joists to the girders as shown on the construction documents.

7/28/11

17 The joist trusses over the assembly area are 12’-1” deep at the peak and 44’ to 45’ long, assuming they can be field spliced at the centerline. This creates very expensive and difficult transportation problems for both inland and ocean carriers. Can one column be placed in the Assembly Hall with two more in the interior walls and this portion of the roof be redesigned similar to the remainder of the building?

Response: A column line (columns) may not be added. 7/28/11

18 In division 51200, para. 2.3.A, there is a requirement for a MPI#79 primer. This a solvent based, alkyd formulation that manufacturer’s recommend a SSPC SP6 commercial blast surface preparation for. It is not a standard fabricator supplied primer. This will require sending the steel out for painting by others after fabrication which adds considerable expense. In section 52100, para. 2.7.B, there is no specification at all for the primer used on the joists. Can the manufacturer’s standard red oxide primer be used on the structural steel?

Response: Yes. 7/28/11

19 Are any structural steel items to receive applied fireproofing? Response: No. 7/29/11

20 Section 51200, para. 2.7.C.2 requires 2 coats of shop paint to surfaces that are inaccessible. Please verify that this applies and clarify what constitutes inaccessible.

Response: This applies. Inaccessible areas are surfaces of the steel which are not accessible for priming or painting after erection or installation.

7/28/11

21 Testing of the fabricated steel, as called for in section 51200, para 2.9 is typically an Owner contracted and paid for item. Is that the case for this job?

Response: The Contractor is responsible for hiring the qualified testing agencies and paying for testing and inspection services per 014000.

7/28/11

22 The 20 ga. roof panels with 3” high ribs specified for this building are only fabricated by and available from Centria.

This results in a single source for the product as specified.

Other manufacturers produce panels that will meet these loads in 22 ga. steel with 2” high panel ribs. Can this specification be rewritten to include other suppliers?

Response: Acceptable products are Centria SBS3 as the Basis of Design, or approved equal. The specification allows for products from AEP-Span, MBCI and Merchant and Evan as potential approved equals if all performance criteria are met.
