Control No. SWF18-16

For Official Use Only

JUSTIFICATION AND APPROVAL

FOR OTHER THAN FULL AND OPEN COMPETITION

1. Contracting Activity: Department of Army, US Army Corps of Engineers, Fort Worth

District, Contracting Division, Fort Worth, Texas 76102

2. Description of Action: This justification is to support the Bureau of Engraving

(BEP), Western Currency Facility (WCF) expansion in North Fort Worth, TX. This is a justification for other than full and open competition for a portion of the procurement to require that the Prime contractor obtain Aventura security equipment that is fully functional with the existing system. The estimated cost for the security equipment is $305,000.

3. Description of Supplies/Services: As a part of the design-bid-build contract, the project will extend the security features to the expansion areas of the Administration, Production, Vehicle Inspection Station, and the perimeter fence of the facility. The scope includes everything necessary to expand the facility and ensure the new security equipment is compatible with the existing system and meets the requirements of the BEP.

The required security equipment is noted below:

a. Aventura - Closed Circuit Television (CCTV) System equipment installed within the project is to be connected to the facility's existing CCTV system head-end equipment (video matrix, software) and all new cameras/recorded images must also be accessible/viewable through the existing console/workstation equipment/methods in the same manner as the existing. The viability and functionality of the security CCTV system relies on staff being able to follow persons/vehicles across new/existing cameras seamlessly as they progress through the facility. Potential installation/connection of non-Aventura equipment to the existing Aventura CCTV system could potentially invalidate system warranties, or lead to maintenance/reliability issues. In addition, the potential use of different CCTV equipment increases facility spare part and training/familiarity needs and creates potential for increased downtimes or decreased ability for emergency troubleshooting, as well as could result in duplication of costs for the facility in additional equipment/software which would be necessary to interface with the non- Aventura equipment.

List of Equipment and estimated cost:

Security Equipment

QTY

1.0 Closed Circuit Television (CCTV) System

1.1 Aventura IP Matrix Switch MS-IP-608x32 1

1.2 Aventura Central Management Server CMS-01 2

4. Authority Cited: The statutory authority permitting other than full and open

Competition for this procurement is 10 U.S.C. 2304 (c)(1), implemented by FAR 6.302-1(a) (2) (ii) (A) Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements.

5. Reason for Authority Cited: In previous projects, BEP has had issues when not using matching equipment manufacturers or non-registered manufacturer technology partners which resulted in compatibility issues with the existing system, additional storage of spare parts for repairs, and additional training due to unfamiliarity of the equipment which resulted in a need for additional training and increased the facility downtimes impacting BEP’s operations. As such, BEP has standardized the use of Aventura equipment for the Closed Circuit Television (CCTV) head-end equipment (server, matrix, recording devices) and software. Aventura is also a registered technology partner with Identiv, the manufacturer of the existing security Access Control System (ACS), with which all new and existing CCTV system equipment must integrate with for required functionality and response features of the facility’s overall security. If the BEP security staff is not able to quickly and reliably use the CCTV system in a manner they are already accustomed to for detection and response, or if the automated recording aspect (in conjunction with the ACS or independent) does not provide reliable historical or investigational images required by the BEP and National security, then the ability for the continued operation of the critical BEP facility could be negatively impacted. Thus, utilizing a different brand name equipment will result in substantial duplication of cost to the Government that is not expected to be recovered through competition. The new equipment will need to be compatible with BEP existing CCTV and ACS system, incompatibility will result in an impact to BEP’s operations and may result in an impact to National security and the U.S economy as the BEP WCF produces approx. 65% of the U.S currency each year and is only one of two facilities nationwide that produces U.S currency.

6. Efforts to Obtain Competition: In accordance with the Competition in Contracting

Act (CICA), the component identified above is identified as brand name; however, the overall procurement for construction of the BEP Expansion will be competed using an Unrestricted full and open competitive Best-Value acquisition.

7. Actions to Increase Competition: Competition is anticipated for the overall acquisition of the BEP Expansion construction which is estimated between $100M and $250M. It will be the responsibility of the offerors to obtain competitive pricing from the manufacturer/supplier of the Aventura equipment and to submit a proposal for the project.

8. Market Research: Previous projects, at the BEP Facility, have had problems with the interfacing using other vendors’ products. The system has proprietary language and firmware that is not recognized by other manufacturers, or are not certified as compatible. As the new equipment must integrate seamlessly and reliably, no manufacturers other than Aventura were found that can meet these criteria without potential impact on the existing system warranties, certifications or functionality.

Internet searches for other viable vendors were unsuccessful. Approval of these items as brand name is critical to ensure BEP’s critical services to Manufacturing / Production are not interrupted, interruptions to BEPs operations may impact National security and the U.S economy.

9. Interested Sources: To date, no other sources have expressed an interest.

10. Other Facts:

a. BEP WCF is one of only two locations nationwide that produces U.S currency with the other location being located in Washington, D.C. Currently, the Fort Worth WCF produces approx. 65% of the U.S currency each year, which may grow as the WCF is in the process of a major construction expansion. Any impacts to the BEP WCF’s operations with the production of currency could severely impact the U.S economy.

b. Technical data packages, specifications, engineering descriptions and statements of work have been written to be suitable for full and open competition to the maximum extent possible.
