About this file

This is a Measurement and Payment specification section for the West Coast Hopper Contract 2026, a U.S. Army Corps of Engineers (USACE) dredging contract covering operations at Humboldt Bay (HUM), Lower Columbia River (LCR), Coos Bay (COO), and East Sand Island (ESI). The contract involves mechanical dredging using hopper dredges with material placement at designated ocean and in-water sites, as well as beach fill operations at ESI.

Payment is structured through 30 contract line item numbers (CLINs) organized as follows: CLIN 0001 covers mobilization and demobilization (job price, 60% upon equipment arrival, 40% upon final completion); CLINs 0002-0003 cover HUM dredging to required depth with ocean placement (unit price per cubic yard); CLINs 0004-0012 address LCR dredging operations including bin measure work, pre/post dredge surveys, transit mile increments (differentiated at 0-8 miles versus greater than 8 miles), and intra-project transit; CLINs 0013-0020 cover Coos Bay operations including incremental mobilization, dredging, and placement site options (shallow water, north jetty, deep water, and south jetty sites); CLINs 0021-0024 provide optional third-party hydrographic survey services for each project area; and CLINs 0025-0030 cover ESI pump-ashore operations including incremental mobilization, pre/post survey for shoreline placement, topographic/UAS survey packages, vegetation establishment, and avian dissuasion mounding (all lump sum payments). Material quantity measurement uses mechanical ullage sensors for hopper loads, with non-payable material deductions for quantities outside pay prisms, improperly transported loads, and misplaced material. Government surveys employ multi-beam hydrographic equipment with specific processing requirements (70-by-70 foot median depth sort matrices), acceptance criteria based on required channel depths and toe depths, and defined survey request timelines (14 days advance notice for MCR baselines, 3 days for pre/post surveys at other locations). The contractor bears responsibility for survey costs if post-dredge work fails acceptance criteria and requires re-dredging.

Work includes, but is not limited to, transporting the marine plant and all items of attendant equipment to the work site, installation of temporary facilities including the staging and storage area, beach work area, protection of existing facilities, repair to any facilities damaged, dredge access, preparation of all submittals and Project Record Documents, including as-built drawings and obtaining and complying with all permits (local, state and federal).

SECTION 01 22 00.00 82 Page 11

Upon completion of all phases of the work, remove the plant and equipment from the site, complete in place and accepted.

b. 60 percent will be paid to the Contractor upon mobilization of all equipment needed to commence dredging and pump ashore material placement operations. The remaining 40 percent will be paid to the Contractor upon final completion and acceptance of all pump ashore work associated with CLINs 0026, 0027, and 0030.

3.1.20 ESI, Pre/Post Survey, Increment for Shoreline Placement, Optional Line Items, CLIN 0026 and CLIN 0027

a. Measurement and Payment: Payment under this CLIN will cover all incremental costs associated with diverting dredged material from in-water placement under CLINs 0004, 0015, or 0016 to the designated East Sand Island (ESI) pump-ashore placement site, and for constructing the beach fill in accordance with the contract plans and specifications.

b. This increment includes the additional transport, pump-ashore operations, placement, grading, and all incidental equipment, labor, and activities required to place material at ESI instead of the in-water placement sites.

c. For material dredged between RM 7+00 and RM 17+20 in the Lower Columbia River (LCR) under CLIN 0004, transport from the dredge area centroid to RM 7+00 will be paid separately under CLINs 0010 and 0011.

Any remaining transportation and pump-ashore placement effort required to deliver material to the ESI site, beyond that compensated under CLINs 0010 and 0011, must be included in this increment under CLINs 0026 and 0027.

d. Payment Method: Payment will be made at an incremental cost per cubic yard of material placed at ESI, in addition to the payment for dredging under CLINs 0004, 0015, or 0016. This CLIN does not pay for dredging quantities or standard transit already compensated under other CLINs. This increment covers the transport and placement of material specifically at ESI instead of in-water placement sites. .

e. Measurement: The quantity of material for which payment will be made under this CLIN will be determined by in-place measurement, in cubic yards, of material acceptably placed within the Government-furnished beach fill template. Measurement will be based on the difference between the pre-placement and post-placement topographic surveys using the average end-area method.

f. Non-Payable Material: Material placed outside the designated beach fill limits shown on the contract drawings, material obtained from outside the approved dredge site or below the maximum dredging depth, or material that is improperly transported or misplaced will not be paid under this CLIN. Material placed in excess of the allowable beach fill tolerances and not designated for avian dissuasion overbuild/mounding will be considered non-payable under CLINs 0026 and 0027.

g. Constructed Caspian Tern (CATE) Colony Template Inclusion: The CATE colony pad is a required component of the Government-furnished beach fill template and must be constructed as shown on the Contract drawings. The CATE colony pad must be circular in plan, with a minimum

