PART 3 EXECUTION
3.1 SITE PREPARATION
a. Confirm Eligible Areas: Only seed areas landward of MHHW and within the limits shown on the drawings or as directed by the CO. Do not seed at or below MHHW or in areas subject to regular tidal inundation, standing water, or active wave/wake action.
b. Surface Condition (Sand/Substrate): Provide a uniform, stable seedbed suitable for application on sand surfaces. Where final grading results in a smooth or crusted surface, lightly scarify/track-walk the surface to improve seed retention and seed-to-surface contact without creating ruts, berms, or windrows that could interfere with avian management or drainage.
c. Debris Removal: Remove debris, trash, and other deleterious materials from areas to be seeded.
d. Repairs: Repair erosion damage, washouts, or equipment impacts prior to seeding.
e. Wet Conditions: Do not seed or hydromulch in the presence of free surface water resulting from rain, melting snow, tidal influence, or other causes.
3.2 SEEDING
3.2.1 Rates
a. Seed - Seed to be applied a minimum rate of 30 pounds per acre or as recommended by seed supplier to achieve the coverage specified in Subpart 3.4.
b. Fertilizer - Apply fertilizer at a rate of 200 pounds per acre.
c. Mulch - Specified in Subpart MULCH.
SECTION 32 90 00.00 25 Page 8
d. Tackifier - Specified in Subpart TACKIFIER FOR CELLULOSE FIBER
APPLICATIONS.
3.2.2 Seed Application Method
a. Seeding method must be hydroseeded, broadcast/drop seeded, and/or drill seeded.
b. Prevent drift and displacement of seed and fertilizer regardless of equipment and methods used.
c. Prevent seed, fertilizer, and mulch from falling or drifting onto adjacent wetlands outside of defined work areas.
d. Do not apply seed during wind conditions that prevent accurate placement or that cause seed drift into non-seeding areas, including the CATE colony footprint, designated avian dissuasion features, or areas below MHHW.
e. Seed application must not obstruct required line-of-sight from the CATE colony to open water. Do not place seed within the CATE colony footprint unless specifically shown on the drawings or directed by the
CO.
3.2.3 Hydroseeding, Fertilizing, Hydromulching, and Tacking
Apply seed, fertilizer, mulch, and tackifier as follows:
a. Use hydraulic equipment that continuously mixes and agitates the slurry and applies the mixture uniformly through a pressure-spray system providing a continuous, non-fluctuating delivery. Ensure the equipment and application method provides a uniform distribution of the slurry. Place seed, fertilizer, mulch, and tackifier in the hydroseeder tank no more than 30 minutes prior to application.
b. When seeding in conjunction with erosion control material, apply seed, fertilizer, and tracer before installing matting.
c. Do not apply mulch/tackifier in a manner that fills, smooths, or otherwise degrades avian dissuasion features (e.g., blade-cut trenches or low-profile mounds) or alters accepted beach-fill grades and slopes.
3.2.3.1 Hydroseeding Operation
a. Hydroseeding will be accomplished as a two-step process.
Step 1 - Apply seed, fertilizer, and tracer. The seed and fertilizer may be applied separately or together. If hydromulch is used as a tracer, apply it at a rate of 500 pounds per acre.
Step 2 - Apply mulch and tackifier. Hydromulch, if used as tracer in Step 1, will be included as part of the specified hydromulch rate specified below.
b. Apply the hydromulch slurry with or without seeds by aiming the nozzle upward rather than directly at the soil, so that the slurry does not hit the soil surface with full force. Maintain a continuous agitator action, that keeps the mulching material and tackifier in uniform suspension, throughout the distribution cycle. The pump
SECTION 32 90 00.00 25 Page 9 pressure must be capable of maintaining a continuous non-fluctuating stream of slurry. The slurry distribution lines must be large enough to prevent stoppage and the discharge line must be equipped with a set of hydraulic spray nozzles that must provide an even distribution of the mulch slurry to the seedbed. Ensure the application is uniform and at the prescribed rate, free of misses and overlapped areas.
Cover a minimum of 95 percent of the soil surface area with hydromulch. Cure a minimum of 24 hours before rain events or irrigation and install per manufacturer's instructions, modified to incorporate the above-noted requirement of two separate application stages.
c. Mulching must not be done in the presence of free surface water resulting from rains or tidal influence or other causes.
3.2.3.2 Seed
Thoroughly mix seeds when more than one kind is to be used.
