SUMMARY OF CHANGES
(End of Summary of Changes)
The following items are applicable to this modification:
REVISE 2.3 FACTOR 3
AMENDMENT NO. 0002
The purpose of this amendment is to: 1. Delete Section 2.3 Factor 3 – Tab C: Small Business Participation Plan and 2.4 Factor 4 –
Subcontracting Plan (individual Contract Plan) and replace with the attached.
The hour and date specified for Receipt of Offer is not extended.
All other terms and conditions remain unchanged.
2.3 Factor 3 – Tab C: Small Business Participation Plan. The Offeror is required to demonstrate its “planned” level of commitment to small business (SB) usage if awarded a contract under this solicitation, and demonstrate its previous commitment to SBs through its record of past utilization of SBs in the performance of past contracts. Work performed by an Offeror that is a SB Prime Contractor shall be considered Small Business Participation and Small Business Utilization.
(a) Small Business Participation. Offerors (both large and small business) are to demonstrate their level of commitment to utilizing SBs by identifying the extent to which SBs as defined by the North American Industry Classification System (NAICS) Code applicable to this solicitation are to be used. The Offeror’s own participation as a SB is to be identified, and will be considered in evaluating the Small Business Participation. All Offerors are to address the following items in a narrative form:
1) Offerors shall provide a Small Business Participation Plan that identifies its anticipated utilization of SB concerns in performance of this solicitation. The Offeror’s percentage of work committed to SBs will be evaluated. To be acceptable, an Offeror must submit their best effort of the Total Small Business Participation. The Offeror’s plan must reflect its effort measured as a percentage of the total contract amount. SB Offerors should include their own efforts when addressing percentages.
2) Offerors shall provide a list of services that potentially could be committed to SBs, including, but not limited to, electrical services, installation services, commissioning, demolition, and asbestos testing and abatement. SB Offerors should include their own efforts when addressing services.
(b) Past Utilization of Small Business. Offerors (both large and small business) are to show the extent to which they have utilized SBs in past contracts.
W91278-17-R-0001
1) Offerors shall submit a record of the past three (3) consecutive years that demonstrates the utilization of SBs in the performance of its contracts, to include percentage of utilization. The work performed directly by an Offeror that is a SB prime contractor will be considered as past Small Business Utilization. Past information is limited to the three years preceding the solicitation issue date. An Offeror may demonstrate its past record by including a description and available documentation that shows the methods employed to promote Small Business Utilization and internal methods used to monitor such utilization.
2) Offerors who are large businesses as defined by the NAICS Code applicable to this solicitation are to also provide documentation of their achievement of the goals established under FAR 52.219-9 “Small Business Subcontracting Plan” on prior contracts. Documentation may be in the form of copies from the “Electronic Subcontracting Report for Individual Contracts” if report dates fall within the three year period indicated. Offerors may provide a brief narrative to explain why Small Business goals were not met.
3) Large businesses that have never held a contract incorporating FAR 52.219-9 shall so state and provide a narrative addressing the following:
• How has your company historically promoted the usage of SBs as subcontractors?
• How has your company made Small Business subcontracting opportunities available to SBs?
• How has your company historically monitored SB usage (your firm’s methods of reviewing Small Business subcontracting practices/opportunities)? (The term “monitored SB usage” as it is used in this solicitation means to track the amount/quantity of your firm’s subcontracting to SBs, NOT monitoring the performance of SB subcontractors.)
2.4 Factor 4 Subcontracting Plan. Separate from the Small Business Participation Plan, Large Business Offerors must also submit a Subcontracting Plan (Individual Contract Plan) as required by FAR 52.219-9 (DEVIATION), Alternate II. The Subcontracting Plan will not be rated by the SSEB, but rather reviewed by the Small Business Advisor and the Contracting Officer for acceptability. Large Businesses will not be eligible for award if they fail to submit an acceptable Subcontracting Plan. The Subcontracting Plan shall reflect and be consistent with the commitments offered in the Small Business Participation Plan. In accordance with DFARS 215.304(c), when an evaluation assesses the extent that small businesses are specifically identified in proposals, the small businesses considered in the evaluation shall be listed in any subcontracting plan submitted. The assessment will consider if the plan adequately responds to each of the required elements of the FAR 52.219-9(d) paragraphs (1) through (11) and how the commitments in the Subcontracting Plan compare to the commitments in the Small Business Participation Plan submitted in Volume I.
