SUMMARY OF CHANGES
SECTION 00 11 00 - STANDARD FORM (SF) 1442 AND CLIN SCHEDULE
The following have been modified:
PRICING SCHEDULE AND NOTES
Pricing Schedule:
Coefficient: ______ Factor to be applied to task order proposals (See notes below)
Subcontractor Mark-up: _______ Factor to be applied to subcontractor costs.
Notes:
1. The main pricing vehicle for task orders under this contract shall be the RS Means - Facilities Construction Cost Data. The software “4Clicks” shall be used by the contractor to develop proposals. Proposals shall be submitted electronically. Items or elements of work required, that are not identified in the RS Means shall be considered non-priced items (NPIs). NPIs shall be accompanied by evidence of best value obtained (i.e. three quotes). The offeror shall propose the following, which shall be negotiated at time of contract award:
a. Coefficient: Factor to be applied to task order proposals
b. Subcontractor Mark-up: to be applied to subcontractor costs. The contractor shall certify that subcontractors are to be used and specify the name and the type of work the subcontractor will be used for on each respective project. The mark-up will only be applied to those items the contractor intends to subcontract out. This mark-up will be applied prior to applications of coefficient.
The negotiated coefficient and subcontractor mark-up will be used for the life of the contract (Base period of 12 months, and any exercised 12-month option periods).
2. The coefficient shall be "net" (e.g., 1.00) or a "decrease from" (e.g., .90), or "increase to" (e.g., 1.10) the unit prices listed in the RS Means cost data in effect at time of award or respective delivery order. Separate factors for individual tasks will be considered unacceptable and the offer will be rejected.
3. The coefficient shall include the company’s overhead and all general & administrative expenses, using a base of total direct costs for the latest reporting period (i.e.2008). Provide your company’s financial statements and any other data used to calculate the coefficient. Include computation of your company’s labor burden.
4. Items not included in the coefficient:
Profit
Elements of direct work for each task order, either priced as RS Means line items (bare costs) or NPIs.
Services of registered architects or engineers for design/build projects. These costs shall be considered NPIs.
Mobilization and demobilization
Subcontractor mark-up
Direct labor burden
5. Calculation
a. Quantities calculated for preparing estimates for task orders shall be “net.” Additional quantities/items for waste or damage will not be allowed. Subcontractor costs shall be priced using the RS Means line items and the subcontractor mark-up. Line items in the RS Means are installed prices, complete with material, labor and equipment costs, unless otherwise noted.
b. The City Cost Index (CCI) factor will be applied by Division, separately to material, labor, and equipment in accordance with the RS Means.
c. Labor burden shall be applied after the appropriate CCI factor adjustment is applied to labor.
6. The current Davis Bacon Wage Determinations for the main area of work will be included in the contract and updated upon exercising an option, if any. The pricing vehicle, however, shall be the RS Means, except for NPIs.
The applicable wage determination rates may be used as the pricing vehicle for NPIs. The applicable wage determinations will be the latest ones incorporated into the contract, or as attached to the task order, for areas not included in the contract wage determinations.
7. The following items will be used in the execution of work under this contract:
a. The solicitation, offer and award.
b. Specifications
c. RS Means Current Edition - Facilities Construction Cost Data. The term “current” is based on the edition published at time of award. The contractor shall reference the RS Means edition in effect at the time of award.
The contractor shall provide the current and annual RS Means update editions for Facilities Construction Cost Data to the contracting officer immediately upon publication. Annual updates to the RS Means unit cost database will compensate for changes caused by labor rate changes, increases in material cost, etc. The latest editions to the RS Means will be effective upon publication.
d. 4Clicks - The contractor shall use 4Clicks software to develop proposals. This software may be purchased from www.4-clicks.com.
8. FAR 52.215-20, Requirements for Cost or Pricing Data or Information Other Than Cost or Pricing Data, may be required by the Contracting Officer for task orders.
