About this file
This notice is a sources sought synopsis from the U.S. Army Corps of Engineers, Mobile District regarding Honeywell CIPer Internet Protocol unit controllers for a Building Automation and Control Network for the Missile Defense Agency Ground Test Facility Infrastructure project located at Redstone Arsenal, Alabama. The project involves converting approximately 163,466 square feet of existing administrative space to data centers, research and development laboratories, and updated administrative space, as well as a 14,138 square foot building expansion. The synopsis seeks sources for Honeywell CIPer Model 30 IP-based Niagara 4 controllers to integrate into the existing energy management control system, which currently uses Honeywell controllers across multiple campus buildings. Responses are requested with manufacturer and product details, a statement of compliance with requirements, and supporting documentation, and are due by 5:00 PM CST on January 2, 2024. Description
The U.S. Army Corps of Engineers, Mobile District (SAM) intends to place a brand name specification into solicitation W9127823R0069 in accordance with FAR 6.302. Interested persons may identify their capability to respond to the requirement. This notice is not a request for competitive proposals;
however, all information received within 15 days after publication of this synopsis will be considered by the Government. A determination by the Government not to include this proposed brand name specification based upon responses to this notice is solely within the discretion of the Government. The U.S. Army Corps of Engineers, Directorate of Contracting, is conducting a market survey to identify sources for Honeywell CIPer Internet Protocol (IP) Unitary Controllers for Building Automation and Control Networks (BACnet).
The U.S. Army Corps of Engineers, Mobile District, anticipates a future procurement for the FY-24 Missile Defense Agency (MDA) Ground Test Facility Infrastructure (GTFI) project located at Redstone Arsenal, AL. The GTFI includes conversion of approximately 163,466 SF of existing administrative space to data center, RDT&E laboratories, and updated administrative space. The GTFI also includes a 14,138 SF one-story building expansion for electrical gear housing.
The Honeywell equipment includes CIPer Model 30 IP based, Niagara 4 controllers to support the GTFI BACnet. Application of Honeywell controllers is essential to meeting the Government’s requirements, thereby precluding consideration of another product. The GTFI project is located on a large campus containing multiple large administrative complexes, all of which utilize the referenced Honeywell controllers for the energy management control system (EMCS). The Honeywell equipment is required to maintain compatibility with the existing EMCS for the campus. The Honeywell controllers will allow seamless integration into the existing system EMCS. It would be detrimental to the EMCS to introduce non-compatible controllers that require establishment and ongoing operation of a second EMCS.
This request is not a request to be placed on a solicitation mailing list. It is for information only and is not a request for proposal (RFP) or announcement of a solicitation. The purpose of this Sources Sought request is to obtain sources for the Honeywell equipment to meet the above requirements. If no other sources exist that can meet these requirements, then it is the Government’s intent to specify the Honeywell Brand Name for development of the GTFI BACnet design for use in the FY-24 MDA GTFI solicitation. Firms interested in being considered shall provide manufacturer's name, product data, and written statement of compliance with stated requirements. The written statement of compliance shall include necessary backup design information and supporting documentation. A list of projects in which the equipment has met similar requirements for similar applications shall be provided. The list shall include the exact location of project(s) and a point of contact with phone numbers. The Government will not pay for any material provided in response to this notice nor return the data provided. Responses should be emailed to the contacts identified in SAM.gov no later than 5:00 PM CST, 02 January 2024. No other forms of transmission are requested or will be accepted.
