PART 1 GENERAL

1.1 REFERENCES

The publications listed below form a part of this specification to the extent referenced. The publications are referred to within the text by the basic designation only.

U.S. GREEN BUILDING COUNCIL (USGBC)

LEED (2009) Leadership in Energy and Environmental Design (TM)

LEED Online LEED Online (Updated Online) is the primary resource for managing the LEED documentation process. Through LEED Online, project teams can manage project details, complete documentation requirements for LEED credits and prerequisites, upload supporting files, submit applications for review, receive reviewer feedback, and ultimately earn LEED certification. LEED Online provides a common space where members of a project team can work together to document compliance with the LEED rating system.

With the exception of projects registered under LEED for Homes, all projects must be certified using LEED Online.

LEED Reference Guide (2009) LEED Reference Guide for Green Building Design and Construction for the Design, Construction and Major Renovations of Commercial and Institutional Buildings Including Core & Shell and K-12 School Projects. 2009 Edition

1.2 SUBMITTALS

Government approval is required for submittals with a "G" designation;

submittals not having a "G" designation are for Contractor Quality Control approval. The following shall be submitted in accordance with Section

1.3 DESCRIPTION

This project has been designed for, and shall be developed for a sustainable rating of silver in accordance with LEED 2009 Version 3. Table 1 (see paragraph Table) identifies the LEED credit items that are designed into or otherwise required for this project. No variations or substitutions to the LEED credits identified for this contract shall be allowed without written consent from the Contracting Officer. Should there be a case where there is any problem meeting the full requirements of a LEED credit identified for this project in Table 1, the Contractor must bring this to the attention of the Contracting Officer immediately.

1.3.1 Credit Validation

This project has been registered with USGBC/GBCI for validation of credits earned. Contractor is not responsible for registering the project with USGBC/GBCI or for paying project registration fees to USGBC/GBCI. Format and content of all construction documentation must be in accordance with the LEED Reference Guide and LEED on-line requirements for supporting data required in event of USGBC/GBCI audit of the particular credit. Contractor is required to coordinate through the Contracting Officer with Government's LEED consultant on assuring assembled data is acceptable to USGBC/GBCI and responding to USGBC/GBCI requests for additional construction data in the course of seeking project certification. Design documentation will be provided by others.

1.3.2 Contractor Responsibilities

Some LEED Prerequisites and Credits are inherent in the design provided and require no further submittal or documentation information. For these Prerequisites/credits, the Contractor shall notify the Contracting Officer in advance of selection of any specified material or use of any permissible construction methods that may result in a deviation from the LEED designer intent. Some LEED Prerequisites and credits involve material selection and are generally identified within the technical sections with the notation " LEED," though not specifically identified in all occurrences. Some LEED Prerequisites and credits are dependent on construction practices.

All LEED Prerequisites and credits identified in Table 1 not inherent in the design provided shall be documented by the Contractor. Table 1 provides a general summary of applicable Prerequisites and credits.

Detailed submittal requirements are contained in the LEED Reference Guide, LEED on-line and in the technical sections.

In all cases where a material, product, or execution requirement is identified by "LEED" in the contract documents, additional data or certificates shall be submitted with the individual component or process validating the material or component to the respective LEED Prerequisite and/or credit item. These additional data or certificates shall be separable from the other submitted data and a copy shall be included in the LEED Documentation and on-line submittal in addition to the distribution indicated in the submittal register.

The Contractor is to identify who will be the individual on the Contractor's staff responsible for ensuring the LEED credits and prerequisites are assembled and documented per the required specifications.

This person is a LEED Accredited Professional.

The following LEED Design and Construction related Prerequisites and

Credits have been identified as well as the discipline and/or trade who will be responsible for gathering and assembling the LEED documentation items. The individual's name will be identified and updated in the ongoing tracking document starting at the LEED Pre Design and LEED Pre Construction meetings. The templates required for tracking LEED prerequisites and credits are available using LEED Online. All documentation required for upload for either the design and/or construction submittal will be printed and placed in the LEED Documentation Notebook. This notebook will be completed and provided to the owner once final LEED certification is awarded to the project. The notebook will be assembled by tabs following LEED online starting with PI-F1 - PIF4 and following through all prerequisites and credits.

