Describe your company's approach to product development and how you incorporate input and feedback from local subject matter experts in the design and development process. Give at least 5 examples of previous such efforts.

Explain your company's experience in developing software for cloud computing environments and can provide at least 3 examples of cloud-based projects your company has worked on in the past.

Additionally, describe how your team is trained and equipped to develop and deploy cloud-based applications and the cloud platforms and technologies your team is proficient in. Provide at least 3 examples of previous projects deploying those cloud-based platforms.

Describe your company's experience in developing and implementing machine learning or other complex processing techniques to analyze data. Provide at least 5 examples of successful machine learning projects your organization has worked on previously, including the specific techniques used and the outcomes achieved. Finally, discuss the technical capabilities of your team and the tools and frameworks your company has utilized for developing and implementing machine learning solutions.

Describe experience your company has working on similar projects or with technologies like what this project entails as is listed in the PWS. Provide at least 5 examples of successful implementations and solutions your company has provided previously.

Elaborate on your company’s technical skill sets, computing infrastructure, and development processes does your company have internally to execute the development and integration advanced test instrumentation, data processing, and data management capabilities utilizing AI, ML, system navigation, system modeling, big data analytics, and deployment of these technologies in a cloud environment for Test and Evaluation of U.S. Army systems.

The DOD is developing more technically complex systems that utilize AI and ML. Describe the challenges your company foresees with testing those systems that arise specifically from their use of AI and ML. List at least 3 solutions your company has implemented to mitigate such challenges in previous projects.

Our end-users are the subject matter experts (SME) on our systems and understand the instrumentation and data products profoundly. Describe how your company’s experience working on projects with end-users in the development loop to leverage their expert knowledge. Elaborate on the role of the end-users in at least 3 previous DOD development projects.

Your company must have demonstrated experience in development and integration of advanced test instrumentation, data processing, and data management capabilities utilizing Artificial Intelligence (AI), Machine Learning (ML), system navigation, system modeling, big data analytics, and deployment of these technologies in a cloud environment for Test and Evaluation of U.S. Army systems.

Your company must have demonstrated experience in the development, support, and execution of U.S. Army testing for airdrop, aviation [manned and unmanned], aviation weapons, electronic warfare, ground vehicles [manned and unmanned], direct fire system, and/or in-direct fire systems.

Your company must possess or are you able to attain a facility clearance level of Secret and/or No Foreign.

Your company must possess or are able to attain a facility clearance level of Top Secret.

Your company must have demonstrated experience with data products from systems that utilize radar, optical tracking, GPS, optical imagery processing, telemetry, system response (analog and digital data), environmental, and aircraft avionics interfaces.

Your company must support “unlimited rights license” as Government-off-the-shelf (GOTS), with no specifically negotiated terms in the contract restricting the Government’s use and delivered without any restrictive markings limiting the Government’s use, and include delivery of all source code, required libraries, build capabilities, and supporting documentation In Accordance With (IAW) industry standards.

Your company must have demonstrated experience in integrating range data collection instrumentation and communication networks on a U.S. Department of Defense (DOD) Major Range and Test Facility Base.

Your company must have demonstrated experience in supporting the deployment of cloud capabilities in compliance with the Defense Information Systems Agency (DISA) and U.S. Army Cyber Command regulations and policies.

Your company or a joint venture (JV) must not provide services on other contract(s) that would present a potential Organizational Conflict of Interest (OCI) issue or concern.

Your company or JV must provide services or products on other contracts that involve the production and sustainment of U.S. Army systems in the capability areas of airdrop, aviation [manned and unmanned], aviation weapons, electronic warfare, ground vehicles [manned and unmanned], direct fire system, and/or in-direct fire systems.

Your company must utilize non-proprietary/open-source software elements (languages, libraries, architectures, etc.) to the greatest extent possible in the development of projects under this contract.
