A determination by the Government not to include this proposed brand name specification based upon responses to this notice is solely within the discretion of the Government. The U.S. Army Corps of Engineers, Directorate of Contracting, is conducting a market survey to identify sources for Best door hardware cylinder master keying systems.
The U.S. Army Corps of Engineers, Mobile District, anticipates a future procurement for the FY-24 Missile Defense Agency (MDA) Ground Test Facility Infrastructure (GTFI) project located at Redstone Arsenal, AL. The GTFI includes conversion of approximately 163,466 SF of existing administrative space to data center, RDT&E laboratories, and updated administrative space. The GTFI also includes a 14,138 SF one-story building expansion for electrical gear housing.
The Best master keying system includes cylinders with interchangeable seven pin tumbler cores.
Cylinders must comply with ANSI/BHMA A156.5 (2020). Application of Best cylinders is essential to meeting the Government's requirements, thereby precluding consideration of another product. All existing locks of the Proponent Agency’s existing facilities, including the facility being renovated, use the Best cylinders with interchangeable cores. The keying system of the new GTFI must be identical to ensure compatibility and to maintain a single master keying system.
This request is not a request to be placed on a solicitation mailing list. It is for information only and is not a request for proposal (RFP) or announcement of a solicitation. The purpose of this Sources Sought request is to obtain sources for the keying system to meet the above requirements. If no other sources exist that can meet these requirements, then it is the Government’s intent to specify the Best Brand Name for development of the door hardware cylinder design for use in the FY-24 MDA GTFI solicitation.
Firms interested in being considered shall provide manufacturer's name, product data, and written statement of compliance with stated requirements. The written statement of compliance shall include necessary backup design information and supporting documentation. A list of projects in which the cylinder master keying system has met similar requirements for similar applications shall be provided.
The list shall include the exact location of project(s) and a point of contact with phone numbers. The Government will not pay for any material provided in response to this notice nor return the data provided. Responses should be emailed to the contacts identified in SAM.gov no later than 5:00 PM CST, 02 January 2024. No other forms of transmission are requested or will be accepted.
