STATEMENT OF WORK

Description of Work

1. General Description

1.1 Background. The hydroelectric facilities of the U.S. Army Corps of Engineers (USACE) South Atlantic Division (SAD) are experiencing more frequent failures with increasing equipment age. The number of failures, along with the reduced staff levels and increased contracting requirements have resulted in longer repair times for the units.

1.2 Objectives. It is the intent of this contract to expedite the process for the repair and replacement of hydroelectric generator components by having such repairs and replacements performed by the Original Equipment Manufacturer (OEM) by way of a Sole Source, Indefinite Delivery‐Requirements Contract (ID‐RC). This contracting vehicle will reduce the amount of time needed to acquire such supplies and/or services due to the fact that the solicitation and evaluation period will be reduced, and the Equipment Manufacturer will be able to respond more rapidly due to their familiarity with the equipment and access to proprietary design documents. The overall time saved will allow a more rapid response by USACE to the nation’s energy and environmental concerns in the case of failed or deteriorated generator components.

1.3 Description. This sole source ID‐RC contract is for supplies and services in support of USACE SAD for the repairs and replacement of generator components associated with USACE SAD hydroelectric facilities.

2. Work Statement of Services

2.1 General. The contractor specific tasks will be specified under each task order executed under this contract. Task orders will be issued on an as‐required basis to the OEM for the repairs and/or replacement of components. Repairs and/or component replacements will be accomplished under this contracting vehicle only up to the point that redesign of the machine is required or is considered more feasible by the Government. Also covered under this contract will be trouble shooting, analyzing, testing, and commissioning as it relates to the generator components repairs and replacement.

2.2 Equipment and Task. In general, equipment and tasks to be covered under this contract include hydroelectric generator components above the generator shaft to turbine shaft coupling and within the generator housing. Only those repairs and/or replacements that do not change the overall design of the machine are covered under this contract. Examples of equipment and tasks to be covered by this contract, include but are not limited to, the following:

Equipment and Task:

・ Performing inspections following a generator or generator component failure

・ Conducting performance test of the generator

・ Performing field test and commissioning

・ Re‐wedging ・ Re‐establishing corona suppression systems

・ Performing half coil splices

・ Installing coil jumper connections and insulation

・ Repair surge and/or circuit rings ・ Repairing clamping system components

2.3 Travel. Travel shall be required to accomplish the work specified per task order. The place of performance for the on‐site work shall be at the powerhouse or on Government property located near the powerhouse as identified in the individual task order. Travel costs must comply with Joint Travel Regulations (JTR) and are limited to what is allowed by the Federal Acquisition Regulations (FAR), note FAR 31.205‐46, Travel Costs.

2.4 Work Not Within Scope. Work not covered by this ID‐RC includes repairs and/or replacement components that appreciably changes the overall design of the machine. Examples of such work includes a complete rewind or restacking of the machine with newly redesigned components.

Replacement with identical components, based on the current design is acceptable; however, under normal circumstances, complete rewinds that are planned replacements and not the result of failed components are not within the scope of work for this ID‐RC. The Contracting Officer shall have the final authority to determine whether the repair constitutes a replacement that is considered outside the scope of this contract.

3. Performance of Services

3.1 Rendering Service. The Contractor shall render the required services as entailed by the individual task order or as ordered by the Contracting Officer during the contract period. The Contractor shall be capable of supporting work seven days a week for twenty‐four (24) hours each day, when necessary.

3.2 Designation of Program Manager. Within five (5) calendar days from the date of award of the base contract, the Contractor shall notify the Government as to whom it has designated as the Program Manager (PM) for the work to be performed under this contract. (a) Definitions. As used in this clause--

Covered contractor information system means an information system that is owned or operated by a contractor that processes, stores, or transmits Federal contract information.

Federal contract information means information, not intended for public release, that is provided by or generated for the Government under a contract to develop or deliver a product or service to the Government, but not including information provided by the Government to the public (such as on public Web sites) or simple transactional information, such as necessary to process payments.

Information means any communication or representation of knowledge such as facts, data, or opinions, in any medium or form, including textual, numerical, graphic, cartographic, narrative, or audiovisual (Committee on National Security Systems Instruction (CNSSI) 4009).

Information system means a discrete set of information resources organized for the collection, processing, maintenance, use, sharing, dissemination, or disposition of information (44 U.S.C. 3502).

Safeguarding means measures or controls that are prescribed to protect information systems.

(b) Safeguarding requirements and procedures.

(1) The Contractor shall apply the following basic safeguarding requirements and procedures to protect covered contractor information systems. Requirements and procedures for basic safeguarding of covered contractor information systems shall include, at a minimum, the following security controls:

(ii) Limit information system access to the types of transactions and functions that authorized users are permitted to execute.

(iii) Verify and control/limit connections to and use of external information systems.

(iv) Control information posted or processed on publicly accessible information systems.

(v) Identify information system users, processes acting on behalf of users, or devices.

(vi) Authenticate (or verify) the identities of those users, processes, or devices, as a prerequisite to allowing access to organizational information systems.

(vii) Sanitize or destroy information system media containing Federal Contract Information before disposal or release for reuse.

(viii) Limit physical access to organizational information systems, equipment, and the respective operating environments to authorized individuals.

(ix) Escort visitors and monitor visitor activity; maintain audit logs of physical access; and control and manage physical access devices.

(x) Monitor, control, and protect organizational communications (i.e., information transmitted or received by organizational information systems) at the external boundaries and key internal boundaries of the information systems.

(xi) Implement subnetworks for publicly accessible system components that are physically or logically separated from internal networks.

(xii) Identify, report, and correct information and information system flaws in a timely manner.

(xiii) Provide protection from malicious code at appropriate locations within organizational information systems.

(xiv) Update malicious code protection mechanisms when new releases are available.

(xv) Perform periodic scans of the information system and real-time scans of files from external sources as files are downloaded, opened, or executed.

(2) Other requirements. This clause does not relieve the Contractor of any other specific safeguarding requirements specified by Federal agencies and departments relating to covered contractor information systems generally or other Federal safeguarding requirements for controlled unclassified information (CUI) as established by Executive Order 13556.

(c) Subcontracts. The Contractor shall include the substance of this clause, including this paragraph (c), in subcontracts under this contract (including subcontracts for the acquisition of commercial items, other than commercially available off-the-shelf items), in which the subcontractor may have Federal contract information residing in or transiting through its information system.
