1.2 CONSTRUCTION PHASING
1.2.1 Phasing Requirements
General. Nothing included in the phasing requirements is intended to prohibit the Contractor from scheduling other items of work that are not detailed in this phasing plan. Contractor may schedule other parts of the work not specifically called out in a phase so long as the phases are completed as specified herein. Upon the completion of all work required for each specific construction Phase 4, 4A, 4B, 4C, 4D, 4E and 4F, the contractor will be required to vacate that area of construction. The limits of each phased construction area are identified in the RFP drawings.
This project is part of a larger program entitled, “Airman Training Complex (ATC) - East Campus”. The phasing is required for the creation of an expanded “Free Zone” to facilitate access to the construction site externally and independent from general base access and to provide similar access to other future projects to be constructed within the ATC East Campus.
Contractor will access the site for Phases 4A, 4B, 4C, 4D, 4E and 4F through the ATC East Campus Free Zone construction gate located on southbound lane of Southwest Military Drive.
The Free Zone consists of the perimeter construction fence, barriers, entry lane, signage, and the initial construction access road off of Southwest Military Drive. See Sheet A4-G006, Construction Phasing Plan.
Due to limited construction site availability to construct ATC #4, the contractor should consider staging construction workforce and material off site. Any cost associated with remote workforce parking or material storage off site shall be included in the offeror’s proposal price.
The Free Zone will be an area that is shared with other Government contractors performing work on other portions of the ATC East Campus construction site. Contractor’s laydown area, if staged off site, will be as approved by the Contracting Officer. The contractor shall secure all construction materials, equipment and trailers within the ATC #4 construction site and any remote staging/storage area(s).
Section 01 00 00.00 44 Page 4
Access control in the Free Zone will be monitored, controlled, and maintained by Others.
Contractor is responsible for repairing any damage to existing site(s) or new features of work resulting from utilizing the Free Zone to include new Gary Road and existing construction road.
Contractor issued badges will be required to access the Free Zone along with an updated access roster. The Contractor shall be responsible to secure, monitor, control and maintain their respective portion(s) and limit(s) within the ATC East Campus project site. The Contractor will be required to coordinate phasing of all contract work with the Contracting Officer in conjunction with other Government Contractors working within the Free Zone area in accordance with contract clause FAR 52.236-8, Other Contracts.
All construction phases of this contract will be performed in accordance with the above SCHEDULE and as specified herein. Phasing shall be as follows:
(1) Phase 4 Expand Free Zone - All work to include, but not limited to, expanding the Free Zone fencing along Luke Blvd followed by new Free Zone traffic control signage and jersey barriers along east side of existing Gary Avenue at intersection of Luke Boulevard. Reference Sheets A4-G007 and A4-G008.
Contractor will initially access the site through the Growden Gate until the “Free Zone” is established in accordance with the drawings and specifications at the completion of Phase 4.
While accessing through the Growden Gate, contractor and sub-contractors must comply with the Base Access Procedures contained in Specification Section 01 35 17. Upon completion of the Free Zone expansion, the contractor will not be required to access the main site via the Growden Gate beyond Phase 4.
(2) Phase 4A New Gary Road/Government Office Site – All work to include, but not limited to, installation of underground utilities, new ATC East Campus construction entrance, revisions to the existing Government field office site, provision of new Government field office, construction of new Gary Road (see Detail 1, Sheet A4-G007), and site grading (complete all work no later than 150 calendar days from receipt of NTP and in accordance with the drawings and specifications).
Operation and maintenance (O&M) documentation is required at the conclusion of this phase of work and transfer of ownership to the installation in accordance with Closeout Submittals Specification 01 78 02.00 44.
(3) Phase 4B Drainage Ditch/Pedestrian Bridge – All work to include, but not limited to, demolition of existing dormitory building 6275, construction of Pedestrian Bridge Options 1A and 1B (if awarded), drainage ditch along new temporary construction road, underground utilities and site grading (complete all work no later than 210 calendar days from receipt of NTP and in accordance with the drawings and specifications).
Due to the size of the prefabricated bridge components, the Contractor may have to access the site through the Growden Gate as determined by the Administrative Contracting Officer.
Section 01 00 00.00 44 Page 5
(4) Phase 4C Running Track/Exercise Pad Area – All work to include, but not limited to, underground utilities and site grading (complete all work no later than 450 calendar days from receipt of NTP and in accordance with the drawings and specifications).
(5) Phase 4D Drill Pad Area – All work to include, but not limited to, underground utilities and site grading (complete all work no later than 550 calendar days from receipt of NTP and in accordance with the drawings and specifications).
(6) Phase 4E North Dormitory Site - All work to include, but not limited to, underground utilities, ATC #4 dormitory mechanical yard and site grading (complete all work no later than 700 calendar days from receipt of NTP and in accordance with the drawings and specifications).

