JUSTIFICATION AND APPROVAL
FOR OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Activity: Department of Army, US Army Corps of Engineers, Fort Worth
District, Contracting Division, Fort Worth, Texas 76102
2. Description of Action: This justification is to support the Bureau of Engraving
(BEP), Western Currency Facility (WCF) expansion in North Fort Worth, TX. This is a justification for other than full and open competition for a portion of the procurement to require that the Prime contractor obtain HySecurity security equipment that is fully functional with the existing system. The estimated cost for the security equipment is $447,000.
3. Description of Supplies/Services: As a part of the design, the project will extend the security features to the expansion areas of the Administration, Production, Vehicle Inspection Station, and the perimeter fence of the facility. The scope includes everything necessary to expand the facility and ensure the new security equipment is compatible with the existing system and meets the requirements of the
BEP.
The required security equipment is noted below:
a. HySecurity - The facility has existing HySecurity Slide Driver gate operators and
M50 Strong-arm Crash barriers installed in entrance and site areas visible from public areas. In addition to the criticality of the performance and reliability of gate and barrier equipment (which has been historically demonstrated onsite), one of the project's key criteria for new site areas is consistent aesthetics and functionality with the current facilities and operation methods. The potential use of non-HySecurity gate operator and barrier equipment would not only result in incongruous facility appearance (and security stance) from the public street, but also potentially result in increased spare part and training/familiarity needs as well as creates potential for increased downtimes and/or decreased ability for emergency troubleshooting/measures. Due to the high-cycle use and critical locations in which this equipment is to operate, a high level of performance reliability is also key to not only the continued uninterrupted operation of the overall facility, but also the confidence of the employees and public in their individual and the facility’s safety and security.
List of Equipment and estimated cost:

1.1 HySecurity Slidedriver 30F 11
1.2 HySecurity Strongarm Crash M30 16' 2
1.3 HySecurity Strongarm Crash M50 16' 3
1.4 HySecurity Strongarm Crash M50 26' 2
4. Authority Cited: The statutory authority permitting other than full and open
Competition for this procurement is 10 U.S.C. 2304 (c)(1), implemented by FAR 6.302-1(a) (2) (ii) (A) Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements.
5. Reason for Authority Cited: The HySecurity products have been standardized throughout the BEP facility – both for Access Control System (ACS) fence gates as well as controlled crash barrier locations. New gate and barrier security equipment locations are also within the public-view street face of the facility and adjacent to existing gate/barrier locations. The use of a differing manufacturer’s product would result in inconsistent public appearance have a negative aesthetic impact to the facility which hosts thousands of public tour/museum visitors each year and generates tourism and donation revenue through such operations, both directly and indirectly within the community.
In addition, installing a different manufacturer’s system will create significant duplication in cost for the facility in spare parts, training and/or additional programming/customization efforts for compatibility with the existing security ACS head-end and controller equipment. The need for additional training on additional new manufacturers/models of equipment not already familiar to the existing BEP security and maintenance staff could result in increased staffing issues impacting BEP’s operations. Thus, utilizing a different brand name equipment will result in substantial duplication of cost to the Government that is not expected to be recovered through competition. The new equipment must be compatible with BEP existing security systems, incompatibility will result in an impact to BEP’s operations and may result in an impact to National security and the U.S economy as the BEP WCF produces approx. 65% of the U.S currency each year and is only one of two facilities nationwide that produces U.S currency.
6. Efforts to Obtain Competition: In accordance with the Competition in Contracting
Act (CICA), the component identified above is identified as brand name; however, the overall procurement for construction of the BEP Expansion will be competed using an Unrestricted full and open competitive Best-Value acquisition.
7. Actions to Increase Competition: Competition is anticipated for the overall acquisition of the BEP Expansion construction which is estimated between $100M and $250M. It will be the responsibility of the offerors to obtain competitive pricing from the manufacturer/supplier of the HySecurity equipment and to submit a proposal for the project.
8. Market Research: Previous projects, at the BEP Facility, have had problems with interfacing of the Access Control System (ACS) with other vendors’ products or programming. The system has proprietary language and interface modules that are not always recognized by other manufacturers. The HySecurity models specified have been not only supported by the ACS manufacturer across multiple sites and installations, but have been in place and operating acceptably with the BEP facility’s specific existing ACS software and recent system upgrade process. In addition, market research shows that other companies’ products offered are inherently different in aesthetic/physical appearance, safety features available, required certification and ratings available, and other key features BEP is accustomed to in similar existing installations and desires. Approval of these items as brand name is critical to ensure BEP’s critical services to Manufacturing / Production are not interrupted, interruptions to BEPs operations may impact National security and the U.S economy.
9. Interested Sources: To date, no other sources have expressed an interest.
10. Other Facts:
a. BEP WCF is one of only two locations nationwide that produces U.S currency with the other location being located in Washington, D.C. Currently, the Fort Worth WCF produces approx. 65% of the U.S currency each year, which may grow as the WCF is in the process of a major construction expansion. Any impacts to the BEP WCF’s operations with the production of currency could severely impact the U.S economy.
b. Technical data packages, specifications, engineering descriptions and statements of work have been written to be suitable for full and open competition to the maximum extent possible.
