About this file
This document is a Questions and Answers (Q&A) attachment for a federal contract (W9127N26QA006 Amendment 0001) involving the preparation of a National Register of Historic Places Nomination 10-900 Form for the Sand Island Military Reservation in Clatsop County, Oregon. The Q&A addresses four key points: field visit requirements, transportation logistics, vegetation preservation, and documentation. USACE (U.S. Army Corps of Engineers) will provide sufficient documentation to complete the nomination without a mandatory field visit, and contractors must arrange their own transportation if they choose to visit East and West Sand Islands. Critically, no vegetation removal is permitted due to the islands being habitat for protected species, and a Memorandum of Agreement (MOA) between USACE and SHPO (State Historic Preservation Office) with a 2023 amendment is available for review.

Att 4. Q&As for W9127N26QA006 Amendment 0001 - Preparation of National Park Service National Register of Historic Places Nomination 10-900 Form for the Sand Island Military Reservation located in Clatsop County, Oregon
1. Q: Is a field visit mandatory or optional? If optional, will USACE provide sufficient documentation to complete the nomination without a field visit?
A: A field visit is not mandatory and USACE will provide sufficient documents to complete the 10-900 form without a field visit.
2. Q: What is the protocol for transportation to and from East & West Sand Island? Does the contractor need to include expenses associated with transportation and access in our quote, or does the USACE provide boat transportation and bear the cost?
A: If the contractor decides to make a field visit to East Sand Island and West Sand Island, the contractor will need to arrange their own transportation.
3. Q: Will USACE be able to support any necessary vegetation removal for our crew to access resources on the islands?
A: There will be no vegetation removal permitted for this contract. The islands are habitat for protected species and the vegetation needs to remain as it is.
4. Q: Can you provide a copy of the MOA between USACE and SHPO?
A: Copy of the MOA and its 2023 amendment are attached. Please note, the 2023 amendment does make changes to the original MOA stipulation regarding the Sand Island Military Reservation NRHP nomination.