The commissioning items will be documented as directed by the Commissioning Authority (CxA). The General Contractor is responsible for supplying any contracts with the commissioning authority.

Note that the items identified below are required for both the design and/or construction submittal or are part of the backup documentation that could be required at a later date/time. However, items will be documented and/or tracked during the design and/or construction process if an audit is performed and the additional items are required for verification purposes with the Green Building Certification Institute (GBCI).

The information below is a summarization of the LEED Reference Guide and LEED online information. Each assigned person for prerequisites and credits are responsible for making sure the required design and construction components are being met by referencing the LEED Reference Guide and LEED Online at the time of the submittal.

Sustainable Sites

Prerequisite 1 - Construction Activity Pollution Plan - Construction Submittal

The GC will use the information provided in the Civil drawings and ESC plan as well as performing weekly site monitoring and inspections with maintenance and date stamped photo documentation of the SWPPP plan implemented and any corrective action that was taken. See Attachment 1 for a sample weekly inspection form. This information will be maintained and uploaded at the completion of the project to the LEED On line templates.

The onsite documentation will be provided by the GC's on site superintendent and will include:

** Provide Copies of the project drawings to document the erosion and sedimentation control measures implemented on site.

** Provide pictures (digital format) with date-time stamp during various construction stages of the erosion and sedimentation control measures implemented on site.

** Provide a copy of the final SWPPP to the LEED coordinator upon completion and upload to LEED online.

Credit 1 - Site Selection.

This is a design credit but will require some documentation by the GC during the construction process.

The onsite documentation will be provided by the GC's on site superintendent and will include:

** Provide pictures with date/time stamp in digital format prior to construction of the undisturbed project site.

** Provide pictures with date/time stamp in digital format after substantial completion of the project site.

Credit 4.2 - Alternative Transportation: Bicycle Storage and Changing Rooms.

This is a design credit but will require some documentation by the GC during the construction process.

The onsite documentation will be provided by the GC's on site superintendent and will include:

** Provide pictures with date/time stamp in digital format of installed bicycle racks and/or storage areas as well as shower and changing rooms.

** Provide pictures with date/time stamp in digital format of the distance from bicycle racks to the building entrance(s).

Credit 4.3 - Alternative Transportation: Low Emitting & Fuel Efficient Vehicles.

This is a design credit but will require some documentation by the GC during the construction process.

The onsite documentation will be provided by the GC's on site superintendent and will include:

** Provide pictures (digital format) of preferred parking spaces for low-emitting/fuel-efficient vehicles signage.

Credit 4.4 - Alternative Transportation: Parking Capacity.

This is a design credit but will require some documentation by the GC during the construction process.

The onsite documentation will be provided by the GC's on site superintendent and will include:

** Provide pictures with date/time stamp in digital format of preferred parking signage for carpools or vanpools and/or car pool drop-off areas/shuttle services to mass transit.

Credit 6.1 - Stormwater Design - Quality Control

This is a design credit but will require some documentation by the GC during the construction process. The onsite documentation wil lbe provided by the GC's on iste superintendent and will include:

** Provide pictures with date/time stamp in digital format and submittal information for any of the following items that are installed: vegetated roofs, green roofs, Bioswales/vegetated filter strips, retention ponds, pervious paving materials, conveyance systems for reclaimed water with signage, pre-treatment processes such as screens or filters, stormwater

SECTION 01 33 29.10 Page 4 reuse, non-potable uses such as landscape, toilet and urinal flushing strategies.