3.2.3.3 Mulch
Apply hydromulch at the following rates based on dry fiber weight:
a. Slopes Flatter Than 1V:2H - Apply cellulose fiber that includes a tackifier at a rate of 2,000 pounds per acre.
b. Slopes 1V:2H or Steeper - Apply cellulose fiber that includes a tackifier at a rate of 3,000 pounds per acre.
3.2.3.4 Tackifier for Cellulose Fiber Applications
Use one of the following:
a. Liquid Stabilizer Emulsion. Dilute the emulsion with water at a rate of one part emulsion to 30 parts water. Apply the diluted mixture at the rate of 865 gallons per acre unless the manufacturer recommends a greater rate of application.
b. Dry Powder Tackifier. Apply at the following rates unless manufacturer recommends a greater rate of application:
(1) Slopes flatter than 1V:2H. 60 pounds per acre mixed with hydromulch fibers at the rate specified.
(2) Slopes of 1V:2H or Steeper. 100 pounds per acre mixed with hydromulch fibers at the rate specified.
3.2.4 Broadcast and Drop Seeding
a. Apply seed and fertilizer separately or together as the first step.
Apply dry mulch as the second step. Tackifier as the third step.
b. Accomplish broadcast seeding with a rotary spreader or by hand-held broadcast seeder. Rice hulls or other organic, inert filler material may be added to the seed mix by the seed vendor to increase the bulk of the mix for more consistent broadcast application.
SECTION 32 90 00.00 25 Page 10
3.2.4.1 Seed and Fertilizer
Apply seed and fertilizer at the specified rates. When fertilizer and seed are to be applied in dry condition, apply them separately. When applied from separate compartments, the application may be done in one operation.
Apply seed and fertilizer by one of the following methods.
a. Blower. Blower equipment using air pressure and an adjustable spout that uniformly applies dry fertilizer and dry seed in separate and successive application at constant measured rates.
b. Mechanical Spreaders. Hand or machine operated mechanical spreaders that uniformly apply dry fertilizer and dry seed separately and successively in the prescribed quantities.
3.2.4.2 Dry Mulch
a. Evenly apply straw mulch within 24 hours after seeding and fertilizing. In areas not accessible to heavy equipment or hose, apply straw mulch by hand or other approved method.
b. Place straw mulch approximately 2 inches deep, in loose condition, which requires approximately 2.5 tons per acre of dry mulch, depending on moisture content. Do not use straw mulch on slopes of 1V:1.5H or steeper.
3.2.4.3 Tacking
Anchor straw mulch using one of the following methods:
a. Dry Powder Tackifier. Unless the manufacturer recommends a greater rate, apply dry powder tackifier at the rate of 80 pounds per acre mixed with 800 pounds per acre of hydromulch.
b. Mechanical Crimping. Mechanically incorporate the straw into the top 2 inches of the soil forming a uniform surface cover effective at preventing erosion by one of the following:
(1) Crimping Disc. A heavy disk with flat scalloped discs approximately 1/4 inch thick, having dull edges and spaced no more than 9 inches apart.
(2) Sheep's Foot Roller. Modified sheep's foot roller equipment with straight studs, made of approximately 3/4 inch steel plate, placed approximately 8 inches apart and staggered. Ensure that the studs are not less than 6 inches long or more than 6 inches wide, and are rounded to prevent withdrawing the straw from the soil. Use roller with enough weight to incorporate the straw sufficiently into the soil providing a uniform surface cover.
3.2.5 Drill Seeding
Apply seed and fertilizer with a grass seed drill that works fertilizer into the soil and places seed under about 1/4 inch soil cover.
3.3 PROTECTION OF SEEDED AREAS
Prevent damage to prepared areas and to completed seeded areas. Replace all material that became displaced or damaged. Limit vehicle and equipment
SECTION 32 90 00.00 25 Page 11 traffic over seeded areas. Where access is required, minimize disturbance and promptly repair and reseed damaged areas.
3.4 ACCEPTANCE OF SEEDED AREA
a. Temporary seeded areas must have a ground coverage of 70 percent.
b. For permanently seeded areas, acceptance will be based on uniform application and stabilization intent, verified by CO inspection, including:
(1) Evidence of uniform seed placement within designated limits;
(2) Mulch/tackifier application (when used) that provides visible coverage and erosion/wind protection; and
(3) Establishment of a healthy stand consistent with seasonal planting conditions and the approved seed mix within a reasonable establishment period, unless prevented by weather, tide/wave impacts, or conditions beyond the Contractor's control.
c. Re-seed areas where seeding was improperly applied, materially displaced by Contractor operations, or where the CO determines stabilization intent has not been achieved.
