About this file

This notice is a sources sought synopsis from the U.S. Army Corps of Engineers, Mobile District regarding Schweitzer Engineering Laboratories substation and medium voltage switchgear relay and control equipment for the Missile Defense Agency Ground Test Facility Infrastructure project located at Redstone Arsenal, Alabama. The synopsis seeks sources for SEL overcurrent protection relays, feeder protection relays, control switch modules, Ethernet switches, and revenue meters to integrate the high and medium voltage scope of the project into Redstone Arsenal's existing SCADA system. The SEL equipment is required for compatibility and maintainability within the base's existing power grid, which includes 23 substations already using SEL equipment, two of which will be modified under this project. Interested parties should provide manufacturer and product data along with written statements of compliance and supporting documentation by January 2, 2024 to be considered for the planned fiscal year 2024 solicitation.

Description

The U.S. Army Corps of Engineers, Mobile District (SAM) intends to place a brand name specification into solicitation W9127823R0069 in accordance with FAR 6.302. Interested persons may identify their capability to respond to the requirement. This notice is not a request for competitive proposals;

however, all information received within 15 days after publication of this synopsis will be considered by the Government. A determination by the Government not to include this proposed brand name specification based upon responses to this notice is solely within the discretion of the Government. The U.S. Army Corps of Engineers, Directorate of Contracting, is conducting a market survey to identify sources for Schweitzer Engineering Laboratories (SEL) substation and medium voltage switchgear relay and control equipment.

The U.S. Army Corps of Engineers, Mobile District, anticipates a future procurement for the FY-24 Missile Defense Agency (MDA) Ground Test Facility Infrastructure (GTFI) project located at Redstone Arsenal, AL. The GTFI includes conversion of approximately 163,466 SF of existing administrative space to data center, RDT&E laboratories, and updated administrative space. The GTFI also includes a 14,138 SF one-story building expansion for electrical gear housing.

The Schweitzer Engineering Laboratories (SEL) equipment for the substation and switchgear work includes Overcurrent Protection Relay, Feeder Protection Relay, Control Switch Module, Ethernet Switch and Revenue Meter. Application of SEL equipment is essential to meeting Government’s requirements, thereby precluding consideration of another product. There are 23 existing substations on Redstone Arsenal that all use SEL equipment. This includes two substations to be modified as part of the MDA GTFI project. The SEL equipment is required to maintain compatibility and maintainability within the existing power grid system. SEL equipment is required for this project to integrate the high and medium voltage scope of the MDA GTFI project into Redstone Arsenal’s existing electrical SCADA system. It would be detrimental to Redstone Arsenal’s power system and jeopardize the system’s ability to operate if SEL equipment is not installed.

This request is not a request to be placed on a solicitation mailing list. It is for information only and is not a request for proposal (RFP) or announcement of a solicitation. The purpose of this Sources Sought request is to obtain sources for the SEL equipment to meet the above requirements. If no other sources exist that can meet these requirements, then it is the Government’s intent to specify the Schweitzer Engineering Laboratories Brand Name for development of the substation design for use in the FY-24 MDA GTFI solicitation. Firms interested in being considered shall provide manufacturer's name, product data, and written statement of compliance with stated requirements. The written statement of compliance shall include necessary backup design information and supporting documentation. A list of projects in which the equipment has met similar requirements for similar applications shall be provided.

The list shall include the exact location of project(s) and a point of contact with phone numbers. The Government will not pay for any material provided in response to this notice nor return the data provided. Responses should be emailed to the contacts identified in SAM.gov no later than 5:00 PM CST, 02 January 2024. No other forms of transmission are requested or will be accepted.
