About this file
This justification and approval document proposes a sole source procurement of Best Products locks for Joint Base San Antonio in Texas. The project involves supplying and installing locks at the Air Traffic Control Center with an estimated total value of $10-25 million. As the current facilities use Best locks, procuring another brand would require a separate master key system and additional costs for key duplication and training. Market research found Best Products does not recommend using third party products with its systems due to warranty and compatibility issues. The solicitation will be publicly advertised to enable maximum competition among prime contractors, who can then competitively subcontract the lock portion. No other suppliers were identified as being able to meet requirements.

5. Reason for Authority Cited: Joint Base San Antonio Kelly Annex is currently using Best Locks on all current facilities. To ensure that the lock master has access o all facilities they would need a “master” key. If another locking product is used then there would need to be multiple keys and additional cost for the keying system within the lock masters office.
6. Efforts to Obtain Competition: The Competition in Contracting Act (CICA) at 10 U.S.C. 2304 (c)(1), as implemented by FAR 6.302-7(a)(2) and required by FAR 6.303- 2(b)(4), states when supplies or services required by the agency are available from a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements, full and open competition. a. Effective competition. This procurement will be solicited on SAM.gov to receive the maximum competition.
b. Subcontracting competition. The solicitation will utilize 52.219-8, Utilization of Small Business Concerns.
7. Actions to Increase Competition: An internet search found that only a master lock system from Best Locks would allow for a “master” key to open those locks. Any additional locks would require separate keys, a separate master key system, and duplicative cost and training. See attached memo for Structure Superintendent at the 502d Civil Engineer Squadron based on the request of the Base Master Locksmith.
8. Market Research. This procurement will be solicited on SAM.gov to receive the maximum competition. Best Dormakaba Group (Best Products locks) was contacted about the compatibility with other locks, keys and supplies for their systems, and they did NOT recommended using third party products since they can not warranty that those products will function without any problems. Best Dormakaba Group also mentioned that there is several distributors in the US thar sale their products since they do not sell directly to the consumer.
