STATEMENT OF WORK (SOW)

LOOKOUT POINT POWERHOUSE DRAWDOWN TRANSFORMER COOLING WATER

SUPPLY PROCUREMENT, LANE COUNTY, OREGON

W9127N26QA1250001

1. PROJECT BACKGROUND:

A deep drawdown of the Lookout Point reservoir, scheduled from October to February, will dewater the penstock, cutting off the facility's service water. This will disable critical systems, including transformer cooling and fire protection. These systems are essential for maintaining primary power to the facility and ensuring fire safety.

2. MEASUREMENT AND PAYMENT:

All equipment must be new, including FOB destination delivery, and meet or exceed all of the following requirements:

0001. 20 Ton Refrigerated Water Chiller System

A Single 20 Ton (cooling) / 75 kW (cooling) refrigerated closed loop water chilling system that circulates water at 120 gpm while maintaining a maximum cooled water temperature of 80 degrees F in ambient temperatures of 120 degrees F, down to -20 degrees F.

i. to maintain the system at 120 gpm at normal (steady Provide a 3 hp circulating pump state) conditions and at no less than 100 gpm under all conditions. (Minimum flow for GSU operation flow interlock) (Integrated or external skid with connection to cooler water inlet/outlet (as recommended by cooler manufacturer)). The Existing interim cooling system uses a 3 hp circulating pump, which is believed to exceed the requirements of the system. The existing system uses flexible hosing and only passes through a single GSU cooler. Losses across the existing coolers are unknown, and the new cooling loop is estimated to have a dynamic head loss of 22' at 120 gpm. (Or ~0.775 hp @0.85 eff).

ii. A cooling water maintenance tank to fill, maintain, and store water to ensure minor leaks do not lead to a partially filled system. (Integrated or external skid with connection to cooler water inlet/outlet and circulation pump (as recommended by cooler manufacturer)). If integrated into chiller skid or chiller manufacturers package solution, provide maintenance tank per manufacturers recommendation for a 100 gallon piping capacity system. If provided skid mounted parallel to flow (Flow does not pass through), provide tank with a minimum capacity of 200 gallons. Skid mounted in series with flow (Flow passes through), tank is not acceptable.

iii. Integrated controls and sensors for the refrigerated cooling system.

iv. Plan View Distance between water connection to GSU and closest location to Cooler is ~25'. This is accounted for in the piping requirements detailed below. The

Government intends to install the External Pump Package as close to the existing transformer as possible while remaining outside of the deluge containment pan. This location is also where the cooler is planned to be installed.

Provide an IP65 rated system to fit within a 20' x 14' horizontal rectangle (clear floor space) and have anchor points for concrete seismic anchorage.

Provided materials and equipment must have the following characteristics:

i. Be standard Commercial cataloged products of a manufacturer regularly engaged in the manufacturing of such products, which are of a similar material, design and workmanship. These products must include applications of 20 ton coolers in a temperate 45 degree latitude service for cooling a water 90%, glycerin 10% mixture. Provide test reports, factory inspection data, or quality-system certifications (e.g., ISO 9001) as evidence the product line is mature and controlled.

Satisfactory field service must have been completed by a product that has been, and presently is being sold, or offered for sale on the commercial market demonstrated by advertisements, manufacturer's catalogs, or brochures available currently and for at least the past 365 days (updated revisions of catalogs allowed if newer than 365 days).

ii. Unless necessary for delivery purposes, units must be assembled, leak-tested, charged (refrigerant and oil), and adjusted at the factory. In lieu of that, due to delivery constraints, a chiller may be assembled, leak-tested, charged (refrigerant and oil), and adjusted at the job site by a factory representative. Unit components delivered separately must be sealed and charged with a nitrogen holding charge. Unit assembly must be completed in strict accordance with manufacturer's recommendations.

iii. Parts weighing 50 pounds or more which must be removed for inspection, cleaning, or repair, such as motors, gear boxes, cylinder heads, casing tops, condenser, and cooler heads, must have lifting eyes or lugs.

iv. Chiller must include all customary auxiliaries deemed necessary by the manufacturer for safe, controlled, automatic operation of the equipment.

v. Provide chiller with a single point wiring connection for incoming power supply.

vi. Chiller must operate within capacity range and speed recommended by the manufacturer.

vii. Chiller must operate at partial load conditions without increased vibration over normal vibration at full load and must be capable of continuous operation down to the specified minimum capacity.

viii. Refrigerants must be one of the fluorocarbon gases. Refrigerants must have number designations and safety classifications in accordance with ANSI /ASHRAE 15 & 34. CFC-based refrigerants are prohibited. Refrigerants must have an Ozone Depletion Potential (ODP) no greater than 0.0 and a maximum Global Warming Potential (GWP) of 700. Provide SDS sheets for all refrigerants.

ix. Chiller refrigerant circuit must be completely piped and factory leak tested in accordance with ANSI/ASHRAE 15 & 34.

x. Chiller and individual chiller components must be provided with a factory-mounted structural steel base (welded or bolted) or support legs.

xi. Chiller and individual chiller components must be isolated from the building structure by means of vibration isolators with published load ratings.

Vibration isolators must have isolation characteristics as recommended by the manufacturer for the unit supplied and the service intended.

xii. The assembly must include as a minimum a combination filter and drier, combination sight glass and moisture indicator, an electronic or thermostatic expansion valve with external equalizer or float valve, charging ports, compressor service valves for field-serviceable compressors, and superheat adjustment.

xiii. Provide chillers with a complete factory-mounted, microprocessor based operating and safety control system.

xiv. Controls package must contain as a minimum a digital display, an on-auto-off switch, disconnect switches, power wiring, and control wiring. Controls package must provide operating controls, monitoring capabilities, programmable setpoints, safety controls, and interfaces.

xv. Chiller must be provided with the following adjustable operating controls as a minimum; A - Leaving chilled water temperature control, B - Adjustable timer or automated controls to prevent a compressor from short cycling, C - Automatic lead /lag controls (adjustable) for multi-compressor units, D - Load limiting, E - System capacity control to adjust the unit capacity in accordance with the system load and the programmable setpoints.

xvi. Controls must automatically re-cycle the chiller on power interruption.

xvii. The control system must be capable of being configured directly at the unit's interface panel.

xviii. The programmable setpoints must include Leaving Chilled Water Temperature as a minimum.

xix. Chiller must be provided with operator and equipment safety controls which automatically shut down the chiller and which require manual or automatic reset as recommended by the manufacturer.