SECTION 01 22 00.00 82 Page 12 surface area of one acre, and must be constructed to a nominal crest elevation of 16 feet NAVD88, with a tolerance of +/- 0.5 feet and associated side slopes. All dredged material placed within the limits of the beach fill template, including material forming the CATE colony pad, must be measured and paid for in accordance with subparagraphs

(a) through (d). No separate payment will be made for construction of the CATE colony pad.

h. Intentional Overbuild for Avian Dissuasion Mounding: Material intentionally placed above the design beach fill crest elevations within the designated avian dissuasion mounding zones shown on the Contract Drawings may be included in the measured in-place quantity for payment under this CLIN, provided the following conditions are met:

(1) Placement Limits: The material is placed within the lateral beach fill limits and within areas identified on the drawings as eligible for avian dissuasion overbuild.

(2) Authorized Overbuild Elevation: To provide material for subsequent avian dissuasion shaping, the Contractor is permitted to place material up to a maximum of 1.5 feet above the applicable design crest elevation (e.g., 12 ft or 13 ft NAVD88, as shown on the drawings) within designated mounding zones.

(a) Material placed within this authorized overbuild elevation must be considered part of the accepted pump-ashore beach fill and will be measured and paid as in-place quantity under the applicable pump-ashore placement CLINs, provided all required slopes and elevation limits below the crest are achieved.

(b) Material placed in excess of 1.5 feet above the design crest elevation is not authorized unless expressly directed by the Contracting Officer (CO) and will be considered non-payable.

(3) Protection of Accepted Template: Following completion of the post-placement acceptance survey, do not excavate, disturb, or regrade beach fill material below the accepted design crest elevation (12 ft or 13 ft NAVD88, as applicable), except when explicitly directed by the CO.

(4) Survey Documentation: The post-placement survey must clearly document the constructed beach fill surface, including areas of authorized intentional overbuild, to support acceptance of the beach fill template and to identify material available for subsequent avian dissuasion shaping.

Subsequent shaping, grading, or reconfiguration of authorized overbuild material into avian dissuasion mounds or trenches will be performed under Optional CLIN 0030 and must not require re-survey or adjustment of pump-ashore payment quantities, provided avian dissuasion activities do not disturb the beach fill template below the design crest elevation (12 ft or 13 ft NAVD88).

3.2 PAYMENT METHOD

3.2.1 Bin Measure Areas

In Bin measure work areas, the Government will provide a required quantity for the Contractor to dredge and a maximum dredging pay depth. In LCR work areas the dredging pay prism is formed by the maximum pay depth, the 1-vertical to 3-horizontal side slopes, and the horizontal channel limits or maximum pay width. In MCR work areas, the dredging pay prism is formed by the maximum pay depth, vertical side slope, and the horizontal channel limits or maximum pay width. The required dredging quantity will be a maximum of 85 percent of the estimated quantity available as determined by single-beam or multi-beam Government hydrographic surveys, unless mutually agreed upon by the Contractor and the Government. A work area will be accepted when the total quantity dredged is within a single hopper load quantity of the total required dredging quantity. Survey the entire dredging area every 72 hours minimum unless there has been no dredging in

SECTION 01 22 00.00 82 Page 16 the work area during that period.

3.2.2 Bin Measure to Required Depth Areas

In Bin measure to Required Depth work areas, the Government will provide a required channel depth, with a maximum pay depth of one to 2 feet beyond the required channel depth (2 feet in both HUM and COO, and one foot in LCR), and a required toe depth which is equal to or shallower than the required channel depth. The dredging pay prism is formed by the maximum pay depth, the 1-vertical to 3-horizontal side slopes and the horizontal channel limits or maximum pay width. Request post-dredge Government hydrographic surveys in accordance with this Section and survey the entire dredging area every 48 hours minimum.

a. HUM: Work areas will be accepted based on hydrographic surveys as described in Subpart SURVEYS of this Section. HUM survey data will be processed using a median depth sort with a 70 by 70 foot Matrix. Use actual X-Y positions where possible; otherwise, position calculated values at the cell center. The Government reserves the right to accept a work area which does not meet the acceptance criteria listed above. Dredging is not allowed below the maximum dredging depth.

b. LCR: Work areas will be accepted based on hydrographic surveys as described in Subpart SURVEYS of this Section. Survey data will be processed using a median depth sort with a 70 by 70 foot Matrix. Use actual X-Y positions where possible; otherwise, position calculated values at the cell center. A work area will be accepted when:

(1) All of the sorted survey values inside the prescribed work area limits (unless within 75 feet of cut line/toe) are equal to or deeper than the required channel depth.

(2) All of the sorted survey values within 75 feet of the cut line/toe are equal to or deeper than the required toe depth. The Contractor will not be required to remove the material on the side slopes for acceptance.