Credit 6.2 - Stormwater Design - Quality Control

This is a design credit but will require some documentation by the GC during the construction process. During the construction process the GC's site superintendent will be responsible for the following:

** Provide pictures with date/time stamp in digital format and submittal information for any of the following items that are installed: vegetated roofs, pervious pavement or grid pavers, rain gardens, vegetated swales, disconnection of imperviousness, rainwater reycling, constructed wetlands, vegetated filters and/or open channels, etc

** Where and when applicable provide pictures with date/time stamp in digital format of Best Management Practices implemented during the construction process.

Credit 7.1 - Heat Island Effect: Non Roof - Construction Submittal

This is a design credit but will require some documentation by the GC during the construction process.

During the construction process the GC's on site superintendant will be responsible for the following:

** Provide submittal documentation including test results for the measured reflectance and emittance of each paving materials installed. Hardscape material must have Solar Refelctance Index (SRI) of at least 29.

** Provide pictures with date/time stamp in digital format of hardscape areas that will be shaded within 5 years

** Provide pictures with date/time stamp in digital format of covered parking spaces on site.

Indoor Environmental Quality

Prerequisite 2 - Environmental Tobacco Smoke (ETS) Control

This is a design credit but will require some documentation by the GC during the construction process.

The onsite documentation will be provided by the GC's on site superintendent and will include:

** Provide pictures with date/time stamp in digital format of no-smoking signs and designated smoking areas at least 25' from entries, outdoor air intakes and operable windows.

Innovation and Design Process

Credits 1.1-1.5 - Innovation in Design

The design and construction team will be required to document these credits and follow the requirements using both the LEED Reference Guide and LEED online. The team will need to coordinate and identify the credits that will be achievable by reaching the exemplary performance on a credit by credit

1.4 LEED IMPLEMENTATION PLAN

The LEED Implementation Plan shall be submitted within 15 days after notice to proceed. The plan, when completed, shall provide a detailed description of all activities that relate to accomplishing project LEED requirements, including construction practices. Plan shall also include the following:

a. Name of individuals on the Contractor's staff responsible for ensuring LEED Credits and Prerequisites are earned and responsible for assembling documentation. A responsible individual shall be identified.

b. Copy of scope of work with Commissioning Authority.

c. LEED On-LineTemplates to be used for tracking LEED Prerequisites and credits. Listing of documents to be provided for each credit.

d. List of all plans required in the technical sections for LEED credit to be uploaded to LEED On-Line for construction submittal only.

1.5 LEED DOCUMENTATION NOTEBOOK

The Contractor shall prepare a comprehensive notebook documenting compliance for each LEED Prerequisite Credits identified in Table 1. The LEED Documentation Notebook shall be formatted to match LEED numbering system and tabbed for each Credit and Prerequisite. LEED documentation in notebook shall contain final information only. The Notebook may be maintained and available for reference electronically if preferred.

Completed pages shall be prevented from being altered. If the Contractor fails to provide the LEED Documentation Notebook as specified herein, the Contracting Officer will deduct from the final payment an amount representing the estimated cost of maintaining the Notebook. The original, 3 copies, and an electronic version on CD of the notebook shall be submitted at project closeout.

PART 2 PRODUCTS

Not used.

PART 3 EXECUTION

3.1 COORDINATION MEETINGS

There will be three onsite coordination meetings. The first will be a LEED preconstruction meeting to review the LEED Implementation Plan and Construction Demolition Waste Management Plan. The requirements for this meeting may be fulfilled during the coordination and mutual understanding meeting outlined in Section 01 45 00.00 10 QUALITY CONTROL. The second will be a pre-closeout meeting to review LEED Documentation Notebook for completeness and identify any outstanding issues relating to final score and documentation requirements. The third is a closeout meeting to review the final LEED Documentation Notebook. All meetings shall be attended by Contractor's designated individual responsible for LEED documentation, Government representative and Installation representative. At closeout meeting a final score for the project will be determined based on review of project performance and documentation. Contractor shall make a set of

SECTION 01 33 29.10 Page 6 contract drawings and specifications available for review at each meeting as well as an updated LEED Documentation Notebook.