3.5 CLEAN UP
Recycle or reuse seeding waste materials to the maximum extent practicable. Excess material shall be removed and disposed of offsite at an approved facility.
3.6 ESTABLISHMENT PERIOD
The establishment period will commence on the date that inspection by the contracting officer shows that the vegetation furnished under this contract have been satisfactorily installed and must continue for a period of 365 days. The establishment period must begin upon completion of seeding operations and will continue through the final acceptance of the beach fill work, including verification that seeded areas meet the acceptance criteria of Paragraph ACCEPTANCE OF SEEDED AREA.
3.7 MONITORING
Monitoring protocol for regrowth and site stabilization must be a component of the Revegetation and Restoration Plan and found acceptable and approved by the CO. Monitor seeded areas during construction to ensure germination, regrowth, and site stabilization consistent with the acceptance criteria in Paragraph ACCEPTANCE OF SEEDED AREA. The monitoring protocol must be included in the Revegetation and Restoration Plan and is subject to approval by the Government. No post-construction, long-term monitoring beyond final acceptance is required.
3.8 ADAPTIVE MANAGEMENT
Adaptive management strategies must be a component of the Revegetation and Restoration Plan and found acceptable by the CO.

j. Avian Dissuasion Mounding Plan: Provide a detailed Avian Dissuasion Mounding Plan describing the methods, sequencing, and controls for constructing avian dissuasion features on East Sand Island after Government acceptance of each beach fill section. The plan must demonstrate compliance with the Contract Documents, approved drawings, and Optional CLIN 0030. At a minimum, the plan must address the following:
(1) Material Source and Management: Identify how dredged beach-fill material intentionally placed above the accepted beach crest elevation (12 or 13 feet NAVD88, as applicable) will be retained and later shaped to form avian dissuasion features. No additional dredged material may be placed specifically for mounding purposes. All shaping, grading, and rehandling associated with avian dissuasion mounding must be performed under Optional CLIN 0030. Excavation, disturbance, or removal of accepted beach fill material below the approved crest elevation is prohibited.
(2) Mound Locations and Limits: Identify proposed avian dissuasion feature locations within the designated mounding zones shown on
SECTION 35 24 13.11 82 Page 5 the Contract Drawings. Mounding is permitted only:Mound Locations and Limits: Provide proposed mound locations within the designated mounding zones shown on the drawings. Mounding is permitted only:
(a) On the berm crest and upper foreshore graded at a nominal 15H:1V slope;and
(b) Above the Mean Higher High Water (MHHW) elevation (+7.61 feet NAVD88).
(c) The seaward 10H:1V slope below MHHW must remain smooth, uniform, and free of mounding or shaping.
(3) Mound Geometry: Describe typical avian dissuasion feature dimensions, spacing, and configuration. Mounds must be irregularly shaped, randomly distributed, and vary in height (generally 1 to 4 feet above adjacent grade unless otherwise approved by the Contracting Officer (CO)). Continuous ridges, uniform patterns, or features that create large flat surfaces suitable for colonial nesting are prohibited.
(4) CATE Colony View Protection: Within the designated visual corridor in front of the circular one-acre Caspian Tern (CATE) colony, propose only low-profile avian dissuasion features such as blade-cut trenches or small mounds not exceeding approximately 2 feet in height. These features must be configured to maintain an unobstructed line-of-sight between the colony and open water while reducing suitability for nesting by non-target bird species.
(5) Equipment and Methods: Identify the equipment (e.g., dozer, blade, loader) and construction sequence to be used to shape avian dissuasion features without disturbing accepted beach-fill grades, the 10H:1V nearshore slope, or the constructed CATE colony template. Equipment operations must avoid rutting, over-compaction, or grade breaks outside designated mounding zones.
(6) Coordination with Acceptance Surveys: Describe procedures to ensure avian dissuasion mounding occurs only after final acceptance surveys for each beach-fill section are completed. The plan must demonstrate that mounding activities will not alter, invalidate, or require re-acceptance of the underlying beach fill template below the approved crest elevation.
3.3 BEACH SURVEY PLAN
Submit a Beach Survey Plan with a detailed description of the survey equipment and procedures proposed to be used for completion of the work.
