Control No. SWF18-29
For Official Use Only
JUSTIFICATION AND APPROVAL
FOR OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Activity: Department of Army, US Army Corps of Engineers, Fort Worth
District, Contracting Division, Fort Worth, Texas 76102
2. Description of Action: This justification is to support the Bureau of Engraving
(BEP), Western Currency Facility (WCF) expansion in North Fort Worth, TX. This is a justification for other than full and open competition for a portion of the procurement to require that the Prime contractor obtain Identiv security equipment that is fully functional with the existing system. The estimated cost for the security equipment is $200,000.
3. Description of Supplies/Services: As a part of the design-bid-build contract, the project will extend the security features to the expansion areas of the Administration, Production, Vehicle Inspection Station, and the perimeter fence of the facility. The scope includes everything necessary to expand the facility and ensure the new security equipment is compatible with the existing system and meets the requirements of the BEP.
The required security equipment is noted below:
a. Identiv - Access Control System (ACS) equipment installed within the project is to be connected to the facility's existing ACS system head-end equipment (server, software) and in select locations potential existing ACS field security systems and network equipment (switches, controllers). Existing ACS equipment has not only been standardized throughout the facility, but is also currently in-process of an upgrade to both head-end and field equipment. Installing a different manufacturer’s equipment will create significant additional and duplicate costs due to added software/hardware necessary for integration, inclusion of and maintenance of additional head-end equipment and duplicate software systems not deemed necessary, and added spare part, training and maintenance costs. Plus, potential installation/connection of non-Identiv equipment to the existing Identiv ACS could invalidate existing system warranties, invalidate existing system required Underwriter’s Laboratories (UL) certification, lead to maintenance/reliability issues with the new and/or existing equipment, orsimply may not function properly with the existing equipment/software. In addition, the potential use of differing ACS equipment would increase facility spare part and training/familiarity needs and create potential for increased downtimes or decreased ability for emergency troubleshooting. With regards to the ACS card reader, in addition to the above considerations on warranties and service, the use of a different card reader not only provides for inconsistent aesthetics within the facility but could require whole-facility operation/familiarity training for new card reader use/transition which is generally not desirable.
List of Equipment and estimated cost:

1.0 Access Control System (ACS)
1.1 Identiv Hirsh MX-8 FICAM 12
1.2 Identiv Hirsh MX-4 FICAM 16
1.3 Identiv Hirsh MX-2 FICAM 46
1.4 Identiv Hirsh uTrust TS Keypad 144
4. Authority Cited: The statutory authority permitting other than full and open
Competition for this procurement is 10 U.S.C. 2304 (c)(1), implemented by FAR 6.302-1(a) (2) (ii) (A) Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements.
5. Reason for Authority Cited: During the last renovation (2004), BEP attempted to use other brand name accessory equipment for the Access Control System which resulted in compatibility issues with the existing system, additional storage of spare parts for repairs, and additional training due to unfamiliarity of the equipment which resulted in a need for additional training and increased the facility downtimes impacting BEP’s operations. As such, BEP has standardized the use of Identiv and its registered technology partners throughout the facility. As confidence in the security systems and their reliability is also a key aspect of not only the facility’s continued operability, but also the facility staff’s sense of safety/security, any unreliability, downtime, or loss of confidence or operability of the system also potentially affects the productivity and profitability of the facility which is greatly undesirable due to the facility’s critical role. The new equipment will need to be compatible with BEP existing system, incompatibility will result in an impact to BEP’s operations and may result in an impact to National security and the U.S economy as the BEP WCF produces approx. 65% of the U.S currency each year and is only one of two facilities nationwide that produces U.S currency.
6. Efforts to Obtain Competition: In accordance with the Competition in Contracting
Act (CICA), the component identified above is identified as brand name; however, the overall procurement for construction of the BEP Expansion will be competed using an Unrestricted full and open competitive Best-Value acquisition.
7. Actions to Increase Competition: Competition is anticipated for the overall acquisition of the BEP Expansion construction which is estimated between $100M and $250M. It will be the responsibility of the offerors to obtain competitive pricing from the manufacturer/supplier of the Identiv equipment and to submit a proposal for the project.
8. Market Research: Previous projects, at the BEP Facility, have had problems with the interfacing using other vendors’ products. The system has proprietary language and firmware that is not necessarily recognized by other manufacturers. Internet searches for other viable vendors were unsuccessful. As the existing head-end Access Control System and software is being maintained and has capacity for connection to all the new field controller and security equipment required for the project, and it would be highly cost-ineffective (duplication of systems/equipment) to provide additional head-end equipment/software to allow use of differing manufacturers/models of equipment in the field than already in use, as well as result in potential decreased reliability or operational issues. Approval of these items as brand name is critical to ensure BEP’s critical services to Manufacturing / Production are not interrupted, interruptions to BEPs operations may impact National security and the U.S economy.
9. Interested Sources: To date, no other sources have expressed an interest.
10. Other Facts:
a. BEP WCF is one of only two locations nationwide that produces U.S currency with the other location being located in Washington, D.C. Currently, the Fort Worth WCF produces approx. 65% of the U.S currency each year, which may grow as the WCF is in the process of a major construction expansion. Any impacts to the BEP WCF’s operations with the production of currency could severely impact the U.S economy.
b. Technical data packages, specifications, engineering descriptions and statements of work have been written to be suitable for full and open competition to the maximum extent possible.
