The interior is finished out in plaster/lathe, CMU, and sheetrock/joint compound. Flooring consists of carpet, metal, and several vinyl tile finishes. This building shares the property with building 1161, the Airfield
Operations Flight Complex. There is an elevator, generator, and HVAC system located on property.
3 HAZARDOUS MATERIALS SURVEY
The hazardous materials survey was performed on January 3, 2018. The scope of work was conducted to meet the objectives of the hazardous materials survey and included the following:
Visual inspection of the interior and exterior of the Property for the presence of suspect
ACM, lead-containing paint; PCB-containing light ballasts; cathode ray tubes (CRTs), mercury-containing light tubes and thermostats; generator fuel; and CFC-containing refrigerant units.
Collection and analysis of bulk samples to confirm whether the suspect building material was asbestos-containing.
Collection and analysis of suspect lead-containing paint samples to confirm whether the associated paint contained lead.
Documentation of the number of PCB-containing light ballasts; mercury-containing fluorescent and high-intensity discharge (HID) light bulbs and thermostats; potential and
CFC containing components at the Property.
Preparation of this report.
3.1 ASBESTOS-CONTAINING MATERIAL
ATEI conducted a survey for suspect ACM on the Property, which included locating and collecting samples of suspected asbestos containing building materials (ACBMs), submitting the samples for laboratory analysis, and provide a written report of findings and recommendations in accordance with AHERA sampling protocol (U.S. Environmental Protection Agency [EPA]
1987). A building material is considered asbestos containing if it contains more than 1% of asbestos.
3.1.1 Procedures and Methodology
Sample locations of identified suspect ACM were chosen by the inspectors in accessible locations. The following sampling procedures were followed:
Personal Protective Equipment for this assessment consisted of:
Eye protection, either personal glasses or safety glasses
Respiratory protection
Disposable gloves: donned prior to sample collection and changed between samples locations to avoid cross-contamination.
Sample containers were labeled with identification numbers.
Sample locations and material type were documented on a sampling data form.
Samples were extracted using a decontaminated knife or chisel to cut out or scrape off approximately 1 tablespoon of the material. When layers were present in the building material, all layers were penetrated and incorporated into each specific sample.
Each sample was placed in a re sealable plastic bag, which was then sealed.
Sampling tools were decontaminated with wet wipes, and material generated during sampling was wet-wiped to remove debris.
Protective clothing, wet wipes, rags, and drop cloths were placed in a labeled plastic waste bag for disposal.
Sample bags were then placed in a large, labeled, resealable plastic bag for transport to Crisp
Analytical, L.L.C., located in Carrollton, Texas, a National Voluntary Laboratory
Accreditation Program (NVLAP) certified laboratory (NVLAP code # 200349-0), using chain-of-custody protocols for Bulk Asbestos Analysis by Polarized Light Microscopy, EPA
Method 600/R-93/116

3.5 CHLOROFLUOROCARBONS
One HVAC unit was observed at the Property during the survey that serves Bldg 1160 (tower).
The HVAC unit sits adjacent to the Tower in a fenced in area. The HVAC unit contains 38 lbs of R-22 refrigerant. This refrigerant must be recovered from the HVAC unit during its decommissioning phase. See Appendix A for corresponding photo.
3.6 GENERATOR AND ABOVEGROUND DIESEL FUEL TANK (AST)
The Tower building contains a 100 KVA back-up generator on the ground level. See Appendix
A for corresponding photo. This generator is relatively unused, as it only has 420 hours of run time per the recorder device. This diesel generator contains diesel fuel, engine oil and antifreeze coolant that must all be recovered or contained during the removal process. The generator room contains a diesel fuel tank (day tank) of approximately 63 gallons that must be drained and removed before building demolition. See accompanying photo. As an observation and outside of
ATEI scope of work, located approximately fifty (50) feet from the Tower building, an aboveground Storage Tank (AST) located in a vault exists that has a capacity of 1000 gallons of diesel fuel. The age of the fuel tank is unknown. The tank must be excavated and removed according to DoD and State of Texas environmental standards. A one inch (1”) fuel pipeline is in place approximately 30 inches deep from the UST to the building inlet where a pump is located to deliver the diesel fuel from the AST to the day tank. This 1” diesel fuel pipeline must also be excavated and removed during the demolition phase.