3.2 TABLE

LEED credits as identified in Table 1 below are contract requirements and shall be incorporated in full compliance with the LEED Reference Guide.

LEED (2009) Leadership in Energy and Environmental Design (TM)

LEED Online LEED Online (Updated Online) is the primary resource for managing the LEED documentation process. Through LEED Online, project teams can manage project details, complete documentation requirements for LEED credits and prerequisites, upload supporting files, submit applications for review, receive reviewer feedback, and ultimately earn LEED certification. LEED Online provides a common space where members of a project team can work together to document compliance with the LEED rating system.

With the exception of projects registered under LEED for Homes, all projects must be certified using LEED Online.

1.2 SUBMITTALS

Government approval is required for submittals with a "G" designation;

submittals not having a "G" designation are for Contractor Quality Control approval. The following shall be submitted in accordance with Section

1.3 DESCRIPTION

This project has been designed for, and shall be developed for a sustainable rating of silver in accordance with LEED 2009 Version 3. Table 1 (see paragraph Table) identifies the LEED credit items that are designed into or otherwise required for this project. No variations or substitutions to the LEED credits identified for this contract shall be allowed without written consent from the Contracting Officer. Should there be a case where there is any problem meeting the full requirements of a LEED credit identified for this project in Table 1, the Contractor must bring this to the attention of the Contracting Officer immediately.

1.3.1 Credit Validation

This project has been registered with USGBC/GBCI for validation of credits earned. Contractor is not responsible for registering the project with USGBC/GBCI or for paying project registration fees to USGBC/GBCI. Format and content of all construction documentation must be in accordance with the LEED Reference Guide and LEED on-line requirements for supporting data required in event of USGBC/GBCI audit of the particular credit. Contractor is required to coordinate through the Contracting Officer with Government's LEED consultant on assuring assembled data is acceptable to USGBC/GBCI and responding to USGBC/GBCI requests for additional construction data in the course of seeking project certification. Design documentation will be provided by others.

1.3.2 Contractor Responsibilities

Some LEED Prerequisites and Credits are inherent in the design provided and require no further submittal or documentation information. For these Prerequisites/credits, the Contractor shall notify the Contracting Officer in advance of selection of any specified material or use of any permissible construction methods that may result in a deviation from the LEED designer intent. Some LEED Prerequisites and credits involve material selection and are generally identified within the technical sections with the notation " LEED," though not specifically identified in all occurrences. Some LEED Prerequisites and credits are dependent on construction practices.

All LEED Prerequisites and credits identified in Table 1 not inherent in the design provided shall be documented by the Contractor. Table 1 provides a general summary of applicable Prerequisites and credits.

Detailed submittal requirements are contained in the LEED Reference Guide, LEED on-line and in the technical sections.

In all cases where a material, product, or execution requirement is identified by "LEED" in the contract documents, additional data or certificates shall be submitted with the individual component or process validating the material or component to the respective LEED Prerequisite and/or credit item. These additional data or certificates shall be separable from the other submitted data and a copy shall be included in the LEED Documentation and on-line submittal in addition to the distribution indicated in the submittal register.

The Contractor is to identify who will be the individual on the Contractor's staff responsible for ensuring the LEED credits and prerequisites are assembled and documented per the required specifications.

This person is a LEED Accredited Professional.

Credits have been identified as well as the discipline and/or trade who will be responsible for gathering and assembling the LEED documentation items. The individual's name will be identified and updated in the ongoing tracking document starting at the LEED Pre Design and LEED Pre Construction meetings. The templates required for tracking LEED prerequisites and credits are available using LEED Online. All documentation required for upload for either the design and/or construction submittal will be printed and placed in the LEED Documentation Notebook. This notebook will be completed and provided to the owner once final LEED certification is awarded to the project. The notebook will be assembled by tabs following LEED online starting with PI-F1 - PIF4 and following through all prerequisites and credits.