Submit the plan at least 20 days prior to start of dredging operations for beach placement. Include all necessary information to completely describe the work such as (but not limited to):
a. The phasing, timing, methods, control points, and benchmarks. Use datums and coordinate systems in accordance with Section 01 11 00.42 82 SUMMARY OF WORK - EAST SAND ISLAND paragraph CONTRACTOR SURVEYS.
b. Include procedures for surveys and quality control to ensure material placement and grading in the design areas are in accordance with the Contract requirements.
SECTION 35 24 13.11 82 Page 6
c. Locations and frequency of beach placement survey transects to be used for acceptance.
3.4 SUBMERGED PIPELINE
3.4.1 Pipeline Corridors
a. Pipeline routing, landing locations, and submerged pipeline alignment must be at the Contractor's discretion, subject to safe navigation, operational efficiency, and compliance with applicable regulations. Pipeline corridors are not pre-defined on the Contract Drawings.
b. Plan pipeline placement to allow efficient pump-ashore operations, including the ability to advance placement in multiple directions from a central landing location, relocate land pipe, or otherwise sequence operations to minimize rehandling and downtime.
3.4.2 Submerged Pipeline Survey Requirements
Perform and submit Submerged Pipeline surveys to document pipeline placement and removal as follows:
a. Initial Placement Survey (as-Placed Subline Survey): Following placement of the submerged pipeline and prior to commencement of pump-ashore operations, perform a survey documenting:
(1) Horizontal alignment of the submerged pipeline
(2) Pipeline landing location
(3) General seabed condition along the pipeline alignment
b. Removal Survey (As-Removed Subline Survey): Following removal of the submerged pipeline, perform a survey documenting:
(1) Confirmation of pipeline removal
(2) Final seabed condition along the former pipeline alignment
(3) Identification of any pipeline-related disturbances requiring correction
c. Surveys may be combined with other required hydrographic or nearshore surveys when practical, provided the required information is clearly identifiable.
d. Survey content and format: See Hydrographic Survey Requirements under Section 01 11 00.42 82 SUMMARY OF WORK - EAST SAND ISLAND.
e. Restoration: Any pipeline-related seabed disturbance that results in unsafe conditions, navigation hazards, or interference with subsequent beach fill operations must be corrected by the Contractor at no additional cost to the Government.
SECTION 35 24 13.11 82 Page 7
3.5 PLACEMENT OF DREDGED MATERIAL
3.5.1 General
Transport, place and shape the dredged material to the beachfill template lines, grades, slopes, and elevations indicated on the drawings. Any dredged material that is deposited other than in the areas indicated on the drawings will not be included in the measurement for payment, and the Contractor may be required to remove such misplaced material and deposit it where directed at their own expense.
3.5.2 ESI Authorized Dredge Site
Dredged material used for East Sand Island (ESI) placement must be obtained from the ESI authorized dredge site, defined as the portion of the contract's standard hopper dredge areas under CLINs 0004 and/or CLINs 0015/0016.
3.5.3 Beach Fill
a. General Placement: Place dredged material uniformly within the beach fill limits shown on the Contract Drawings. Construct the beach fill to the indicated crest elevations. Deposit dredged material in a uniform manner, progressing from the shoreward side to the seaward side of each fill section.
b. Placement of material above the indicated crest elevations is permitted to support avian dissuasion mounding, provided the required beach template below the crest elevation is achieved and accepted prior to shaping under optional CLIN 0030.
c. Priority Zones and Berm Elevation: The beach fill priority reaches are identified on the Contract Drawings. Complete Priority 1 (eastern reach) to the indicated elevations and grading requirements before advancing into Priority 2, and must complete Priority 2 before advancing into Priority 3, unless otherwise directed by the Contracting Officer. Priority Zones: The beach fill priority reaches are identified on the Contract Drawings. The Contractor may place material within Priority 1, Priority 2, and Priority 3 in any sequence or combination that best supports operational efficiency. Priority 1 and Priority 2 must be fully constructed to the required lines, grades, slopes, and crest elevations as shown on the Contract Drawings prior to final acceptance of the beach fill.
d. Slope Transition: Grade and shape the seaward face of the beach to a nominal 15H:1V slope from the crest down to the Mean Higher High Water (MHHW) elevation (+7.61 feet NAVD88). Below MHHW, the beach must transition smoothly to a 10H:1V slope. This transition must be controlled to ensure no benching occurs due to tidal effects and to maintain a continuous profile consistent with fish stranding requirements.
e. Tolerance for Slope: A tolerance of ±1 horizontal unit from the neat lines is acceptable for the 15H:1V slope. The nearshore 10H:1V slope is a requirement of NMFS, no tolerance band allowed. All slope transitions must be smooth and free of sharp breaks or benches.
f. Equipment and Grading: Provide sufficient equipment to shape, groom, and dress the beach during fill operations to maintain the
SECTION 35 24 13.11 82 Page 8 specified slopes and elevations. Fully describe the proposed beach fill sequence, grading approach, and end-section transitions in the Construction Plan.