1.3 TIME EXTENSIONS FOR UNUSUALLY SEVERE WEATHER (OCT 1989)
(ER 415-1-15)(52.0001-4038 1/96)
a. This provision specifies the procedure for determination of time extensions for unusually severe weather in accordance with the contract clause FAR 52.249-10 entitled "DEFAULT:
(FIXED PRICE CONSTRUCTION)." In order for the Contracting Officer to award a time extension under this clause, the following conditions must be satisfied:
(1) The weather experienced at the project site during the contract period must be found to be unusually severe, that is, more severe than the adverse weather anticipated for the project location during any given month.
(2) The unusually severe weather must actually cause a delay to the completion of the project.
The delay must be beyond the control and without the fault or negligence of the contractor.
b. The following schedule of monthly anticipated adverse weather delays due to precipitation and temperature is based on National Oceanic and Atmospheric Administration (NOAA) or similar data for the project location and will constitute the base line for monthly weather time evaluations. The contractor's progress schedule must reflect these anticipated adverse weather delays in all weather dependent activities. Wind is not considered in the Monthly Anticipated Adverse Weather Calendar Day Schedule.

WORK DAYS BASED ON (5) DAY WORK WEEK

c. Upon acknowledgment of the Notice to Proceed (NTP) and continuing throughout the contract, the contractor will record on the daily CQC report, the occurrence of adverse weather and resultant impact to normally scheduled work. Actual adverse weather delay days must prevent work on critical activities for 50 percent or more of the contractor's scheduled work day.
The number of actual adverse weather delay days shall include days impacted by actual adverse weather (even if adverse weather occurred in previous month), be calculated chronologically from the first to the last day of each month, and be recorded as full days. If the number of actual adverse weather delay days exceeds the number of days anticipated in paragraph "b", above, the Contracting Officer will convert any qualifying delays to calendar days, giving full consideration for equivalent fair weather work days, and issue a modification in accordance with the contract clause entitled "Default (Fixed Price Construction)."
1.4 WORK RESTRICTIONS
1.4.1 Not Used.
1.4.2 Working Hours
Normal working hours are Monday through Friday, 6:00 a.m. to 4:00 p.m. Requests to work at times other than the stated working hours, including scheduled utility outages (Section 01 50
02.17 - TEMPORARY CONSTRUCTION FACILITIES FOR LACKLAND AFB), shall be submitted to the Contracting Officer for approval. Contractor shall not work outside of the above stated working hours without prior written approval of the Contracting Officer.
Note: Lackland AFB is an Airman Basic Military Training Installation. Graduations are held each week on Thursday and Friday. Traffic on these days is significantly increased along Southwest Military Drive and delays should be expected especially in morning hours from 0630 to 0830 hours. Contractor should schedule construction activities with this in mind.
1.4.3 Security Requirements
1.4.3.1 Installation Entrance Requirements
Entrance requirements to the Installation are specified in Section 01 35 17.00 44 SPECIAL
PROJECT PROCEDURES FOR LACKLAND AFB.
Section 01 00 00.00 44 Page 7
For the duration of this Contract the contractor shall anticipate a delay of 30 minutes or more to access to Lackland AFB. These delays are due to increased security precautions, including the checking of vehicle occupants' IDs, vehicle manifests, and the searching of all vehicles. Any general or specific threat to the safety of those working or living at Lackland AFB could result in longer waiting times at the access points to Lackland AFB.
1.4.4 Identification of Employees
The Contractor shall be responsible for furnishing to each employee, and for requiring each employee engaged on the work to display, identification as approved and directed by the Contracting Officer. Prescribed identification shall immediately be delivered to the Contracting Officer for cancellation upon release of any employee. When required, the Contractor shall obtain and provide fingerprints of persons employed on the project. Contractor and subcontractor personnel shall wear identifying markings on hard hats clearly identifying the company for whom the employee works.
Contractor personnel shall wear visible Contractor-furnished employee identification badges while physically on the Installation to include the FREE ZONE. Each badge shall include, as a minimum, the company name, employee name, photograph, Contract Title, Contract Number, and the expiration date of the badge.
These requirements are in addition to those described in 01 35 17.00 44 for access to Lackland AFB outside of the Free Zone.
1.5 UTILITIES
See Section 01 50 02.17 - TEMPORARY CONSTRUCTION FACILITIES FOR LACKLAND
