INTRODUCTION

In 2020, Hamer Environmental was contracted by Pacific Pile and Marine to conduct Marine Mammal

Monitoring during vibratory and impact pile driving for the Sand Island Test Piles project in the mouth of the Columbia River. Monitoring for Marine Mammals was required by the National Marine

Fisheries Service (NMFS) during pile driving and removal activities for this project as part of an

Incidental Harassment Authorization (IHA) authorized under the Marine Mammal Protection Act

(MMPA). Monitoring for Marine Mammals was conducted on 15 days between September 16 and

October 9.

METHODS

Two Protected Species Observers (PSOs) were required to monitor for marine mammals during all pile installation and removal activities. One PSO was positioned on the barge adjacent to pile installation and removal; the second PSO was stationed on a boat to more effectively search the monitoring zone. Monitoring began at least 30 minutes prior to the initiation of pile removal or installation, and continued until 30 minutes post-completion. Each observer had an unobstructed view of the shutdown and monitoring zone (Table 1 & 2, Figures 1 &2).

If any marine mammals were present within or approaching the shutdown zone during this 30-minute monitoring period, pile installation and removal would be delayed until the marine mammal voluntarily left the shutdown zone for at least 15 minutes. If no marine mammals were seen during the 30-minute monitoring period or if more than 15 minutes had passed since a marine mammal was seen within or approaching the shutdown zone, pile installation and removal was allowed to commence. If increased sea state conditions limit the observers’ ability to see the shutdown and monitoring zones, pile installation and removal would be stopped until visibility improved. If foggy conditions limit the visibility of the PSO’s, pile driving is allowed to commence as long as the PSO’s can fully monitor the shutdown zone.

At the start of any impact work, Pacific Pile and Marine would employ a “soft start” technique, consisting of an initial set of strikes at reduced energy, in order to allow marine mammals to vacate the area. Pile installation and removal was stopped if a marine mammal approached or entered the shutdown zone. In the event of a shutdown of activity resulting from marine mammals in the shutdown zone, marine mammal behavior was monitored and documented until they left of their own volition. Installation and removal work would then be delayed until the marine mammal was visually confirmed to have voluntarily left the shutdown zone or if 15 minutes had passed without the animal being seen. All marine mammal detection information was recorded separately by each observer on a

Marine Mammal Observation Record Form (APPENDIX B & C). Level A Take and Level B

Harassment were recorded according to distance, species class, and activity type as described in the

IHA and in accordance with the MMPA.

RESULTS

Marine mammal monitors were onsite for 15 days during the Sand Island Pile Dike Systems Test Piles

Project (Table 3). Vibratory work took place during all 15 of those days, while impact pile installation took place on 9 days, for a total of 40 24-inch steel piles installed. No work was stopped due to poor visibility or other weather conditions that would preclude effective monitoring. Vibratory pile installation and removal occurred for a total of 930 minutes over the 15 days of pile driving, while impact driving lasted for 107 minutes, for a total of 1037 minutes of pile driving during the project

(Appendix A).

Two-hundred eighty-five detections of marine mammals were recorded by observers, for a total of

389 individuals. A detection constituted visually seeing one or more marine mammals of the same species interacting either on their own or in a group. Most detections were of single marine mammals, though large groups of Harbor seals were occasionally seen. Harbor seals were the most common species observed, accounting for 214 of all detections (75%) and a total of 309 individuals (79%), followed by California sea lions with 56 detections (20%) and 61 individuals (16%). Humpback whale, harbor porpoise, and Steller sea lion comprised the remainder of the observations. A detailed record of all marine mammals observed is found in Appendix B.

One to two Humpback whales were seen on occasion during the project, with all but one of the detections occurring outside of pile driving operations. The whales seemed to come through the area with the incoming tides to forage for food and leave with the outgoing tides. In recent years, Humpbacks have been seen foraging in the vicinity of the Astoria-Megler Bridge and off the coast of

McGowan, Washington. One humpback whale was observed in the monitoring zone (5,420 m) during vibratory pile installation at 12:57 on 9/18. Work was immediately stopped while USACE discussed the observation with NMFS. The whale seemed to be transited through the monitoring zone when it was observed. Work re-started after confirmation that work could proceed and more than 15 minutes had passed without the individual being seen. All other observations of humpback whales occurred outside construction activity, and pile driving was delayed until either the animal was observed leaving the monitoring zone or at least 15 minutes had passed without the individual being seen. No other shutdowns occurred during this project. Take and harassment for all other species were within authorized levels (Table 4).

APPENDIX C: MARINE MAMMAL OBSERVATION RECORD FORMS
