DESCRIPTION OF WORK 14 DEC 17

The following items are applicable to this modification.

AMENDMENT 0001

The purpose of this amendment is to:

1. Revised Statement of Work Dated 14 December 2017 below. Please note the track changes

2. The hour and date specified for receipt of Offers is not extended.

3. All other terms and conditions remain unchanged.

Description of Work 14 December 2017

1. General Description

1.1 Background. The hydroelectric facilities of the U.S. Army Corps of Engineers (USACE) South Atlantic Division (SAD) are experiencing more frequent failures with increasing equipment age. The number of failures, along with the reduced staff levels and increased contracting requirements have resulted in longer repair times for the units.

1.2 Objectives. It is the intent of this contract to expedite the process for the repair and replacement of hydroelectric generator components by having such repairs and replacements performed by the Original Equipment Manufacturer (OEM) by way of a Sole Source, Indefinite Delivery‐Requirements Contract (ID‐RC).

This contracting vehicle will reduce the amount of time needed to acquire such supplies and/or services due to the fact that the solicitation and evaluation period will be reduced, and the Equipment Manufacturer will be able to respond more rapidly due to their familiarity with the equipment and access to proprietary design documents.

The overall time saved will allow a more rapid response by USACE to the nation’s energy and environmental concerns in the case of failed or deteriorated generator components.

1.3 Description. This sole source ID‐RC contract is for supplies and services in support of USACE SAD for the repairs and replacement of generator components associated with USACE SAD hydroelectric facilities.

2. Work Statement of Services

2.1 General. The contractor specific tasks will be specified under each task order executed under this contract. Task orders will be issued on an as‐required basis to the OEM for the repairs and/or replacement of components. Repairs and/or component replacements will be accomplished under this contracting vehicle only up to the point that redesign of the machine is required or is considered more feasible by the Government. Also covered under this contract will be trouble shooting, analyzing, testing, and commissioning as it relates to the generator components repairs and replacement.

2.2 Equipment and Task. In general, equipment and tasks to be covered under this contract include hydroelectric generator components above the generator shaft to turbine shaft coupling and within the generator housing. Only those repairs and/or replacements that do not change the overall design of the machine are covered under this contract. Examples of equipment and tasks to be covered by this contract, include but are not limited to, the following:

Equipment and Task:

Performing inspections following a generator or generator component failure

Conducting performance test of the generator

Performing field test and commissioning

Re‐wedging

Re‐establishing corona suppression systems

Performing half coil splices

Installing coil jumper connections and insulation

Repair surge and/or circuit rings

Repairing clamping system components

Partial rewind of stator

Entire rewind stator (based on existing design)

Repairing stator laminations

Partial replacement of stator laminations

Complete replacement of laminations (based on existing design)

Manufacturing, installing and testing generator components

Manufacturing, installing and testing stator coils

Manufacturing, installing and testing stator bars

Performing electrical testing (i.e. interlaminar insulation (loop) test, El‐Cid test, DC ramp test, AC hipot test, DC hipot test, pole drop test, Megger test, blackout test, efficiency test, etc.)

Disassembly, aligning, and reassembly of generators

Repairing rotor poles

Manufacturing, installing and testing rotor poles

Removing, aligning and reinstalling rotor poles

2.3 Travel. Travel shall be required to accomplish the work specified per task order. The place of performance for the on‐site work shall be at the powerhouse or on Government property located near the powerhouse as identified in the individual task order. Travel costs must comply with Joint Travel Regulations (JTR) and are limited to what is allowed by the Federal Acquisition Regulations (FAR), note FAR 31.205‐46, Travel Costs.

2.4 Work Not Within Scope. Work not covered by this ID‐RC includes repairs and/or replacement components that appreciably changes the overall design of the machine. Examples of such work includes a complete rewind or restacking of the machine with newly redesigned components. Replacement with identical components, based on the current design is acceptable; however, under normal circumstances, complete rewinds that are planned replacements and not the result of failed components are not within the scope of work for this ID‐RC. The Contracting Officer shall have the final authority to determine whether the repair constitutes a replacement that is considered outside the scope of this contract.

3. Performance of Services

3.1 Rendering Service. The Contractor shall render the required services as entailed by the individual task order or as ordered by the Contracting Officer during the contract period. The Contractor shall be capable of supporting work seven days a week for twenty‐four (24) hours each day, when necessary.

3.2 Designation of Program Project Manager. Within five (5) calendar days from the date of award of the base contract, the Contractor shall notify the Government as to whom it has designated as the Program Project Manager (PM) for the work to be performed under this contract. The PM shall serve as the point of contact between the Government and the Contractor and shall have full authority to act on behalf of the Contactor.

4. Personnel

4.1 General. The Contractor shall furnish the services of professionally qualified personnel under the terms and conditions set forth in the contract and the individual Task Order. The types of disciplines required shall include, but are not limited to, Contract Project Manager, Task Manager, Scheduler, Work Site Supervisor, Technician, Quality Control Personnel, Safety personnel, Equipment Operator, Electrician, Mechanic, Laborers Millwright, and Clerical. Engineering technical support may require the following disciplines: Electrical, Mechanical and Structural Engineers.

4.2 Contract Project Manager. The Contract Project Manager (CMPM) shall be the single point of contact for this Contract. The CMPM shall be knowledgeable in management of hydroelectric generator rehabilitation and the specific activities identified in this contract. The CM PM is responsible for identifying to the Government in writing those individuals who have contractual authority for the company. If replaced, notification shall be submitted in writing to the Contracting Officer within five (5) business days.

4.3 Task Manager. For each task order issued, the Contractor shall designate in writing to the Contracting Officer a Task Manager (TM). The TM can be the ContractProject Manager. The TM shall be the single point of contact for the task order, and shall be responsible for the management and execution of all activities in exact accordance with the requirements of the task order. If replaced, notification shall be submitted in writing to the Contracting Officer within five (5) business days.

4.4 Work Site Supervisor. For each task order issued including site work, the Contractor shall designate in writing to the Contracting Officer a Work Site Supervisor. This person shall be the single point of contact for site work. The Supervisor shall be able to or provide a person who can present operational instructions fluently in the English language.

4.5 Other Personnel Qualifications. The qualifications for all other personnel shall be specified under each task order.

5. Equipment, Supplies, Documents, and Data

5.1 Contractor‐Furnished Items. Specific equipment, materials, documents and data to be furnished by the Contractor shall be detailed in the individual task orders, as applicable. Contractor‐furnished items shall depend on the individual task order.