The commissioning items will be documented as directed by the Commissioning Authority (CxA). The General Contractor is responsible for supplying any contracts with the commissioning authority.

Note that the items identified below are required for both the design and/or construction submittal or are part of the backup documentation that could be required at a later date/time. However, items will be documented and/or tracked during the design and/or construction process if an audit is performed and the additional items are required for verification purposes with the Green Building Certification Institute (GBCI).

The information below is a summarization of the LEED Reference Guide and LEED online information. Each assigned person for prerequisites and credits are responsible for making sure the required design and construction components are being met by referencing the LEED Reference Guide and LEED Online at the time of the submittal.

Sustainable Sites

Prerequisite 1 - Construction Activity Pollution Plan - Construction Submittal

The GC will use the information provided in the Civil drawings and ESC plan as well as performing weekly site monitoring and inspections with maintenance and date stamped photo documentation of the SWPPP plan implemented and any corrective action that was taken. See Attachment 1 for a sample weekly inspection form. This information will be maintained and uploaded at the completion of the project to the LEED On line templates.

The onsite documentation will be provided by the GC's on site superintendent and will include:

** Provide Copies of the project drawings to document the erosion and sedimentation control measures implemented on site.

** Provide pictures (digital format) with date-time stamp during various construction stages of the erosion and sedimentation control measures implemented on site.

** Provide a copy of the final SWPPP to the LEED coordinator upon completion and upload to LEED online.

Credit 1 - Site Selection.

This is a design credit but will require some documentation by the GC during the construction process.

The onsite documentation will be provided by the GC's on site superintendent and will include:

** Provide pictures with date/time stamp in digital format prior to construction of the undisturbed project site.

** Provide pictures with date/time stamp in digital format after substantial completion of the project site.

Credit 4.2 - Alternative Transportation: Bicycle Storage and Changing Rooms.

This is a design credit but will require some documentation by the GC during the construction process.

The onsite documentation will be provided by the GC's on site superintendent and will include:

** Provide pictures with date/time stamp in digital format of installed bicycle racks and/or storage areas as well as shower and changing rooms.

** Provide pictures with date/time stamp in digital format of the distance from bicycle racks to the building entrance(s).

Credit 4.3 - Alternative Transportation: Low Emitting & Fuel Efficient Vehicles.

This is a design credit but will require some documentation by the GC during the construction process.

The onsite documentation will be provided by the GC's on site superintendent and will include:

** Provide pictures (digital format) of preferred parking spaces for low-emitting/fuel-efficient vehicles signage.

Credit 4.4 - Alternative Transportation: Parking Capacity.

This is a design credit but will require some documentation by the GC during the construction process.

The onsite documentation will be provided by the GC's on site superintendent and will include:

** Provide pictures with date/time stamp in digital format of preferred parking signage for carpools or vanpools and/or car pool drop-off areas/shuttle services to mass transit.

Credit 5.2 - Site Development - Maximize Open Space

This is a design credit but will require some documentation by the GC during the construction process.

** Provide digital pictures with date/time stamp of the project's site/landscaping areas dedicated vegetated open space and any preservation activities during construction.

** The design calls for enough landscaping open space to receive an additional LEED Innovation in Design credit for exemplary performance.

Ensure enough landscaping is installed to achieve this additional credit.

Credit 6.1 - Stormwater Design - Quality Control

This is a design credit but will require some documentation by the GC during the construction process. The onsite documentation wil lbe provided by the GC's on iste superintendent and will include:

** Provide pictures with date/time stamp in digital format and submittal information for any of the following items that are installed: vegetated roofs, green roofs, Bioswales/vegetated filter strips, retention ponds, pervious paving materials, conveyance systems for reclaimed water with signage, pre-treatment processes such as screens or filters, stormwater reuse, non-potable uses such as landscape, toilet and urinal flushing strategies.

