About this file

This is a questions and answers document containing contractor inquiries and government responses regarding grounds maintenance requirements at several campgrounds in the Willamette Valley Project. The document addresses specific questions about vegetation maintenance in ditches and waterways, with clarification that contractors must maintain vegetation to prevent water damming by cutting growth to 2" above ground level and water line, using only cut-and-lie methods without heavy equipment.

The document confirms an increase in total project acreage from 107 to approximately 144 acres, representing a 35% scope increase from the previous contract. Several areas are specifically excluded from the scope: the Schwarz wooded area (beyond 15' from roads), the Middle Fork bouldered center area, and the Shortridge wooded area (except for lakeside access and road-side cleared areas). The government indicates these exclusions would be better defined on maps than in writing. The document also clarifies that contractors will not be permitted to store equipment at any designated area.

1. Can you please clarify section 5.3.2.4 "Ground level", as it specifically pertains to the ditches within Schwarz Campground, when water is present? Specifically, when water is present within the ditches, are we to perform grass/weed maintenance to the water line or are we responsible for material within the ditch itself, and if so, to what point? My assumption is that when water is not present, "Ground level would include the ditch in entirety.

-The flow of water that drains from the tree Forest Service Tree Nursery up the hill is not significant. What happens is that the vegetation within the ditch gets missed. This vegetation grows really thick over 3 months and causes the water to dam up which increases the water level and therefore increases the amount of vegetation and causes drainage issues, attracts insects such as mosquitos near campsites, and is overall give an unmaintained appearance to the campground for visitors coming to recreate within our federal campgrounds.

-What we ask is that the vegetation be maintained to not cause damming of the water. This can be achieved by maintaining the vegetation no less than 2” above the ground (5.1.1) and follows the contour into the ditch and to the water level. The water level shall be treated as ground level.

Emergent vegetation within the ditch shall be maintained no less than 2” above the ground and water (5.3.2.4)

2. Section 5.3.1.4 Same question as above for Pine Meadows Campground.

-maintain vegetation to not cause damming as listed above.

3. To these above two questions, depending on level of responsibility; can you please clarify scope of services? Specifically, if the desired result requirement is to be "cut and lie" of weeds, dredging with backhoe or similar heavy equipment, etc.

-maintain vegetation to not cause damming as listed above. Cut and lie of vegetation, no heavy equipment.

4. Can you please confirm that based on evolving boundary lines, and increased accuracy of the current maps within this solicitation from previously awarded contract; the overall acreage and scope of the solicitation has increased from 107 acres to 144.65 acres? I will include a chart below for quick reference. If so, can you also confirm this increased size equates to an approximate 35% increase in overall scope in required work?

-Yes the acreage has increased to approximately 144 acres

5. Follow up question from #4: Are there any areas within the revised boundary lines that are not part of the responsibility of the landscaping contract, which might decrease the overall acreage and responsibility, and if so can these areas be clarified?

a. Example #1: 5.3.2.4 (Schwarz) Forested "natural" areas between campsites and roadway back to main restroom and loop sites within Schwarz campground which might be considered outside the scope of this contract, and therefore not the responsibility of the landscape contractor?

b. Example #2: 5.3.3.2 (Middle Fork) - The bouldered center area within the Day Use Park, does responsibility fall within the scope of this contract, or is this being left as a historical "natural area"?

c. Example #3: 5.3.1.8 (Shortridge) -Historical wooded area from front parking lot to back picnic area. Does this wooded area now fall within the responsibility of the landscape contract for maintenance and upkeep?

-we can exclude Schwarz wooded area. That is not within 15’ of roads. This part is extremely hard to define with words and would better be shown on maps -we can exclude the middle fork bouldered area in this contract.

-we can exclude the Shortridge wooded area but maintain the lakeside access and the cleared area on the road side of the park. Again hard to define with words, better defined on the map

Is the awardee able to store equipment at a designated area?

No