NOTE: For LCR work areas, the Government may require two different toe depths for opposite sides of the channel within the same work area. The Government may also require two different depths within the channel. The depth split would occur only long-channel and not cross-channel, and typically fall on the channel centerline.

c. COO: Work areas will be accepted based on hydrographic surveys as described in Subpart SURVEYS of this Section. COO survey data will be processed using a median depth sort with a 70 by 70 foot Matrix. Use actual X-Y positions where possible; otherwise, position calculated values at the cell center. The Government reserves the right to accept a work area which does not meet the acceptance criteria listed above.

Dredging is not allowed below the maximum dredging depth.

3.2.3 Pre/Post Dredge Survey

LCR: In Pre/Post Dredge Survey work areas, the Government will provide a required channel depth, with a maximum pay depth of one foot beyond the required channel depth, and a required toe depth which is equal to or shallower than the required channel depth. The dredging pay prism is formed by the maximum pay depth, the H:V, rise over run, 3-horizontal to 1-Vertical, and the horizontal dredging area limits. Request post-dredge

SECTION 01 22 00.00 82 Page 17

Government hydrographic surveys in accordance with this Section and survey the entire dredging area every 72 hours minimum. Work areas will be accepted based on multi-beam Government hydrographic survey data processed using a median depth sort, using actual X-Y (where possible), with a 70 by 70 foot Matrix. A work area will be accepted when:

a. All of the sorted survey values inside the prescribed work area limits (unless within 75 feet of channel edge/toe) are equal to or deeper than the required channel depth.

b. All of the sorted survey values within 75 feet of the cut line/toe are equal to or deeper than the required toe depth. The Contractor will not be required to remove the material on the side slopes for acceptance.

NOTE: The Government may require two different toe depths for opposite sides of the channel within the same work area within LCR work areas.

3.2.4 Beach Pre/Post Placement Survey

Refer to Section 01 11 00.42 82 SUMMARY OF WORK - EAST SAND ISLAND and Section 35 24 13.11 82 TRAILING SUCTION DREDGING for beach pre/post placement survey requirements.

3.3 SURVEYS

3.3.1 Government Surveys

a. In both pre- and post-dredge and bin measure to required depth acceptance areas, the Government will determine acceptance by utilizing electronic depth soundings and horizontal positioning equipment. Dredge material quantities determined by survey will used for payment solely in pre- and post-dredge survey work areas.

Accuracy(ies) will be in accordance with stated quality control values in EM 1110-2-1003 . Government methods for payment and acceptance surveys are listed below by project. The Government may use multi-beam or single-beam methods for surveys not listed below:

(1) HUM: Sounding depths used for determining acceptance will be derived from multi-beam surveys, utilizing Wide Area Augmentation System (WAAS) or RTK, corrected for sound velocity and tides.

(2) LCR: Sounding depths used for determination of pay quantity volumes for Pre/Post Dredge Survey work areas will be derived from surveys utilizing multi-beam methods with Advanced Channel Design for volume calculations, and corrected for tide. Multi-beam methods will also be used for Government surveys to determine acceptance. The government may elect to use kinematic tide data (KTD) files for tide corrections to LCR surveys.

(3) COO: Sounding depths used for determining acceptance will be derived from multi-beam surveys, utilizing Real Time Kinematic (RTK), for vertical control.

b. Government Equipment: The following survey equipment (or comparable based on asset availability) will be used by the Government Survey Crews during the collection of sounding data, as per the USACE Hydrographic Survey Manual ( EM 1110-2-1003 ), and will be considered

SECTION 01 22 00.00 82 Page 18 the standard for which data is obtained:

HUM

Positioning and Attitude System: POS-MV 320 IMU or Integrated Applanix IMU Multibeam Echosounder: Teledyne RESON T50P or T20P Sound Velocity Profiler: AML BaseX2

LCR and COO Positioning and Attitude System: Applanix POS MV V5 Wavemaster Multibeam Echosounder: Teledyne RESON T-50 Singlebeam Echosounder: Teledyne ODOM CV-100 with a 3 degree 200khz transducer Sound Velocity Profiler: AML BaseX2

NOTE: For all work areas, the Government will be available at the request of the Contractor to run check surveys between the Contractor's and Government's survey vessels prior to the start of work at each project location. Requests for check surveys should be submitted five days in advance. The check survey at HUM will only be conducted at the time that the associated pre-dredge survey is collected, thus the Contractor survey vessel would need to be on site prior to the start of work. At the request of the Contractor, the Government will provide the survey line files by which surveys are run.

c. The dredging pay area prism is defined in Paragraph PAYMENT METHODS and in Section 35 20 23.00 82 , DREDGING AND CHANNEL CLEARING, Paragraph Dredging Requirements, and is shown in Attachment Descriptive Sketch. Cubic yard volumes will be computed by comparing the most recent Government's pre-dredge and post-dredge hydrosurvey soundings sorted on a 5 foot by 5 foot grid of median depth values against the Advanced Channel Design template. Use actual X-Y positions where possible; otherwise, position calculated values at the cell center.
