About this file
This is a Quality Assurance Surveillance Plan (QASP) for grounds maintenance services in the Willamette Valley Project, covering Linn and Lane Counties in Oregon. The QASP outlines how the government will monitor contractor performance against the Performance Work Statement (PWS) requirements, shifting from direct oversight to insight through contractor quality control.
The contract covers mowing services across 13 projects in the Willamette Valley, including 4 campgrounds, 23 day-use areas, and 7 boat ramps. Key performance requirements include: maintaining grass height within specifications (95% compliance), mowing within 3 feet of camping areas (95% compliance), preventing damage to trees and shrubs (no more than 3 incidents), proper clearing of clippings (95% compliance), roadside maintenance (95% compliance), invasive species control (max 3 incidents), and maintaining zero safety incidents. The Contracting Officer's Representative (COR) will conduct 100% inspections of all services, with contractors required to redo non-conforming work at no additional cost. The contract is structured as a firm-fixed price commercial services agreement.

Quality Assurance Surveillance Plan Willamette Valley Grounds Maintenance
Linn and Lane Counties, Oregon
1. Overview
1.1 Purpose. The purpose of this quality assurance surveillance plan (QASP) is to identify the methods and procedures the government will use to ensure it receives the services under contract as identified in the performance work statement (PWS). This plan will focus on the level of performance required by the PWS, not the means and methods utilized by the contractor to complete the requirements of the PWS.
1.2 Intent. The intent of this plan is to rely on the contractor’s quality control, changing the government’s role from “oversight” to “insight”.
2. Description of Services
2.1 Program Overview. The Willamette Valley Project (WVP) consists of 13 projects spread out through the Willamette Valley, Oregon, ranging from Cottage Grove in the south to Salem in the north. Of the 13 projects only 8 support a hydropower plant. There are a total of four (4) campgrounds, 23 day use areas and seven (7) boat ramps providing recreation to the public operated by the Corps. The WVP contributes to water resource management to provide flood risk management, power generation, water quality improvement, irrigation, recreation and environmental stewardship.
2.2 Scope of Work. The Contractor shall perform all necessary mowing services as mentioned in the PWS. Tasks include scheduling mowing services, performing such services at project offices, campgrounds and day-use areas. The Contractor is responsible for maintaining quality control and positive relations with Corps personnel.
2.3 Contract. The contract type is a firm-fixed price commercial services contract.
3. Quality Control Program. The Contractor’s quality program requirements are defined in paragraph 6.4 of the PWS. The Contractor shall establish, through an independent function, a quality program that encompasses all aspects of the contract and is implemented by a Quality Control Plan (QCP).
4. Surveillance Approach
4.1 Purpose. To facilitate the surveillance of the QCP, government personnel will verify contractor compliance with designated performance requirements. Performance will be verified by the Contracting Officer (KO) or Contracting Officer’s Representative (COR). The intent of this surveillance approach is to gain confidence in the Contractor’s way of doing business and then adjusting the level of oversight to a point that maintains that confidence.
Copies of the QCP and QASP will be maintained within the contract binder for reference. An activity log will document important surveillance actions or discussions about performance or scheduling.
4.2 Surveillance. Inspections by the COR, in addition to complaints from project personnel and/or visitors areas under this contract, will serve as the surveillance method as identified in the Performance Requirements Summary (PRS) section 5, of the PWS. If the COR discovers deficiencies and/or receives complaints, the COR will alert them to the contractor for correction.
If any of the services do not conform to contract requirements, the government may require the Contractor to perform the services again in conformity with the contact requirements, at no increase in contract amount.