3.5.4 Compensated Slope
a. Where localized irregularities in the pre-placement beach surface prevent full achievement of the design template at the seaward toe, the Contractor may construct a compensated slope that smooths transitions while maintaining the required crest elevations and priority-area fill volumes. Minor variations in the foreshore slope needed to achieve a uniform seaward edge are allowable, provided they do not reduce the required beach fill quantity within Priority 1.
b. Compensated slope adjustments must only be used to address small, localized irregularities in pre-existing grade and must not be used to reduce material placement in Priority 1 or to shift material disproportionately away from higher-priority reaches. All compensated slope work must maintain a constructible and visually uniform seaward edge that matches the intended nominal slope and allowable tolerance.
c. A fill section will not be accepted unless, after compensated slope adjustments, the payable quantity meets or exceeds the calculated design cross-sectional volume (excluding tolerance). Pay quantity must not exceed the design volume plus tolerance.
3.5.5 Volume-Based Template Adjustments
a. Pre-placement survey data may show natural variability in available void space within the beach fill limits. The Contractor may propose minor adjustments to the location of the seaward edge to produce a smooth, uniform fill template and maintain the nominal 15H:1V slope, provided:
(1) The required volumes for Priority 1, Priority 2, and Priority 3 are still achieved in that order;
(2) No adjustment reduces material placement in Priority 1; and
(3) Any seaward edge adjustment is applied uniformly within the affected reach, unless otherwise directed by the CO.
Submit any proposed template adjustments in the Construction Plan.
Adjustments are subject to approval to ensure beach stability and environmental compliance.
b. Volume-based adjustments are not intended to reduce Contract quantities or redistribute material away from critical erosion areas, but only to maintain a uniform template compatible with actual beach conditions.
3.5.6 Dike System
a. Conduct pump-ashore operations in a manner that retains as much material as practical within the ESI beach fill limits. The Contractor is responsible for managing discharge operations to prevent excessive runback into the river and to maintain the designated beach template.
b. The use of small containment ridges or temporary berms constructed from placed material is permitted at the Contractor's discretion to
SECTION 35 24 13.11 82 Page 9 improve operational efficiency. Such features are considered incidental to the work and will not be separately measured for payment. Permanent or maintained dike systems are not required. The Contractor may use temporary berms or didges for operational control, but such features are not intended to fully contain or impound return water.
c. The Contractor's construction plan must describe the general discharge setup and any temporary measures proposed to control runoff and facilitate uniform distribution of material along the fill area.
3.5.7 Loss Enroute
During transport to the beach placement site, water and dredged material is not permitted to overflow or spill outside of the limits of work.
Include measures to be taken to avoid loss of dredged materials during transit in the Construction Plan.
3.6 OVERDEPTH AND SIDE SLOPES
3.6.1 Allowable Overdepth
a. Dredging within the Contract's authorized maintenance areas, including the ESI Authorized Dredge Prism, must conform to the required and maximum dredging elevations shown on the Contract Drawings.
b. The indicated maximum overdepth is intended to account for operational tolerances associated with hopper dredging and is not to be construed as required dredging. Material removed beyond the maximum allowable overdepth shown on the drawings will not be measured for payment under the dredging CLINs and must not be used to justify additional payment for beach placement.
3.6.2 Side Slopes
a. Side slopes for all authorized dredging areas must conform to the required prism limits and allowable side-slope tolerances shown on the Contract Drawings. For payment purposes, the dredging prism is defined by the required depth, the allowable overdepth, and the allowable side slopes as depicted on the drawings.
b. Material removed beyond the maximum side-slope limits shown on the drawings will not be measured for payment. The Contractor may dredge within the limits of the required and allowable prism but must not rely on sloughing or additional side cutting beyond these limits to increase measurable quantities.
3.6.3 Excessive Dredging
a. Material removed below the maximum allowable overdepth or outside the allowable side-slope limits shown on the Contract Drawings will be classified as excessive dredging and will not be measured for payment.
