About this file
This is Standard Form 30 Amendment 0003 to solicitation W9127N26QA125, issued by the U.S. Army Corps of Engineers (USACE) Endist Portland Contracting Division on September 9, 2026. The amendment extends the solicitation closing due date from September 11, 2026 to September 15, 2026 and provides answers to vendor questions regarding Buy American Act requirements for flanged valve bodies. The solicitation seeks quotations for transformer cooling water supply components, with responses due by 15 September 2026. Quoters must submit complete written quote packages via email to Aragon.N.Liebzeit@usace.army.mil, including acknowledgment of amendments, company information (CAGE Code and SAM Unique Entity Identifier) in SF 1449, complete pricing for all line items with FOB Destination delivery in whole dollar amounts, current small-business certifications in SAM including NAICS code 333415, all technical information per the Statement of Work, and DFARS 252.225-7000 Buy American–Balance of Payments Program Certificate. No product substitutions or deviations from specifications are permitted prior to award. All quoters must be registered in the System for Award Management (SAM) at time of bid submission. Questions must be submitted via ProjNet-Bid at https://www.projnet.org/projnet/ (Bidder Inquiry Key: 5E2G8U-RXQ3AB; Inquiry Name: LOP Transformer Cooling Water Supply), with telephone and email inquiries not accepted.
The amendment clarifies that quoters proposing end products that are neither domestic end products nor qualifying-country end products must identify them as other foreign end products in DFARS 252.225-7000 and provide country of origin. If price is the determining factor and no domestic end products are offered, award will be made to the low offer per DFARS 225.502(c)(ii)(B). The amendment also addresses vendor questions regarding weld flanges (acceptable per SOW for CLINs 0006-0011 and 0019) and potable water piping specifications (acceptable as specified). The full text of DFARS provision 252.225-7000 is included for quoter completion with their quote packages, establishing requirements for certification of domestic end products, qualifying country end products, and other foreign end products with domestic content percentages exceeding 55 percent where applicable.