Credit 6.2 - Stormwater Design - Quality Control

This is a design credit but will require some documentation by the GC during the construction process. During the construction process the GC's site superintendent will be responsible for the following:

** Provide pictures with date/time stamp in digital format and submittal information for any of the following items that are installed: vegetated roofs, pervious pavement or grid pavers, rain gardens, vegetated swales, disconnection of imperviousness, rainwater reycling, constructed wetlands, vegetated filters and/or open channels, etc

** Where and when applicable provide pictures with date/time stamp in digital format of Best Management Practices implemented during the construction process.

Credit 7.1 - Heat Island Effect: Non Roof - Construction Submittal

This is a design credit but will require some documentation by the GC during the construction process.

During the construction process the GC's on site superintendant will be responsible for the following:

** Provide submittal documentation including test results for the measured reflectance and emittance of each paving materials installed. Hardscape material must have Solar Refelctance Index (SRI) of at least 29.

** Provide pictures with date/time stamp in digital format of hardscape areas that will be shaded within 5 years

** Provide pictures with date/time stamp in digital format of covered parking spaces on site.

Water Efficiency

Credit 1 - Water Efficient Landscaping

This is a design credit but will require some documentation by the GC during the construction process.

The onsite documentation will be provided by the GC's on site superintendent and will include:

** Provide pictures with date/time stamp in digital format of landscape and irrigation strategies implemented.

** Provide installed site pictures with date/time stamp in digital format and submittal package highlighting native or adapted planting used. This will be coordinated with the sub consultants during submittals and installation.

Indoor Environmental Quality

Prerequisite 2 - Environmental Tobacco Smoke (ETS) Control

This is a design credit but will require some documentation by the GC during the construction process.

The onsite documentation will be provided by the GC's on site superintendent and will include:

** Provide pictures with date/time stamp in digital format of no-smoking signs and designated smoking areas at least 25' from entries, outdoor air intakes and operable windows.

Innovation and Design Process

Credits 1.1-1.5 - Innovation in Design

The design and construction team will be required to document these credits and follow the requirements using both the LEED Reference Guide and LEED online. The team will need to coordinate and identify the credits that will be achievable by reaching the exemplary performance on a credit by credit basis.

1.4 LEED IMPLEMENTATION PLAN

The LEED Implementation Plan shall be submitted within 15 days after notice to proceed. The plan, when completed, shall provide a detailed description of all activities that relate to accomplishing project LEED requirements, including construction practices. Plan shall also include the following:

a. Name of individuals on the Contractor's staff responsible for ensuring LEED Credits and Prerequisites are earned and responsible for assembling documentation. A responsible individual shall be identified.

b. Copy of scope of work with Commissioning Authority.

c. LEED On-LineTemplates to be used for tracking LEED Prerequisites and credits. Listing of documents to be provided for each credit.

d. List of all plans required in the technical sections for LEED credit to be uploaded to LEED On-Line for construction submittal only.

1.5 LEED DOCUMENTATION NOTEBOOK

The Contractor shall prepare a comprehensive notebook documenting compliance for each LEED Prerequisite Credits identified in Table 1. The LEED Documentation Notebook shall be formatted to match LEED numbering system and tabbed for each Credit and Prerequisite. LEED documentation in

SECTION 01 33 29.20 Page 6 notebook shall contain final information only. The Notebook may be maintained and available for reference electronically if preferred.

Completed pages shall be prevented from being altered. If the Contractor fails to provide the LEED Documentation Notebook as specified herein, the Contracting Officer will deduct from the final payment an amount representing the estimated cost of maintaining the Notebook. The original, 3 copies, and an electronic version on CD of the notebook shall be submitted at project closeout.

PART 2 PRODUCTS

Not used.