4 RECOMMENDATIONS
Based on the information gathered during the hazardous materials survey, ATEI makes the following recommendations.
4.1 ASBESTOS
Planning and coordination of ACM removal should begin prior to renovation and/or demolition activities. The ACM identified in this report should be removed by certified, trained, and protected personnel using appropriate work practices and engineering controls prior to disturbance by renovation or demolition, as outlined in the Unified Facilities Guide
Specifications in conjunction with the Texas Asbestos Health Protection Rules. Areas that were inaccessible to our Inspectors such as the elevator equipment room, and the storage room previously used for boilers should have any additional, previously unsampled, suspect materials encountered during renovation and/or demolition activities should be sampled by a certified
AHERA Building Inspector and analyzed by a NVLAP-accredited laboratory to evaluate asbestos content prior to disturbing the material.
4.2 LEAD
A representative sample of the demolition waste associated with samples 11, 28, and 42, each of which contained elevated concentrations of lead, should be collected and analyzed using a toxicity characteristic leaching procedure (TCLP) to characterize the waste for disposal.
Demolition waste streams with leachable lead concentrations exceeding 5.0 milligrams per liter when prepared for analysis using the TCLP method are considered hazardous and require special handling according to federal and state regulations, including 40 CFR 247.
If work is to be performed on the components with lead based paint, then OSHA requires the contractor to inform its employees of potential lead hazards, based upon the work being performed. The purpose of OSHA’s lead construction standard is to reduce the exposure to lead for all construction workers. ATEI recommends contractors to be informed of the presence of
LCP within the facility prior to disturbance. OSHA’s standard includes an 8-hour time weighted average (TWA) of 50 micrograms of lead per cubic meter of air (mg/m3) and an action level
(regardless of respirator use) of 30 mg/m3. Although the standard emphasizes exposure assessment for individual job tasks, varying levels of worker protection are required of the contractor for certain tasks or activities involving lead based and lead-containing paint. Two locations were inaccessible to our Inspectors (Elevator Equipment Room and Storage Room) and should additional, previously unsampled, painted surfaces be revealed through renovation and/or demolition activities, ATEI recommends the coatings be sampled by a TDSHS-certified inspector and analyzed to evaluate lead content prior to destruction, removal, or personnel exposure.
4.3 POLYCHLORINATED BIPHENYLS
During demolition activities, any light ballast without “No PCBs” labeling should be handled and disposed of according to state and federal regulations (i.e., workers should employ proper personal protective equipment when handling the ballasts and properly store the ballasts in sealed plastic bags or buckets to minimize potential contact with any exposed or leaking PCB-containing oil). All PCB waste must be labeled, manifested, transported, and disposed of according to federal and state regulations, including 40 CFR 761.
4.4 MERCURY
Fluorescent and HID light tubes may contain mercury vapors. These tubes and mercury containing heat thermostats should be removed without breakage and disposed of property in accordance with TCEQ Texas Administrative Code (TAC) Chapter 335, Subchapter H, Waste
Minimization and Recycling in accordance with 40 CFR Part 273. No Mercury containing thermostats were located on property.
4.5 CHLOROFLUOROCARBONS
During demolition activities, HVAC systems should be evacuated of refrigerant by a Texas registered and licensed HVAC firm prior to being impacted by demolition activities. Any discharge of spent CFCs to the environment constitutes disposal and is subject to full regulation under 40 CFR 82.156. The federal rules for the management of chlorofluorocarbon (CFC), https://enviro.blr.com/trial_v2/signup.aspx?layoutid=72 hydrochlorofluorocarbons, and other ozone-depleting substances are in effect in Texas, although the state has not incorporated the rules into its own regulations. There are no state regulations pertaining to the management of ozone-depleting substances. However, the Texas regulations governing municipal solid waste specifically state that refrigerators, freezers, air conditioners, and any other items containing the CFCs must be handled in accordance with 30 Texas
Administrative Code 330.15(e)(5) and 30 TAC 330.147(C). All refrigerant must be properly transported, recycled, and reclaimed in accordance with all applicable federal, state, and local regulations by an authorized hazardous waste handler.