Any additional costs resulting from excessive dredging are the sole responsibility of the Contractor.
b. If progress surveys indicate repeated, continuous, or intentional dredging beyond the allowable prism, the CO may direct the Contractor to halt dredging operations, at no additional cost to the Government, SECTION 35 24 13.11 82 Page 10 until the Contractor submits and receives approval of a corrective action plan. Once approved, dredging may resume within the authorized limits.
3.7 SEDIMENT SAMPLING AND ANALYSIS
3.7.1 Sampling
No sediment sampling or laboratory testing is required. The dredged material from the authorized prisms is considered suitable for beach placement at ESI.
3.7.2 Sediment Analysis
No laboratory sediment analyses are required. The dredged material from the authorized dredge areas has been previously characterized and is considered acceptable for beach placement at ESI.
3.8 REPORTING REQUIREMENT
a. Prepare and maintain a Daily Report of Operations (Eng Form 27A) in accordance with Section 01 45 00.15 25 RESIDENT MANAGEMENT SYSTEM CONTRACTOR MODE (RMS CM). Document dredging operations for all shifts in a 24-hour period. Further instruction on the preparation of the report will be furnished at a pre-construction conference. Copies of sample submittals are provided in Section 01 45 00.00 82 QUALITY
CONTROL.
b. Prepare and maintain Beach Fill Reports detailing the estimated quantities pumped and limits of the placement operations to date.
Submit the beach fill report weekly. Include the following information:
(1) Aerial photo of the beach fill area, label identifiable geographic features (streets, parks, etc.)
(2) Polygons indicating limits of beach fill completed with coordinates in Easting / Northing
(3) Width of beach fill
(4) Length of beach fill
(5) Quantity of beach fill in cubic yards
(6) Start and end dates of beach fill construction
(7) Name of dredge and length of discharge pipeline
(8) Total length of pipe, broken out by: floating; submerged, on beach
(9) Significant events or problems encountered during beach fill (i.e. any storms that eroded the beach, any extended periods of downtime)
3.9 BEACH PLACEMENT SURVEY AND ACCEPTANCE
a. Pre-placement and post-placement beach fill surveys, along with calculated volumes, will be used for acceptance and pay in beach fill
SECTION 35 24 13.11 82 Page 11 areas.
b. For instances where adjacent line azimuths are not parallel, volumes are determined by computing the average end-area method using the orthogonal distance between adjacent lines origins and then adding (if azimuths diverge) or subtracting (if azimuths converge) a representative wedge volume. The representative wedge volume is determined by calculating the average area along the profile and multiplying by the arc distance defined by rotating the center of mass of the profile area about the profile origin.
3.9.1 Pre-Placement and Post-Placement Beach Fill Surveys
Perform pre-placement and post-placement beach fill surveys under supervision of the CO, in accordance with Section 01 11 00.42 82 SUMMARY OF WORK - EAST SAND ISLAND. Submit the Pre-Placement Beach Fill Surveys and Post-Placement Beach Fill Surveys , along with computed volumes, every 5 days unless requested more frequently by the CO. Include plan view and cross section drawings of the most recent survey data, with the respective beach fill template, in the Daily Report of Operations.
a. Perform beach fill surveys in transect format with no more than 100 feet between transects and point spacing along the transects no further than 10 feet apart. Transects must be perpendicular to the baseline and match stationing indicated. Perform beach fill surveys at all inflection points along the baseline or bluff face. In addition, survey a minimum of two lines, spaced 100 feet apart along the baseline, outside of and within 300 feet of the longshore extents of each beach template. Survey the same transects for pre-placement and post-placement beach fill surveys. The CO may require periodic spot checks at areas between survey transects.
b. At East Sand Island, extend beach fill survey transects from the crest baseline to -3 feet Mean Lower Low Water.
c. Perform pre-placement beach fill surveys between 300 feet and 1500 feet in advance of the fill placement. The post-placement beach fill survey at a transect must be performed within 14 days of commencing the pre-placement beach fill survey at the same transect.
d. Wading in the surf zone may be performed in accordance with EM 385-1-1 , provided all required safety controls are implemented and conditions are determined safe by the Contractor's Site Safety and Health Officer (SSHO). The CO retains authority to suspend wading operations at any time if conditions are deemed unsafe.
e. Schedule the hydrographic/wading/topographic portions of the survey cross sections so that a minimum amount of time transpires between data collection of each portion of the survey lines.
