1. Will the Government please confirm that the purpose of Attachment 2 is to establish rates to be used throughout the performance of the IDIQ contract and is not a ceiling for the IDIQ contract?

Attachment 2 is to establish the rates to be used throughout the performance of the IDIQ contract. Task orders will be issued with those established rates. However, the ceiling for the IDIQ contract will be derived from the rates being applied to the estimated number of hours identified in Attachment 2.

2. Will the Government please confirm that award will be based on LPTA of the contractors cost estimate for their technical approach for Attachment 5, SOO (Task Order #1)?

Award of the IDIQ contract will be made to the offeror who has the lowest priced SF1449 Attachment 6 that is technically acceptable and meets all the requirements in the solicitation. Please see the instructions tab within Attachment 6 – SF1449.

3. Will the Government please confirm that the costing for CLINs in Attachment 6 – SF1449 should be based on the quote associated with Attachment 5, SOO (Task Order #1)?

The CLINs in Attachment 6 – SF1449 should be based on the CLIN totals in Attachment 2 – Price Schedule.

4. Attachment 5 specifies Technical Approach, Project Schedule, and Period of Performance are to be Developed by Contractor. However, in the instructions to offerors on SAM.gov it states offerors are required to respond with a PWS. Please confirm that a PWS associated with Attachment 5 is not required.

A PWS is required.

5. If offerors are required to respond with a PWS in response to Attachment 5, is the offeror expected to use the PWS from Attachment 1 and tailor it to the SOO detailed in Attachment 5?

6. May offerors submit proposals via DoD SAFE drop-offs to monica.j.gehrer.civ@mail.mil <mailto:monica.j.gehrer.civ@mail.mil> and teresa.v.dinwiddie.civ@army.mil <mailto:teresa.v.dinwiddie.civ@army.mil> to avoid email size restrictions?

No, per Office of the Secretary of Defense (OSD) guidance, DoD SAFE should NOT be used for transmission of contract proposal. All offers shall not exceed 20MB per email.

7. Would you kindly confirm if this is an entirely new effort or is there an incumbent currently providing these services? If so, would you please provide the incumbent contract details? Please also provide their Contract number.

This is a new effort and there is no incumbent.

8. Can you confirm the incumbent for the above effort? If so, could you please provide the incumbent name as well as the contract number?

This is a new effort and there is no incumbent.

9. Is this opportunity a remote/hybrid project, or will the project work be required to be at YPG? Will this work be based on a completely new algorithm, or is there an existing program that will be modified?

The services will generally be performed at the vendor's location(s) with occasional trips to Yuma Proving Ground as each task order requires (approximately 1-3 trips a year). Each task order will have different requirements that the resultant awardee will need to respond to. There is no pre-set algorithm or program that needs to be modified.