4.6 GENERATOR AND ABOVEGROUND STORAGE TANK (AST)
The rules for used oil recycling are found in 30 Texas Administrative Code (TAC) Chapter 324 in conjunction with 40 CFR Part 279. Identified material should be separated from the general demolition waste stream, transported by an authorized hazardous materials transporter, and disposed of at an authorized waste facility. This applies to the 63 gallon diesel fuel generator day tank, and not the 1,000 gallon underground storage tank observed but not in the scope of work. Based on review of Texas Commission for Environmental Quality (TCEQ) records, no detrimental information was found on the AST.
During the demolition, the demolition contractor must notify Environmental (502 CES/CEIEC) of the 63 gallon diesel fuel generator day tank when it is removed. Removal of any USTs or
ASTs, must comply with the following technical requirements:
Texas Administrative Code, Title 30 Environmental Quality Part 1, Texas Commission
On Environmental Quality, Chapter 334 Underground And Aboveground Storage Tanks
Air Force Instruction 32-7044 "Storage Tank Environmental Compliance"
Air Force Instruction 23-204 "Organizational Fuel Tanks"

Summary of polarized light microscopy (PLM / Stereomicroscopy bulk asbestos analysis) using the methods described in 40CFR Part 763
Appendix E to Subpart E (Interim and EPA 600 / R-93 / 116 (Improved). The sample is first viewed with the aid of a stereomicroscope. Numerous liquid slide preparations are created for analysis under the polarized microscope where identifications and quantifications are preformed. Calibrated liquid refractive oils are used as liquid mouting medium. These oils are used for identification (dispersion staining). A calibrated visual estimation is reported, should any asbestiform mineral be present. Other techniques such as acid washing are used in conjugation with refractive oils for detection of smaller quantities of asbestos. All asbestos percentages are based on calibrated visual estimation traceable to NIST standards for regulated asbestos. Traceability to measurement and calibration is achieved by using known amounts and types of asbestos from standards where analyst and laboratory accuracy are measured. As little as 0.001% asbestos can be detected in favorable samples, while detection in unfavorable samples may approach the detection limit of 0.50% (well above the laboratory definition of trace).
Vermiculite containing samples may contain trace amounts of actinolite/tremolite. When not detected by PLM, these samples should be analyzed using TEM methods and / or water separation techniques. Suspected actinolite/vermiculite presence will be indicated through the sample comment section of this report.
Fibrous talc containing samples may contain a regulated asbestos fiber known as anthophyllite. Under certain conditions the same fiber may actually contain both talc and anthophyllite (a phenomenon called intergrowth). Again, TEM detection methods are recommended. CA Labs PLM report comments will denote suspected amounts of asbestiform anthophyllite with talc, where further analysis is recommended.
Some samples (floor tiles, surfacings, etc.) may contain fibers too small to be delectable by PLM analysis and should be analyzed by TEM bulk protocols.
AIHA LAP, LLC Laboratory #102929
A "trace asbestos" will be reported if the analyst observes far less than 1% asbestos. CA Labs defines "trace asbestos" as a few fibers detected by the analyst in several preparations and will indicate as such under these circumstances.
Since allowable variation in quantification of samples close to 1% is high, <1% may be reported. Such results are ideal for point counting, and the technique is mandatory for friable samples (NESHAP, Nov. 1990 and clarification letter 8 May 1991) under 1% percent asbestos or "trace asbestos".
In order to make all initial PLM reports issued from CA Labs NESHAP compliant, all <1% asbestos results (except floor tiles) will be point counted at no additional charge.
CA Labs is accredited by the National Voluntary Accreditation Program (NVLAP) for selected test methods for airborne fiber analysis (TEM), and for bulk asbestos fiber analysis (PLM). CA Labs is also accredited by AIHA LAP, LLC. in the PLM asbestos field of testing for Industrial Hygiene. All analysts have completed college courses or hold a degree in a natural science (geology, biology, or environmental science). Recognition by a state professional board in one these disciplines is preferred, but not required. Extensive in-house training programs are used to augment the educational background of the analyst. The Laboratory Director and Quality Manager have received supplemental McCrone Research training for asbestos identification.