PART 3 EXECUTION

3.1 COORDINATION MEETINGS

There will be three onsite coordination meetings. The first will be a LEED preconstruction meeting to review the LEED Implementation Plan and Construction Demolition Waste Management Plan. The requirements for this meeting may be fulfilled during the coordination and mutual understanding meeting outlined in Section 01 45 00.00 10 QUALITY CONTROL. The second will be a pre-closeout meeting to review LEED Documentation Notebook for completeness and identify any outstanding issues relating to final score and documentation requirements. The third is a closeout meeting to review the final LEED Documentation Notebook. All meetings shall be attended by Contractor's designated individual responsible for LEED documentation, Government representative and Installation representative. At closeout meeting a final score for the project will be determined based on review of project performance and documentation. Contractor shall make a set of contract drawings and specifications available for review at each meeting as well as an updated LEED Documentation Notebook.

3.2 TABLE

LEED credits as identified in Table 1 below are contract requirements and shall be incorporated in full compliance with the LEED Reference Guide.

PART 1 GENERAL

1.1 REFERENCES

The publications listed below form a part of this specification to the extent referenced. The publications are referred to within the text by the basic designation only.

ASTM INTERNATIONAL (ASTM)

1.2 PAYMENT

Separate payment will not be made for providing and maintaining an effective Quality Control program, and all associated costs will be included in the applicable Bid Schedule unit or lump-sum prices.

1.3 COMMISSIONING

Commissioning (Cx) is a systematic process of ensuring that all building systems meet the requirements and perform interactively according to the Contract. The QC Program is a key to this process by coordinating, verifying and documenting measures to achieve the following objectives:

a. Verify and document that the applicable equipment and systems are installed in accordance with the design intent as expressed through the Contract and according to the manufacturer's recommendations and industry accepted minimum standards.

b. Verify and document that equipment and systems receive complete operational checkout by the installing contractors.

c. Verify and document proper performance of equipment and systems.

d. Verify that Operation and Maintenance (O&M) documentation is complete.

e. Verify and document that the Government's operating personnel are adequately trained.

1.3.1 Acceptance of the Construction Quality Control (QC) Plan

Acceptance of the QC Plan is required prior to the start of construction.

The Contracting Officer reserves the right to require changes in the QC Plan and operations as necessary, including removal of personnel, to ensure

The Contracting Officer reserves the right to interview any member of the QC organization at any time in order to verify the submitted qualifications. All QC organization personnel are subject to acceptance by the Contracting Officer. The Contracting Officer may require the removal of any individual for non-compliance with quality requirements specified in the Contract.

1.3.2 Preliminary Construction Work Authorized Prior to Acceptance

The only construction work that is authorized to proceed prior to the acceptance of the QC Plan is mobilization of storage and office trailers, temporary utilities, and surveying.

1.3.3 Notification of Changes

Notify the Contracting Officer, in writing, of any proposed changes in the QC Plan or changes to the QC organization personnel, a minimum of 10 work days prior to a proposed change. Proposed changes are subject to acceptance by the Contracting Officer.

PART 3 EXECUTION

3.1 GENERAL REQUIREMENTS

Establish and maintain an effective quality control (QC) system in compliance with the Contract Clause titled "Inspection of Construction."

QC consist of plans, procedures, and organization necessary to produce an end product which complies with the contract requirements. Cover all construction operations, both onsite and offsite, and be keyed to the proposed construction sequence. The project superintendent will be held responsible for the quality of work and is subject to removal by the Contracting Officer for non-compliance with the quality requirements specified in the contract. In this context the highest level manager responsible for the overall construction activities at the site, including quality and production is the project superintendent. The project superintendent must maintain a physical presence at the site at all times and is responsible for all construction and related activities at the site, except as otherwise acceptable to the Contracting Officer.

3.2 QUALITY CONTROL PLAN

Submit no later than 14 days after receipt of notice to proceed, the Contractor Quality Control (CQC) Plan proposed to implement the requirements of the Contract Clause titled "Inspection of Construction."

The Government will consider an interim plan for the first 30 days of operation. Construction will be permitted to begin only after acceptance of the CQC Plan or acceptance of an interim plan applicable to the particular feature of work to be started. Work outside of the accepted interim plan will not be permitted to begin until acceptance of a CQC Plan or another interim plan containing the additional work.
